초.중등학교에서는 교우학사관련 업무경감과 교육행정업무의 효율성 및 온라인 민원서비스 제공을 목표로 학교정보관리시스템을 활용하고 있다. 본 논문에서는 2003년 새로 도입한 교육행정정보시스템(NEIS)에서 건강관리 학교급식관리, 학교시설.장비관리 영역의 사용자 중심의 편이성과 현장 적함성에 대한 개선 방안을 강구하였다. 그 결과는 다음과 같다： (1) 학교와 의료기관에서 건강정보를 공동으로 관리.활용할 수 있는 평생건강관리체제가 국가인적자원관리에 더욱 효율적이다. (2) 법.제도, 업무절차, 표준화, 정보기술측면의 내실화된 학교급식관리가 요구된다. (3) 자재명세서(Bill of Material： BOM)와 워크플로우를 활용한 개선방안이 교육정보화 시설.장비관리에 효율적이고 업무처리변화에 유연함을 확인하였다.

정보화발전과 함께 정보시스템의 투자규모가 확대되고 무분별한 점보시스템의 구축으로 인해 체계적인 정보화 투자 및 관리가 필요하게 되었다. 이로 인해 ITA의 도입 및 활용이 의무화되었다. 더불어 ITA의 지속적인 발전 및 고도화방향 설정을 할 수 있도록 하기 위한 도구로 성숙도 모델이 각각 정보통신부와 행정자치부에서 개발되었다. 2종의 상이한 성숙도 모델로 인해 개별기관에서 적용에 어려움을 겪고 있으며, 성숙도수준에 대한 서로 다른 측정결과가 도출되는 문제가 발생하였다. 본 논문에서는 2개의 상이한 모델의 장점을 통합하고 국내관점들 적극적으로 적용하는 등 문제점들 개선한 단일 성숙도모델인 범정부 ITA 성숙도모델을 제안한다. 또한 개별기관의 성숙도 수준들 단일 성숙도모델로 측정하여 ITA 수행 및 활용 능력을 파악하고 문제점을 사전에 발견하여 향후 범정부 차원의 지원방향을 결정하는 등 많은 효용성을 기대한다.

Urban railway started its operation in August 15, 1978 in Korea. Nowadays, it is being operated in Seoul, Busan, Incheon, Deagu, GwangJu, and Daejeon, and it is playing a major role in mass transportation. Urban railways can provide rapid and convenient transportation to citizens in eco-friendly and energy saving way. However, urban railway operating organizations have been in financially difficult conditions due to the enormous debts borrowed for the construction of railways. Urban railway operating organizations are under pressure to improve its difficult financial conditions through the efficient management of the organization. The management and operation efficiency of urban railway organizations have been evaluated since 1993 by Ministry of Public Administration and Safety to make those organizations more competitive, responsible and efficient. However there are some limitations in evaluation since they do not reflect the relative size of organizations, relative newness of facilities, etc so that it's not objective and loses fairness. This study proposes an improved method for the evaluation of safety.

Delivering documents within school itself, has been ignored, since it is not considered as a large organization such as government education agencies. It is necessary to change the procedures in delivering official documents within school's administrative services along with the outside administrative procedure changes. For the above purposes, this study can be practiced toward the actual schools therefore it is to design the framework for Distributable Official XML Document management and to implement official document management system based on JSP component. As a result, this system will reduce the negativity in producing the time critical official documents in educational activities. It is important at the fact that electronic document management procedures will incredibly improve the quality in school's administrative services.

Disclosure of personal information to be carried out in one of the Administrative Publicity, Administrative agency as specific information about the person who has violated the obligation imposed by the law is an unspecified number people know is through the direct or Internet media it is to be disclosed in an unspecified number of people. This is, indirect sanctions so as to fulfill its obligations by the addition of psychological pressure that exposes the personal information of the fact that in breach of his obligations to the breach of duty and it has been an unspecified number of people know it is a means. However, publication of these personal information, infringement of the moral rights of the Constitution guarantees an individual, of course, not only a matter of law that the right to self-determination of the personal information, has continued also doubts for the effectiveness of the system. As a result, in this paper, to discuss legal issues with the disclosure of management personal information and its improvement measures, and expected to be able to take advantage of the efficient development of the future of personal information disclosure system.

