Designing and Applicability of Soil Pollution Indices for Estimating Quality of Soil Polluted with Heavy Metals and Arsenic (중금속 및 비소오염 토양질 평가를 위한 토양오염지표의 고안과 응용 가능성)

  • Soil pollution indices (SPI) were designed for estimating quality of soil polluted with arsenic and heavy metals. Applying the quality reference value of soil based on its multifunctional purpose was a key step. For considereing multifunctions of soil, soil was classified into 4 groups-agricultural land, residential area, recreational area, factorial site. Then, each concentration of arsenic and each of five heavy metals (Cd, Cu, Hg, Pb, Zn) in soils grouped was transformed to a mathematical value based on the soil quality reference value which may stand for ecological impact. Soil pollution score (SPS) was the addition of the 6 values transformed, and the range of the SPS was divided into 4 Soil Pollution Classes (SPC). The SPC 1, 2, 3, and 4 were SPS <100, SPS 100-200, SPS >200-300, and SPS >300, repectively. SPS and SPC were evaluated with the results of the data from employing the Soil Network of 1994. Based on the soil quality reference values, SPS and SPC of the Soil Network's data were transformed and classified, respectively. Then, SPS and SPC were compared with arsenic and the 5 heavy metal contents of their reference values resulted from the Soil Network's. From this method, soil quality of most of the Soil Network area was estimated to be healthy. However, ca. 3.0~4.0% of the Soil Network area was determined in a range of slightly and heavily polluted. As the mean value of SPS of the Soil Network's was 66.2 which indicates most of soil evaluated was healthy. When the SPSs of the data were divided into 4 groups of SPC, Class 1 (Good quality of soil), Class 2 (Need to be checked area 1), Class 3 (Need to be checked area 2) and Class 4 (Polluted area) were 87.0, 9.4, 2.4, 1.2%, respectively. Using SPI were comparable to those of heavy metal contents in soils, and would be comprehenve to determine the status of soil qulity. Methodology of the developing SPI would be applicable to the other soil pollutants such as organic and inorganics than arsenic and 5 heavy metals used here.

  • 전 세계적인 기후변동과 기후변화의 영향으로 대규모 인명 및 재산피해를 유발하는 자연재난의 빈도와 강도가 증가하고 있다. 이렇게 변화하는 상황에서 효율적인 대책을 수립하기 위해서는 재해에 노출된 특성을 지역적 특성과 함께 고려하여 지역별로 재해에 위험한 정도를 평가하는 것이 선행되어지고, 재난 피해 발생전에 피해 지역 및 범위를 예측하는 것이 필요하다고 판단된다. 따라서 본 연구에서는 국내 자연재난 피해의 65% 이상을 차지하는 호우피해를 대상으로 PSR(Pressure-State-Response) 구조를 이용하여 호우피해위험지수(Heavy rain Damage Risk Index, HDRI)를 제안하여 호우 위험도를 평가하고자하였다. 또한 도출된 지역별 위험등급에 따른 호우피해 예측함수를 개발하여 재해발생 전에 개략적인 피해의 범위를 예측하고자 하였다. 먼저 지역별 호우 위험도 평가를 위해 압력지표, 현상지표, 대책지표를 구축하고, 주성분분석을 이용하여 평가지표를 결정하였다. 결정된 평가지표를 동일한 가중치를 부여하여 호우피해위험지수를 도출하였다. 분석결과, 경기도 31개 지자체 중에서 가장 안전한 1등급인 지자체는 15개의 지자체로 나타났으며, 2등급인 지자체는 7개, 3등급인 지자체는 9개로 분류되었다. 지자체별 호우 위험도 등급에 따라서 재해기간별 총강우량, 재해일수, 선행강우량(1~5일), 지속시간별 최대강우량(1~24시간) 등의 자료를 설명변수로 구축하였고, 다중회귀모형과 주성분분석을 활용하여 예측함수를 개발하였다. 등급별 호우피해 예측함수는 N-RMSE가 12~18%로 호우피해를 적절하게 예측하는 것으로 평가되었다. 본 연구를 통해 지자체별 호우피해위험도 등급을 파악 할 수 있으며, 평가된 호우피해위험도 등급별로 호우피해 예측함수 개발을 통해 사전에 호우피해 발생 및 규모를 파악할 수 있게 되었다. 따라서 본 연구의 결과는 각 지자체 및 관련 부처에서 효과적인 방재체계를 수립하는데 있어 기초자료로 활용될 수 있을 것으로 판단된다.

