Study on Welfare improvement of private security guards - Focusing on the wages and welfare system - (민간경비원의 복리(福利)증진(增進) 방안 연구 -임금 및 복리후생제도를 중심으로-)

  • The purpose of this paper is to study ways to improve the welfare of private security guards. For this reason, it was analyzed the actual situation of the private security guards' wage and welfare system. As a result of the analysis, the most important factors that affect the wages and welfare system of private security guards was such as contracting costs, the minimum wage level, professional duties. In particular, a private security guards have been recognized as the most low-level professionalism sorted by the simple laborers standard classification. Wages of guards in accordance with this recognition is only about 47% of major company on average, about 80% of the small business average. If the proposed future improvements include: First, we need to improve the professionalism of a private security. Second, It is established a mutual-aid project about private security guards. Third, It shall regulate the wage of private security guards on Private Security Industry Act. Fourth, we should adopt a selective welfare system.

The Conditions of Fringe Benefits and Retirement Planning among Paid Workers (임금 근로자의 복리후생 조건과 은퇴계획 수립의 관련성)

  • The purpose of this study was to derive association between company's fringe benefits and retirement planning. The study analyzed the 2016 Korean Longitudinal Study of Ageing(KLoSA) and a total of 1,740 participants was included. To analyze the relationship between the number of the company's employee fringe benefit and the retirement planning, multiple logistic regression was conducted. As a result, we found multiple variables affecting the retirement planning including not only the number of the fringe benefits, but also the age, marital status, residence, private health insurance status, and subjective health status. Successful retirement planning for wage workers benefits not only the individuals or government, but companies also gain benefits such as improved productivity of workers and a better corporate image, so further research is needed on the effective implementation of the system, and the role of government to support this.

A Study on Economic Value Analysis Model of Meteorological Information (기상정보의 경제적 가치 분석모형 연구)

  • The purpose of this study is to examine various existing models that analyze the economic value of meteorological information, to present a new analysis model, a market model, and to quantitatively analyze the economic value of meteorological information in the Korean service industry using the market model. The research method of this paper will basically use empirical analysis along with the theoretical approach to critically examine the existing analytical model of economic value of meteorological information and to suggest a new analytical model. The analysis results are as follows. Theoretically, the marginal cost of firms is reduced by providing the amount of weather information, and social welfare is increased by the increase of consumer and producer surplus. In this paper, the marginal cost of 1% increase in the amount of weather information decreases by 0.101% and the increase in social welfare increases by 1,247billion Won in 2017. On the other hand, in the accommodation and restaurant sectors, the marginal cost due to a 1% increase in weather information decreased by 0.218%, and the social welfare increase increased by 308billion Won in 2017.

Estimation of Welfare Change from Water Quality Degradation (수질 악화로 인한 후생변화의 추정)

  • The purposes of the paper are to estimate welfare change from water quality degradation by using contingent valuation method in Namdae stream of Gangrung and identify what factors of Namdae stream are important to Gangrun citizens. The study results show their total WTP per year and per household, \117,040 to improve Namdae stream quality from grade 3 to grade 1, including monetary WTP \87,502 plus opportunity cost of volunteering time for protection campaign, \29,538. The amount of total welfare change from water quality degradation based on the total WTP estimated above is calculated to be \27 billion of which the amount, as a sort of damage cost from water quality degraded, is so huge. All projects and policies related to natural environments, therefore, should consider both indirect and direct effects from them because natural environments have the irreversibility once degraded or deteriorated and would ultimately be influential on humans, both current and future generations, with tremendous amounts of time and costs beyond our imagination.

An Analysis of the Causes of the Welfare Gain Achieved by Congestion Pricing and Transit Subsidies (혼잡통행료와 대중교통 보조금의 효용개선 원인 분석)

  • We analyze the efficiency of congestion pricings and transit subsidies in the spatial micro-economic model based on a general equilibrium environment. In this setting, we decompose the total welfare change into component factors and identify the reason of the change in the efficiency caused by policy instruments; these component factors are divided into indirect factors and direct factors including of origin-destination and mode choices. We set up the model as adding mode choice to the standard format in the fashion of Anas and Kim (1996) and extend the methodology proposed by Yu and Rhee (2011) and Rhee (2012) for deriving theoretical and analytical solution. Most of welfare gain comes from the modal shift from car to bus. The relative efficiency of subsidies in relation to the first-best pricing is lower than it of congestion pricings although the change in bus share by subsidies is similar to it by congestion pricing. Subsidies give rise to more modal shift from a car to a bus for long-distance commuting than it caused by congestion pricings. As the increase of bus share for long-distance commuting leads to the increase of cross-commuters passing through CBD, the welfare gain by subsidies is lower than it by congestion pricings.