Current Military Airbase Law, in an effort to promote safety of military aircraft and security of military airbase, requires an administrative agency or its empowered branch to consult with the Secretary of Defense or the commander of the airbase before they issue a certain administrative approval or decision related to the installation. Although this consultation process purports itself in simplifying what can be an protracted administrative procedure, and in unifying objectives of the military and the administrative services, such procedural requirement is vulnerable inevitability of various legal problems whenever there is a conflict of interests among civil, military, government services. Nor is there sufficient studies done by academian in the area of bureaucratic issues of administrative resolution, and certainly not in the area of the military consultation procedure. This article, with such reality in mind attempts to constructively examine 1) when a consultation application is submitted, whether the discretionary power of the commander of the affected airbase is acknowledged at the outset; 2) if the content of the consultation is deemed unlawful, whether a civilian can institute an administrative lawsuit against it; 3) problems about the subject matters of the consultation requirement within the framework of military airbase law; 4) whether the issuing administrative agency must abide by and issue approval or decision in accordance with the opinion proposed by the said commander; 5) the legal problems of the remedial measure such as an order of removal, appellate review, notion to challenge authority, and etc. in cases such as administrative agency ignoring the commanders proposal or issuing final approval or decision that is inconsistent with what was consulted and agreed upon between both parties.

Minimizing the cylinder wear and the consumption rate of cylinder oil in a large two-stroke marine diesel engine is of great economic importance. In Korea, a motor-driven cylinder lubricator for a large two-stroke marine diesel engine manufactured by $W{\ddot{a}}rtsil{\ddot{a}}$ Switzerland Co., Ltd. was first developed by authors through the joint research of industry-university in 2002. The characteristic of the developed product is that can control automatically the oil feed rate to a load fluctuation by the motor drive and the offset cam. The performance of the product is not also inferior to the conventional one. For manufacturing the reliable and useful products, however, it is necessary to investigate further characteristics and improve the performance of a cylinder lubricator. In this study, the effect of quill with and without accumulator on maximum discharge pressure, delivery delay duration and oil feed rate relative to motor revolution speed using plunger stroke as a parameter is experimentally investigated by using the developed cylinder lubricator. It is found that the maximum discharge pressure with accumulator is higher than that of no accumulator as plunger stroke and motor revolution speed are elevated, and the delivery delay duration with accumulator is shorter than that of no accumulator as plunger stroke and motor revolution speed are increased. Also, oil feed rate with accumulator is less than that of no accumulator except for a plunger stroke of 2 mm as plunger stroke and motor revolution speed are raised.

산업안전보건법 제43조에 따라 건강진단기관이 작성하여 사업주에게 제공하는 건강진단결과표 중 사후관리소견서(2면)에 기재되는 내용이 근로자의 개인정보에 해당되기 때문에 이를 기재하는 행위는 개인정보보호 관련법령에 위반된다는 일부 주장에 대하여 고용노동부가 개인정보보호관련 법률을 담당하는 행정안전부에 당해 사항의 법령 위반여부에 대한 유권해석을 질의한 바, 산업안전보건법에 의한 사후관리소견서상에 개인정보를 기재하는 것과 이상소견이 있는 지에 대한 검진결과 수치를 기재하는 것 모두 개인정보보호 관련법령에 위반하지 않는다는 내용이 회신되어 이를 안내하오니 업무에 참고하시기 바랍니다.

기존선 속도향상, 안전성 확보, 수송서비스 개선을 목표로 하는 철도기술연구개발사업은 고객에게 고품질의 서비스를 제공하고 타 교통시스템과의 경쟁력을 확보하기 위하여 주관행정부처인 철도청과 전문기관인 한국철도기술연구원에서 추진하고 있다. 이 사업은 1999년 12월 철도기술연구개발사업기본 계획을 수립하여 2001년 8월 한국철도기술연구원을 사업자로 선정하고 총 450억의 정부지원예산을 투입하여 2004년까지 4차년도에 걸쳐 기존선 속도향상을 위한 실용화 기술개발, 철도유지보수시스템개발, 고속 철도운영시스템개발을 목표로 하고 있다. 원자력 안전규제 업무를 효과적으로 수행하기 위하여 세계 각국의 정부는 자국의 실정에 부합되는 적정한 수준의 원자력 안전규제 목표를 설정하고 이를 달성하기 위한 관련 법령의 정비와 필요한 안전규제 행정조직을 운영하고 있다. 이외에도 원자력 사업자가 제시하는 기술적 안전대책에 대하여 객관적이고도 공정한 평가를 수행할 수 있는 독립된 안전규제 전문기관을 설립하여 운영하므로서 규제업무수행의 질적 향상을 추구하고 있다. 이와 관련하여, 본 기고에서는 최근의 국내 원자력 안전 규제 법령, 조직 및 수행내용을 중심으로 우리나라의 원자력 안전규제 수행현황을 소개하고저 한다.
