캐나다의 통신시장 자유화 및 경쟁도입은 비교적 늦게 시작되었지만, 지금은 세계 어느 나라보다 경쟁적 환경이 각 분야에서 전개되고 있다. 이는 정부의 정책과 산업계의 활동이 경쟁 강화와 시장확대에 초점을 맞추고 있기 때문이다. 따라서, 캐나다 통신서비스 산업을 이해하기 위해서는 그 근간이 되는 규제측면에서의 이해가 전제되어야 하며, 본 고는 이런 맥락에서 규제기관의 주요 경쟁도입 결정과 그 후속조치로서의 경쟁환경 조성 제반조치 등을 중심으로 최근 10년간의 캐나다 통신서비스 산업 전반을 분석하였다.

대한설비건설협회는 지난 2월 26일 설비건설회관 대회의실에서 제50회 정기총회를 개최하고 2014회계연도 사업계획을 수립했다. 2014년도 사업추진의 기본방향은 분리발주 법제화에 대한 후속조치 및 공공기관의 설비건설 주계약자 공동도급 정착 추진을 비롯해 설비건설 해외시장 진출 확대 등 업역확대, 하도급시장 환경개선 등 설비건설업계 권익보호, 설비건설 기술인력 양성사업 및 건설업 등록신청 업무 등의 협회 신규 위탁사업 지정 추진과 공종별 발전과 협력을 위한 제위원회 운영 및 설비건설의 대 내외적 홍보활동 강화 등에 역점을 두고 있다.

Design Value Engineering (VE) has become an import part of the daily design process since it has been introduced in the construction industry. Design VE is usually conducted in the general and execution design stages respectively. In order to increase the effectiveness of the VE process, the outcome from the general design VE activities should be integrated into execution design. The outcome from the execution design should be used again for construction. In this study, a consecutive VE process model has been presented as a way to improve the current practice of design VE activities in the construction industry. In the presented model, follow-up activities are emphasized to increase values from the life-cycle perspective of a construction project. The model was tested in a case study of an actual design VE process. The result of the study demonstrates that the model can: 1) effectively incorporate owners requirements; 2) assist decision making in selecting better construction; 3) increase the interface between general and execution design stages; and 4) trace the value flow more efficiently. Overall, the study results indicates that a the consecutive VE process model can be effectively applied when construction project are contracted for the life-cycle management of construction projects.

보장조치 대상 원자력 시선에 대한 사찰 목적은 평화적 목적으로 사용되기 위한 시설 및 핵물질이 핵무기 생산 등의 비평화적 목적으로 전용되지 않았음을 확인하는 것이다. 이를 위하여 국제원자력기구에서는 보장조치 기준(IAEA Safeguards Criteria : 1991 - 1995)에 따라 적절한 검증 수단을 사용하여 핵물질의 형태 및 양, 시설의 운전기록 등에 대하여 보고된 내용과 실제 상황과의 일치성을 확인하고, 미신고된 핵활동이 없음을 확인하고 있다. 보장조치 측면에서 보면, 중수형원자로(CANDU)는 핵연료의 크기가 작고 운전중에 핵연료를 교체하는 방식(On Load Reactors)을 채택하고 있기 때문에 시설 내에서의 핵물질 이동이 매우 빈번하며, 사용후핵연료의 양 역시 경수형원자로에 비해 매우 많다. 따라서 중수형원자로에 대한 보장조치 사찰은 경수형원자로에 비해 사찰일수(최대허용사찰량 : 중수형원자로 45 인-일/년, 경수형원자로 15 인-일/년)가 훨씬 많고 보장조치 관련 장비 또한 매우 다양하다. 현재 운전 중인 월성 1호기에 이어 건설 중인 월성 2, 3, 4호기의 운전이 시작되면 중수형원자로에 대한 국제원자력기구 및 국가사찰 양이 급격히 늘어날 전망이다. 또한 월성 1호기의 경우 사용후핵연료 저장조의 용량 초과로 인한 건식저장고(Dry Canister)로의 이송이 1992년도부터 매년 실시되고 있으며, 이 기간 중에 이송 대상 핵연료의 검증 및 운반 중 전용을 방지하기 위한 추가적인 사찰이 수행됨으로써 많은 인력과 시간이 투입되고 있다. 또한 국제원자력기구에서 추진하고 있는 보장조치 강화 방안의 일환으로 현재 건설 중인 월성 2, 3, 4호기에 대해서는 월성 1호기에는 적용되지 않은 추가적인 보장조치 관련 장비의 설치가 고려되고 있다. 이에 따라 우리나라에서는 중수형원자로에 대한 국제 원자력기구의 사찰 기준 및 사찰 내용을 분석, 중수형원자로 보장조치 사찰에 대한 개선점을 도출하고, 후속기에 대해서 보다 효율적이고 효과적인 보장조치 방안을 적용토록 하여야 할 것이다.

