간호 행정학분야에 있어서 이론의 발전 단계는 아직도 초기단계에 있으며 계속 개발되는 중이다. 간호행정의 이론개발은 크게 3 단계로 나눌 수 있는데, 첫째, 다른 학문으로부터 빌려온 이론들을 간호학에서 사용한 단계, 둘째, 간호와 경영지식을 합성화시킨 이론적 모델을 사용한 단계, 셋째, 간호관리를 의한 중재(Management Intervention)개발의 단계이다. 간호행정이론 개발의 새로운 추세인 간호관리를 위한 중재가 어떻게 Middle-Range Theory를 구축하는데 공헌하는지가 서술되며, 그에 대한 예가 제시된다.

19세기말 근대행정이 근대행정 이론에 입각하여 모습을 나타낸 이래 5-10년이 다르게 변모하여 왔으며 과거의 관리적인 측면을 강조하던 행정이 50-60년대 이후 계획, 발전적인 측면을 지향하게 됨에 따라 경제성장, 생산, 인력의 측면에 있어 과거의 실적통계를 바탕으로 통계적 방법에 의거 계량적 계획모델을 수립하는 경우가 많아졌다. 그러므로 이 계획수립의 기본이 되는 통계가 매우 중요하게 되었으며 통계결과 수치의 정확성여부는 곧 계획이나 정책자체의 타당성 여부를 결정짓는 관건이 되었다. 이에 따라 노동행정과 노동통계의 관계에 있어서도 노동행정 대상의 중심이 사업체이고, 이에 종사하는 근로자와 사용자이기 때문에 무엇보다도 이 행정대상의 현황을 정확하게 파악하는 것이 가장 중요한 일이다.

본 논문은 청주·청원과 전주·완주의 행정구역 통합과정을 비교·분석하였다. 2009년 두 지역의 통합은 모두 무산되었다. 그러나 2010년부터 이루어진 재시도에서 청주·청원은 통합에 성공한 반면 전주·완주의 통합은 또다시 무산되었다. 행정구역 통합을 설명하는 기존의 연구들은 구조 및 환경 등 외생적 요인에 초점을 두고 있어 역사적 배경, 지리적 조건, 통합의 시기 등에서 여러 유사점이 있는 두 지역의 비교연구에는 적합하지 않다. 본 논문은 특히 전주·완주와 청주·청원의 행정구역 통합 결과의 차이가 나타난 이유로 정책중개자의 역할에 초점을 맞추었다. 구체적인 통합 결과의 차이를 살펴보기 위해 통합절차를 5단계로 나누어 그 충족 정도를 분석하였다. 정책중개자는 그 정책선호와 지위를 기준으로 (1) 민-관 선호 정책중개자, (2) 관단독 선호 정책중개자, (3) 민단독 선호 정책중개자, (4) 선호 없음의 네 가지 역할로 구분하였다. 본 논문의 분석 결과에 따르면, 제1기(2009년~2010년)에는 두 지역 모두 민단독 선호 정책중개자가 나타났다. 그 결과 전주·완주에서는 여론조사에서, 청주·청원에서는 의회의결단계에서 그 통합시도가 무산되었다. 제2기(2010년~2013년)에는 전주·완주에서는 정책중개자 유형이 관단독 선호 정책중개자 유형으로 바뀌어 주민투표단계까지 도달하는 데 그쳤으나, 청주·청원에서는 민-관 선호 정책중개자로 바뀌어 최종 통합시 설치법 단계까지 도달해 통합이 완성되었다.

The purpose of this study was to examine the need for changes in the administration strategies of hospitals which would be vital for building up competitiveness of hospitals amid the changes in medical market. For that, 20 experts with doctoral degree in public administration and business administration related to the field of hospital administration were selected as the sampling group in the survey. Regarding the method of AHP survey as in this survey. The results showed that the factors were important in the order of medical staff factor(ranked first), overall facility factor(ranked second), staff service factor(ranked third), and access factor(ranked fourth). Second, the relative importance was in the order of medical staff specialization(ranked first), medical staff diversity(ranked second), and medical equipment level(ranked third), regarding the relative importance for general hospital development strategy and the complex weighted value for relative importance.

