The Long-run market Performance of Initial Public Offerings and Earnings Management (최초공모주의 장기성과와 이익관리)

  • 본 연구는 1988년 6월부터 1994년 12월까지 우리나라 주식시장에 상장된 267개 최초공모주 를 대상으로 3년간 성과를 분석하고 그리고 이들 기업들이 채택한 이익관리방법에 따라 성과에 차이가 나는지를 분석하였다. 실증분석 결과, 누적초과수익률(CAR)로 추정한 최초공모주의 장기성과는 양(+)의 초과성과를 매입보유초과수익률(BHAR)로 추정한 경우에서는 저성과를 보였으나 통계적으로 유의하지는 않았다. 그리고 공개기업의 이익관리방법에 따라 성과에 차이가 나는지를 보기위해 표본기업 267개 기업중 기업의 결산시점이 달라 분석이 어려운 기업들을 제외한 후 219개 기업을 표본으로 하여 누적초과수익률(CAR)과 매입보유초과수익률(BHAR)로 분석한 결과, 두 모형 모두에서 기업의 이익을 공격적으로 관리한 기업(DCA2)의 성과가 이익을 보수적으로 관리한 기업(DAC1)의 성과보다 낮게 나타났으나 통계적으로 유의하지는 않았다. 이상의 결과에 대해 명확한 해석을 내리기에는 기업의 제반환경 및 여건 등이 영향을 미칠 수 있어 어려움이 따르나 고려할 수 있는 이유 중 하나로 최초공모주 기업들이 공개에 앞서 기업성과를 과대계상하거나 또는 매출액 및 이익부풀리기 등과 같은 분식회계처리방법이 한 요인이 된 것으로 해석할 수 있다.

A Study on the Legal Issues of Proposed Korean Airport Facility Act (공항시설법 제정(안)의 내용과 쟁점)

  • Since 1961, Aviation Act has regulated all aspects related to air transport business, aviation safety and airport. However, we are to face the new challenges that have to support air transport business more efficiently and air transportation services to the people effectively in condition of the globally competitive air transport industry. In this sense, the government proposed to devide "Aviation Act" into 'Air Transport Business Act', 'Aviation Safety Act', 'Airport Facility Act' in a timely manner. At first I am to take a look about the laws of traffic-related legislation and national laws of Japanese aviation system, and to evaluate implications. In addition, the background, the organization and the main information of the Act (Draft) will be introduced. And I would like to discuss the issues raised and suggest an alternative. In particular, the name of the Act (Draft), the specifying of airport manager operater, accounting method of airport development projects belong to the nation, the delegation of the authority and other issues are discussed to provide a starting point. In conclusion, the division of current "Aviation Act" is considered absolutely necessary. To stimulate fair competition, safety regulations and efficiency, the legislation process would be desirable in the direction of the total development of the aviation industry as well as ensuring aviation safety.

Tax Subsidy and Information Effect of Future Earnings (조세혜택과 미래이익의 정보효과)

  • This study investigates whether tax subsidy is associated with the information effect of future earnings (Future Earnings Response Coefficient, hereafter 'FERC'). Prior studies related with tax subsidy suggest that high- tax subsidy is associated with high-Conservatism. And high-tax subsidy is associated with low-information asymmetry. The hypothesis is tested by using sample firms listed on the Korean Stock Exchange from the year of 2002 to the year of 2009 inclusively. We followed methodology of Tucker and Zarowin (2006). We find that the regression coefficient for tax $subsidy{\times}X_{t3}$ shows a significant positive sign. Also, we performed additional test after controlling for variables related with FERC. The regression coefficient for tax $subsidy{\times}X_{t3}$ is consistent with main results. This result means that the changes in the current stock price of higher-tax subsidy contain more information about their future earnings than the changes in the stock price of lower-abnormal audit hours. The evidence suggests that investors positively understand high-tax subsidy.

Financial Leverage of Korean Business Conglomerates "Chaebols" in the Post-Asian Financial Crisis (아시아 금융위기 이후의 한국 재벌기업들의 부채비율 고찰)