There are more than 2 million blind and partially disabled people in Korea. They need access to books and information for all the same reasons as non-disabled persons: for lifelong learning, for social activity, for leisure, and to play a full part in society. In considering these realities, this paper has suggested the various strategies and plans to build and operate a cooperative library service network for the disabled persons. In addition, author commented on the subsequent actions for implementing the cooperative service model.

The purpose of information security activities is to reduce large-scale material and human accidents that are concerned about hacking damage to important systems, such as control systems, through periodic preventive activities in addition to finding the cause and taking follow-up measures after damage caused by hacking. For this reason, although each institution is using a security work audit model in accordance with the relevant regulations, it is not easy to conduct company-wide inspection activities due to the constraints of manpower and time. Therefore, in this paper, we will analyze the major vulnerabilities of public institutions over the past 10 years and present a security audit model that can perform efficient security activities compared to the models for domestic and foreign security audits.

The purpose of this study is to analyze the aspects of teacher librarians' book recommendation services for individual readers. For this purpose, data were collected through in-depth interviews with the teacher librarians of elementary school. Through the analysis of the collected data, the process of the teacher librarians' book recommendation, the main characteristics of the book recommendation, and the factors considering in the book recommendation, as well as information on major issues that arise in the book recommendation activity were derived and presented. Specifically, it was confirmed that the teacher librarians's book recommendation process was implemented in the following stages: questioning and interviewing, book recommendation, and follow-up. And, it was investigated that the factors considered when recommending books were students' interest, reading history, book fun, reading level, book level, teacher, class, and curriculum. In addition, it was confirmed that differences occurred in the experiences and perceptions of teacher librarians in the process of considering these factors. These results can provide the implications for resolving the problems of the teacher librarians who perform book recommendation services.

Goals, research direction, and operational structure of the Global Ocean Ecosystem Dynamics (GLOBEC), which is co-sponsored by the Scientific Committee on Oceanic Research (SCOR) and the Intergovemmental Oceanographic Commission (IOC), are described. Following the Joint Global Ocean Flux Study (JGOFS) activities on the lower trophic level in ecosystem during 1980s-90s, scientists have considered the responses of the mid and higher trophic levels to the environmental or climate change. The scientific steering committee of the GLOBEC published the implementation plan in 1999, and the IGBP will support the GLOBEC as one of its core projects for 10 years. The GLOBEC programme has four major components: the research foci, framework activities, regional programmes, and integrating activity. The core of GLOBEC research is the four research foci: retrospective analyses, process studies, predictive and modelling capabilities, and feedbacks. Currently, four regional programmes have been undergoing in the world ocean: Southern Ocean GLOBEC (SO-GLOBEC), Small Pelagic Fishes and Climate Changes (SPACC), Cod and Climate Change (CCC), and Climate Change and Carrying Capacity (CCCC). Also, national GLOBEC programmes were already established in 9 nations.

In this paper, system dynamics considering dynamics and time was examined to study the changes in system structure according to reinforcement (policy intervention) of regulation and punishment for fishing boats, and the strategizing directions were analyzed. Until now, regulations and punishments on fishing boats have been conducted temporarily and short-term as a precautionary measure to prevent accidents and imposed penalties. However, due to various anomalous side effects, the expected results were not achieved, negligent accidents occurred constantly, and follow-up measures were repeated. Resultantly, the regulation and punishment of fishing boats is a reinforced safety standard, and there is a necessity to improve facilities, equipment, and industry, and develop technology (including time delay) to prevent accidents. However, as the negative (illegal) activities continue without immediate and significant resistance, the safety blind spot for accident prevention cannot be minimized. Thus, policy intervention based on linear thinking without sufficiently considering variables of the dynamic mechanism and time can distort the basic values pursued by the policy. For the regulation and punishment of fishing boats, a strategy to supplement the mechanism should be prepared prior to the preparation of reinforced safety standards. Improvement and development of related technologies, mandatory training hours for anglers, fishing industry, and related organizations, proposal of specific action plan for Fishing Management and Promotion Act for growing fishing-related industries.

Due to the absence of rehabilitation sports service systems linked to post-discharge medical measures and rehabilitation, disabled people cannot participate in physical activities suitable for individual disability types, characteristics, and physical functions. In December 2017, the Act on the Rights of Health for the Disabled) was implemented to provide an institutional basis for disable people to address their needs for rehabilitation sports. Based on related studies conducted in Korea, this study aims to collect the results of a demand survey conducted on experts who are rehabilitation sports service providers and analyze the demand for rehabilitation sports services from a policy perspective. This study extracts the needs of experts presented in the literature and presents the extracted content as an inductive content analysis. The criteria for selecting the literature were selected based on studies related to "adaptive physical activity and exercise," "sports for all for the disabled," and "rehabilitation sports" conducted in the Republic of Korea, including the results of a demand survey on experts. The study results were categorized into seven categories (perception of sports activities, programs, leaders, facilities, accessibility, cost/support/financial resources, and others) of field experts who are rehabilitation sports service providers. In a future study, it will be necessary for people with disability, who are consumers who will provide actual services, to identify problems at the disabled sports site and come up with measures to improve them.