A Study on Basic Plan for Upscaling Environmental Conservation Value Assessment Map(ECVAM) of National Land in South Korea (대축척 국토환경성평가지도 작성방안 연구)

  • This study was performed for developing upscaling Environmental Conservation Value Assessment Map(ECVAM) of National Land in South Korea and presenting the application method of ECVAM. This ECVAM adopted the least indicator method and uses a Geographic Information System(GIS). This map is made through evaluation of 67 items. As a result, the construction of ECVAM was defined as a process of identifying land use to scientifically assess the physical and environmental value of land and classify conservation value into several grades for the sustainable management of environmental resources. After applying ECVAM criteria of five degrees to the whole of study area, Grade I, showing the highest conservation value, accounted for 29.3% by land area of ECVAM. Grades II, III, IV and V likewise accounted for, respectively, 21.7%, 17.2%, 7.1% and the lowest conservation value of 24.7%. other result, ECVAM and land suitability assessment agreement rate is Grade I 33.05%, Grades II, III, IV and V likewise accounted for 12.92%, 15.05%, 36.93% and last value of 53.28% This study set up "the realization of the improvement ECVAM" as the vision of the advancing strategy. In order to accomplish the vision, this study established the purpose as follow; constructing strategic assessment value relation to ECVAM based on knowledge, arranging the foundation to upscaling assessment value And this study devised preparatory plans to achieve the vision and the purpose as next; construction on base theme map by 1:5,000 scalie, base on land register theme map and precision land cover map. Therefore, for applying the result of this study to the upscaling Environmental Conservation Value Assessment Map(ECVAM), it considers regularly the systematic categorization of preceding item, consideration issue of national environmental geographic information using the ECVAM.

A Review on the Public Appeals of the Ecosystem and Nature Map (생태·자연도의 관·민원 현황에 대한 고찰)

  • The Ecosystem and Nature Map (ENM) is basic map for current status of natural resources. The map has been offered information to ecological conservation and restoration, as well as to land use planning and policy making. The map composed of 794 sheets in 1:25,000 scale classifies total areas into three grade zones (1st, 2nd and 3rd grade zones) and separately managed zone. In 2005, the first draft Ecosystem and Nature Map was prepared by the second National Ecosystem Survey. It was opened for the people to search and appeal. So 1,419 cases of public appeals on the first draft Ecosystem and Nature Map were submitted in 2005. After partial revision, the first Ecosystem and Nature Map was announced in 2007. The second draft Ecosystem and Nature Map was prepared by the third National Ecosystem Survey and opened to public in 2012. As a result, 1,263 cases of public appeals were submitted in 2012. Since the first announcement of the Ecosystem and Nature Map in April 2007, 182 cases of public appeals on the Map were submitted until December 2013. Among them, 159 cases were announced with revision. According to the first Ecosystem and Nature Map announced in 2007, graded areas covered 7.5% in the 1st grade zone, 39.2% in the 2nd grade zone and 44.7% in the 3rd grade zone of the national land area, respectively. In the second draft Ecosystem and Nature Map in 2012, areas of the 1st grade zone and the 2nd grade zone were 9.2% increased 1.7 percentage points and 45.5% increased 6.3 percentage points, and areas of the 3rd grade zone were 36.6% decreased 8.1 percentage points. Among areas of the 1st grade zone, Gangwondo occupies 54.3% in 2007 and 47.6% in 2012. Gangwondo consists of the highest percentage of the 1st grade zone and the smallest of the 3rd grade zone. Seoul has the highest percentage of the 3rd grade zone. There were the highest increase of the 1st grade zone in Gyeongsangbukdo and the highest decrease in Jeollabukdo and Seoul. Vegetation is the most important evaluation factor to determine the grade of the Ecosystem and Nature Map.

An Analysis of Cold Air Generation Area Considering Climate-Ecological Function -A Case Study of Changwon, South Korea- (기후생태적 기능을 고려한 찬공기 생성지역 분석 -창원시를 대상으로-)

  • The purpose of this study is to find out cold and fresh air producing areas using climate-ecological functions in Changwon city, Gyeongsangnam-do, South Korea. The evaluation of climate-ecological functions were composed of the six factors: patch size with cold air generation and inflow functions, farmland and grassland ratio, mean slope degree, cross section types, mean slope length and roughness of bottom in valley. The analysis results of each evaluation factor in the study area were divided into 5 grades according to the capacity of cold air generation. The first-grade area with the highest factor values for cold air generation was take up 3.51% of the total study area, second grade was 13.48%, third grade was 31.65%, fourth grade was 27.28%, and fifth grade was 24.09%. According to the spatial distribution of cold air producing areas, the valleys around Mt. Bongnim, Changwon tunnel, and Anmin tunnel had higher evaluation grade. It will require the future research to establish the climate-ecological conservation areas and to construct the wind corridor based on the long-term microclimatic monitoring.

