The purpose of this study is to propose some strategic directions which can promote the government libraries to provide the most effective and efficient information services. The study analyzes user opinion and demand in terms of the Web-based Information Services. For the analysis, the questionnaires were distributed to the 300 users in 18 government libraries. In the results, the study finds that the government libraries with homepage need to advertise homepage service. to provide the training programs, and to improve the system utility for better valuable homepage services. The government libraries without homepage, first of all, must construct their own homepage reflected in the users demand requiring the powerful retrieval ability, the diversity of contents, the high properness of information services.

Voice over Internet Protocol calls using administrative agency to build a national information and communication service, 'C' group, providers, the KT, SK Broadband, LG U+, Samsung SDS, as there are four operators. To prepare for an attack on Voice over Internet Protocol for administrative agency, security is a need for research to support the model. In this paper, the Internet telephone business of Administrative Agency to investigate and analyze the specific security measures to respond. Should set priorities around confidentiality about five security threats from NIS to Study of Voice over Internet Protocol Security Response Model for Administrative Agency. (1) Illegal wiretapping, (2) call interception, (3) service misuse, (4) denial of service attacks, (5) spam attacks, write about and analyze attack scenarios. In this paper, an analysis of protection by security threats and security breaches through a step-by-step system to address the research study is a step-by-step development of the corresponding model.

I conducted a study on the capacity evaluation and management of the main homepage screen to improve the availability of government institutions. As a result of three times evaluating the size of the homepage main page of the major institutions, the capacity of the homepage of the institution was very enormous, and when there were many concurrent users, the server was easily loaded. Governmental management guidelines are needed to fundamentally solve these problems, with the periodic and ongoing homepage management of each institution. In the future, the web site management detailed checkpoints should be additionally established in the government web site installation and management guidelines, and the recommended checking items; homepage performance evaluation, lightening homepage capacity.

Since the Public Records Management Act was enacted in 2007, the administrative information system has already been included in the electronic records production system, and dataset has been subject to record management as a type of electronic records. With the recent revision of the enforcement decree, dataset records management has been enacted. This study analyzes business units related to administrative information systems of public institutions and examines the current status of retention periods estimation. For this purpose, we collected 36 records classification systems from 49 public institutions among the direct management agencies of the National Archives and disaster management agencies. And we discriminated 824 business units related to administrative information system and divided into large and small groups according to types. We also compared the retention period estimation of records. The problems and improvement plans of this study are expected to be used as basic data in preparing the standard of administrative dataset management in the future.

In order to realize the empathy of the local education community, the education local government should establish the brand design properly in accordance with the enterprise and the large-scale administrative agency and actively use it in the public design strategy and publicity strategy. And the identity and role of education local government that are differentiated from each other can be well communicated and help to achieve the vision. However, the development and utilization of brand design in the provincial education local government is sluggish. In this context, research on urban brand has been carried out variously, but there is no comprehensive analysis on change of education local government brand. The purpose of this research is to analyze the current characteristics of brand design in education local government in order to enhance the image of education direction and to enhance the brand value of education local government.

As the citizens have the high level of knowledge and information in this society, they tend to participate the local government adminstration in various methods. The purpose of this study is to review the citizen participation programs which have been applied in local government administration, to determine the appropriate citizen participation programs for public libraries, to survey the Korean public libraries' citizen participation programs through the questionaries which have been developed and analyze the data, and to propose the success strategy of citizen participation programs in the public libraries. Also, tips for the efficient and dynamic public library administration by the citizen participation programs were provided based on inadequacies and other findings revealed through this study.

Publication Information Dissemination Guidance(P.I.D.G.), in which a public organization opens it's information to the public in advance of requests, could be an appropriate medium to support the good governance. In other words, good governance could be established by adopting P.I.D.G. to guarantee the accessibility and usability of information to a public organization, to arrange an opportunity for conversation with the people, and eventually promote the participation of people in administration. However, the P.I.D.G. is not well-known among people due to lack of nation-wide advertisement, and a number of multi-laterally found flaws in the system operation, suggesting an urgent need of improvement. Disorders are found in the operation of P.I.D.G. due to un-standardized categories among the standards of Publication Information Dissemination, set by administrative organizations. The purpose of this paper is to analyze the P.I.D.G. and suggest the ways to improve it based on the criteria indicated above.

In order to analyse the scavenging efficiency in a poppet valve type 2-stroke engine. visualization of scavenging flow and quantitative experiments for measuring scavenging efficiency were performed. The effect of shroud angle in RSSV which was developed by KIMM was evaluated under steady flow rig applying single-cycle method. Also dynamic simulator was used by using gas sampling with $CO_2$ and $O_2$gas. The $90^circ$ shroud RSSV was found to be the highest efficient system, and single-cycle and dynamic simulator test are very effective to save time and cost for the development of a 2-stroke engine.