Incentive to Save and the Effects of Extended Mandatory Retirement Age (근로자 저축유인과 정년연장의 경제적 효과)

  • Extension of mandatory retirement age (MRA) differs from other labor supply increases in that it induces a change in the incentive to save for retirement. A simple general equilibrium model indicates that extension of MRA can lead to a decrease in life-time income and social welfare as it excessively discourages domestic savings and thus capital accumulation. However, in an open economy where capital inflow allows capital input in production to remain constant despite lower domestic capital stock, extension of MRA likely increases worker welfare. In such case, extension of MRA can contribute to expansion of hiring demands through lowering wages or mitigating upward pressures on wages.

A Study on Social Welfare Reflecting Road Maintenance Cost: the Case of Cheonan$\sim$Nonsan Lines (도로유지비용을 고려한 사회적 후생에 관한 연구 : 천안$\sim$논산 구간을 중심으로)

  • The aim of this paper is to research the changes of social welfare by internalizing external cost, especially the maintenance cost. Main target of this paper is the Cheonan$\sim$Nonsan Line, where private capital highway, national highway and local road are competing against each other. Considering the realistic difficulties in applying the First Best pricing, this paper applied the Second Best pricing, applying the maintenance cost, in lieu of the already mentioned. The demand functions of the toll roads were built through regression analysis. By reflecting the maintenance cost to the toll fee, It was able to confirm the variation of social welfare deriving from the traffic assign change but also the aspects of toll revenue at the same time. Result of applying the Second Best pricing shows merely a small change in social welfare. However, in the aspect of finance, it is analyzed that there will be about 13 billion won worth of financial effectiveness which will contribute to the reduction of the national financial support.

Port Privatization and Strategic Trade Policy (항만 민영화와 전략적 무역정책)

  • This paper examines the effect of strategic trade policy on port ownership structures (nationalization or privatization) when two firms compete with each other in reciprocal markets. Furthermore, we analyze firms profits, port charges, ports profits and social welfare when ports are privatized or nationalized under tariff regime and under free trade regime respectively. Thus, we find that (i) under tariff regime, port nationalization is a dominant strategy regardless of transport costs. (ii) the effect of high port charges brings higher port profits than the effect of high trade volume. (iii) irrespective of trade regime, when transport cost is relatively low, port nationalization increases social welfare, while two government prefer free trade agreement to tariff regime when transport cost is sufficiently high regardless of port ownership structures.

  • 본 논문에서는 경제적인 관점에서 컴퓨터 프로그램에 관련한 지적재산권이 과도하게 보호되지 말아야 하는 논리와 그에 따른 처방에 대해서 분석한다. 사용자의 투자가 엄청난 경우나 접속 사양에 대한 저작권 보호는 개발자에게 과도한 보상을 하여 줄 수 있다. 특히 사실상의 표준화가 실현되는 경우에는 경쟁적인 대체재에 대한 통제를 하게 될 수 있는 등의 이유로 반경쟁적이 되며 이에 따른 막대한 후생손실이 결과한다. 이외에도 저작권 보호로 보완재의 출현을 봉쇄하게 될 때, 지적재산권 보호에 따른 관련 산업이 반경쟁적이 됨에 따른 후생 손실이 결과한다. 이러한 후생손실은 소프트웨어에 고유로 존재하는 망외부성으로 인하여 더욱 크게 나타난다. 그러므로 어떤 소프트웨어가 사실상의 표준을 실현한 경우에 저작권이 부여는 신중을 기해야 함을 본다.

  • 시장지배력(市場支配力) 개념은 독점금지사건(獨店禁止事件)을 경제적(經濟的)으로 분석(分析)하여 위법성(違法性)을 판단하는 과정에서 핵심적인 역할을 한다. 시장지배력(市場支配力)은 어떤 시장구조(市場構造)가 경쟁제한(競爭制限)으로 인해 소비자(消費者)의 후생(厚生)을 침해할 수 있는 잠재력(潛在力)을 갖는지에 대해서 명확하게 답변해 준다. 시장지배력(市場支配力) 중심의 경쟁정책체계(競爭政策體系)는 시장지배력(市場支配力)을 보유하는 기업의 경쟁제한행위(競爭制限行爲)는 상대적으로 큰 후생감소효과(厚生減少效果)를 초래한다는 관점에서, 그들의 경쟁제한행위(競爭制限行爲)를 집중적으로 규제한다. 이 체계는 소비자후생(消費者厚生)과 효율(效率)을 높일 뿐만 아니라 중소생산자(中小生産者)를 보호(保護)하고 지배력분산(支配力分散)을 도모할 수 있다. 또한 이 체계에서는 규제범위(規制範圍)가 간명(簡明)해지기 때문에, 정책당국(政策當局)이 그것을 쉽게 관리(管理)할 수 있다. 이러한 관리가능성(管理可能性)의 향상은 행정력(行政力)의 낭비를 막음으로써 기업활동(企業活動)의 자유(自由)를 확대(擴大)하는 데에도 도움이 될 것이다.