Vascular Plants of Mt. Cheon-gwan (천관산 지역의 관속식물상)

  • The vascular plants in Mt. Cheongwan, Jangheung-gun, Jeollanam-do, were consisted of 599 taxa; 117 families, 366 genus, 519 species, 76 varieties and 4 forma. From the floristic point of view, Mt. Cheongwan is distributed to both the evergreen trees as Pteris mulfida, Dryopteris bissetiana, Torreya nucifera, Cephlotaxus koreana, Neolitsea sericea, Quercus acuta, Hedera rhombea, Fatsia japonica, Camellia japonica, Eurya japonica, Thea sinensis, Acorus gramineus, Pseudosasa japonica and Sasa borealis, and the deciduous subtropical trees such as Carpinus coreana, Aphanth aspera, Orixa japonica, and Lygodium japonicum And it is worth special mention to be discovered Selaginella rossii, Corylopsis coreana, Stewartia koreana, Asarum sieboldii, Viola orientals, and Drosera royundifolia. The Specific plants which is categorized to the Degree by the Ministry of Environment recorded as 45 taxa; 1 species each for the Degree II, IV and V, 5 species for the Degree III, and 37 species for the Degree I.

  • 사전 예방적 국토환경정책을 수립하기 위해서는 국토환경관리를 위한 구체적인 수단과 도구로서의 기본 틀이 필요하다. 다매체적이며 동태적인 환경정보의 특성을 반영한 법제적 항목 56개, 환경생태적 항목 11개를 사용하여 최소지표법에 의한 평가를 실시하였다. 평가 결과 환경적 가치가 높은 1등급 지역이 우리나라 전체 면적의 45.74%, 2등급 23.74%, 3등급 17.47%, 4등급 6.05%, 5등급 6.68%로 도출되었다. 평가 결과의 적정성을 검토하기 위하여 행정자치부의 지목통계 자료와 비교한 결과 보전지역과 개발지역의 비율이 적절하게 평가된 것으로 나타났다.

Analysis of Korea Soil Loss and Hazard Zone (한국토양유실량 및 토양유실위험 지역 분석)

  • This study accomplished to draw a soil erosion map and a grade map of soil loss hazard in Korea. RUSLE and Rainfall-runoff (R) factor, which was estimated by using the rainfall data observed in 59 meteorological stations from 1977 to 2006 (for 30 years). FARD was used to analyze the frequency, and the whole country R factor was estimated according to the frequency. In the analysis of estimating the whole country R factor, Nakdong river has the smallest vaule, but Han river has the biggest value. According to the result of analyzing soil loss, soil loss occurred in a grass land, a bare land and a field in size order, and also approximately 17.2 ton/ha soil loss happened on the whole area. The average soil loss amount by the unit area takes place in a bare land and a grass land a lot. The total amount of soil loss in 5-year-frequency rainfall yields 15,000 ton and, what is more, a lot of soil loss happens in a paddy field, a forest and a crop field. The grade map of soil loss hazard is drawn up by classifying soil loss hazard grade by 5. As a result of analyzing soil loss, the moderate area which is the soil loss hazard grade 2 takes up the largest part, 72.8% of the total soil loss hazard area, on the contrary, the severe soil loss hazard area takes up only $1,038km^2$ (1.1%) of the whole area. The severe soil loss hazard area by land cover shows $93.5km^2$ in a bare land, $168.1km^2$ in a grass land and $327.4km^2$ in a crop field respectively.

A Study on Mapping Forest Fire Risk Using Combustion Characteristic of Forest Fuels : Focusing on Samcheok in Gangwon-do (산불연료의 연소특성을 활용한 산불위험지도 작성에 관한 연구 : 강원도 삼척 시를 중심으로)

  • In order to predict about forest fire behavior we constructed a database for combustion characteristic of forest fuels in Samcheok, Gangwon-do and prepared fire risk map and fire risk rating using GIS method in this study. For the mapping autoignition temperature, ignition time, flame duration time, total heat release and total smoke release are selected as the standardized parameters and the overall risk rating was made up of the ignition risk parameters(autoignition temperature, ignition time) and the spread risk parameters(flame duration time, total heat release, total smoke release). Forest fire risk was classified into 5 grades and lower grade of fire risk rating mean to correspond to more dangerous forest fire. As a result, the overall risk rating of Samcheok was classified into three grades from 1 to 3 and Nogok-myeon and Miro-myeon were turned out the most dangerous areas for forest fire. Because of the colony of pine and oak trees and the higher fire loads, the flame propagation will be carried out quickly in these areas.

  • 본 논문에서는 대형 산불이 자주 발생한 강릉시 지역을 대상으로 원형 이동 창 알고리즘 WUI 매핑 기법에 우리나라 공간정보를 적용하여 분석하는 프로그램을 개발하여 실험 결과 WUI 지역은 14.5%, Non-WUI 지역은 85.2%로 매핑되었고, WUI 매핑 결과에 전국 산불연료지도와 중첩 분석한 결과, 32.8%의 면적이 중첩되었으며, 그 중 WUI 1등급은 8.1%, WUI 2등급은 1.4%, WUI 3등급은 2.2%이 중첩되었고, Non-WUI은 88.3%으로 중첩되었다. 중첩분석 결과는 산불로부터 인명과 재산을 보호하기 위해 산불예방 숲 관리가 필요한 최우선지역을 선정하는 기초자료로 활용이 가능할 것으로 확인하였다.