국가행정기구에 소속된 조직이 어느 계층에 있느냐에 따라서 그 사업에 미치는 영향이 다르다는 것은 주지의 사실이다. 최근 보건사회부 직제 개편에 따라 의정국내의 ''간호담당관''이 의정2과의 ''간호계''로 개편 되었다. 본지는 이러한 현실에서 간호행정기구와 간호사업이 어떤 연관을 갖고 있으며 어떤 형태가 바람직한가를 분석검토해 보고자 동남아, 구미제국의 간호행정기구 또는 제도를 살펴보는 특집을 살펴보는 특집을 마련했다.

This study aimed to provide an empirical analysis of the effect of preventive fire administration (PVFA) and prepared fire administration (PPFA) on response fire administration (RPFA) in fire service organizations in Korea. To this end, panel data was collected from 16 metropolitan councils from the period of 2008 to 2018 and statistically analyzed using PVFA, PPFA, and RPFA. The independent variables were PVFA and PPFA, while the dependent variable was RPFA. The analysis of the current situation of the specific target for firefighting (STFF), public use facilities, proof of completion of safety families for public use facilities, and special fire inspection were sub-variables of PVFA. Fire safety education (FSE) and the mobilization for fire suppression (MFS) were sub-variables of PPFA and RPFA, respectively. In the results, STFF and FSE had a significant positive influence on the MFS. This study will contribute to the basic research regarding the investigation of the effectivity of fire service organizations in Korea.

Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.

행정지도는 법률상의 강제권한에 기초하는 것은 아니고, 상대방의 협력을 전제로 하여 실현되는 것이며, 가격, 수량 등 본래 각 사업자가 경쟁에 기초하여 자주적으로 결정하여야 할 사업활동에 관하여 행정지도가 행하여지면, 사업자는 공동하여 행정지도에 따라 경쟁을 제한하는 경향이 있게 된다. 한편, 독점규제법은 사업자가 가격, 수량 등에 관하여 공동하여 결정하는 것을 부당한 공동행위로서 원칙적으로 금지하고 있다. 따라서 이들의 관계에 있어서, 경쟁제한행위가 성립$\cdot$존속하고 있다고 보아야 하는지 여부라는 사실문제와, 경쟁제한행위가 성립$\cdot$존속하고 있는 경우에 행정지도에 의하여 경쟁제한행위의 구성요건 해당성 또는 위법성이 조각되는지 여부라는 법률문제가 발생한다.

일본 총무청에서는 '행정개혁프로그램'(1996년 12월 25일 각의결정)에서 행정사무절차의 간소화, 통일화, 공통화, 전자화, 페이퍼리스화 등을 추진해 신청에 따른 국민의 부담을 경감시킬 수 있도록 했다. 또한, 이것에 기반하여 '신청 부담 경감 대책'(1997년 2월 10일 각의결정)을 추진, 신청ㆍ신고 절차의 전자화ㆍ페이퍼리스화를 행정정보화 추진계획의 최종년도인 1999년도를 넘기지 않는 것을 원칙으로 1998년도말까지 가능한 것에서부터 신속히 실시하기로 하는 등 행정정보화의 간소화를 추진하고 있다. 어떻게 계획되고 있는지 시리즈로 살펴보고자 한다.

Objects which has been used for administration is a part of archives that holding merit of history, merit of evidence and merit of administration. But it does not be treated carefully as archival material also, it can not be found a study for the archival objects. Thus this study aims to suggest a description of the objects for management the objects appropriately. To derive a conclusion, this paper made a comparative by using the archival description of other nations such as General International Standard for Archival Description, Rules for Archival Description also refer to the cataloging rules which used for a long time to management materials at library such as Anglo-American Cataloging Rules, Korean Cataloging Rules. We divided the section into 7 area such as identity statement area, context area, content and structure area, condition of access and use area, allied material area, note area, and description control area for suggest a description for archival objects.