  • This study is to perform several major analyses to find any differences in the leverage between the pre- and post-period of the currency crisis. Moreover, another aspect is to investigate a financial aspect which has received relatively little attention to the firms and/or industries in the emerging capital markets in comparison to those in the advanced markets. The purpose of this empirical study is to confirm whether or not, it is myth or reality that Korean business conglomerate, chaebol, firms with subsidized financing from government-owned domestic financial institutions in the pre-financial turmoil, may still maintain their higher leverage, even after the crisis. It was found that firms belonging to the chaebol in Korea maintained higher average book-value and market-value based debt ratios, relative to their counterparts not belonging to the chaebol across all of the tested models. There were positive relationships of IND3(=the chemical industry) and Ind5(=the construction industry) to the book-value leverage. This study identified that there were no differences in the explanatory variables included, between the tested models (that is, without and with including the present value of an operating lease) related to each debt ratio. Since the Korean government continue to improve the corporate governance of the domestic firms in terms of accounting transparency and corporate ownership, it would be more efficient, if utilizing this "new" ratio considering an operating lease as an effective measurement of the level of leverage. In terms of the capital structure, it may also be possible for foreign firms to utilize and benefit from the results obtained in this study when operating their new businesses in Korea, given the economic circumstances such as the ongoing progress of the Korea-America FTA or the Korea-China FTA.

  • USA is strengthening the information sanity by managing federal agency's information and information system systematically. For this purpose, US government put the Federal Information Security Management Act into the E-Government Act of 2002. According to the FISMA, it is required to have information security management plan for ail federal agencies. In addition that, Inspector Generals of these agencies should assess the status of their agency and report the result to the office of Management and Budget. Collecting all the reports from each agency, OMB should report to GAO on general status of information security of federal agency. It is helpful to provoke the information security as a necessary activity to realize the E-government. Comparing these efforts with our system will give us good implications to get more idea to secure our information system.

  • The adoption of International Financial Reporting Standards (IFRS) is the one of important issues in the recent accounting research because the change from local GAAP (Generally Accepted Accounting Principles) to IFRS has a substantial effect on accounting information. Over 100 countries including Australia, China, Canada and the European Union member countries adopt IFRS (International Financial Reporting Standards) for financial reporting purposes, and several more including the United States and Japan are considering the adoption of IFRS (International Financial Reporting Standards). In Korea, 61 firms voluntarily adopted Korean International Financial Reporting Standard (K-IFRS) in 2009 and 2010 and all listed firms mandatorily adopted K-IFRS (Korea-International Financial Reporting Standards) in 2011. The adoption of IFRS is expected to increase financial statement comparability, improve corporate transparency, increase the quality of financial reporting, and hence, provide benefits to investors This study investigates whether recognized accounts receivable discounting (AR discounting) under Korean International Financial Reporting Standard (K-IFRS) is more value relevant than disclosed AR discounting under Korean Generally Accepted Accounting Principles (K-GAAP). Because more rigorous standards are applied to the derecognition of AR discounting under K-IFRS(Korea-International Financial Reporting Standards), most AR discounting is recognized as a short term debt instead of being disclosed as a contingent liability unless all risks and rewards are transferred. In this research, I try to figure out industrial responses to the changes in accounting rules for the treatment of accounts receivable toward more strict standards in the recognition of sales which occurs with the adoption of Korea International Financial Reporting Standard. This study examines whether accounting information is more value-relevant, especially information on accounts receivable discounting (hereinafter, AR discounting) is value-relevant under K-IFRS (Korea-International Financial Reporting Standards). First, note that AR discounting involves the transfer of financial assets. Under Korean Generally Accepted Accounting Principles (K-GAAP), when firms discount AR to banks before the AR maturity, firms conventionally remove AR from the balance-sheet and report losses from AR discounting and disclose and explain the transactions in the footnotes. Under K-IFRS (Korea-International Financial Reporting Standards), however, most firms keep AR and add a short-term debt as same as discounted AR. This process increases the firms' leverage ratio and raises the concern to the firms about investors' reactions to worsening capital structures. Investors may experience the change in perceived risk of the firm. In the study sample, the average of AR discounting is 75.3 billion won (maximum 3.6 trillion won and minimum 18 million won), which is, on average 7.0% of assets (maximum 38.6% and minimum 0.002%), 26.2% of firms' accounts receivable (maximum 92.5% and minimum 0.003%) and 13.5% of total liabilities (maximum 69.5% and minimum 0.004%). After the adoption of K-IFRS (Korea-International Financial Reporting Standards), total liabilities increase by 13%p on average (maximum 103%p and minimum 0.004%p) attributable to AR discounting. The leverage ratio (total liabilities/total assets) increases by an average 2.4%p (maximum 16%p and minimum 0.001%p) and debt-to-equity ratio increases by average 14.6%p (maximum 134%p and minimum 0.006%) attributable to the recognition of AR discounting as a short-term debt. The structure of debts and equities of the companies engaging in factoring transactions are likely to be affected in the changes of accounting rule. I suggest that the changes in accounting provisions subsequent to Korea International Financial Reporting Standard adoption caused significant influence on the structure of firm's asset and liabilities. Due to this changes, the treatment of account receivable discounting have become critical. This paper proposes an intelligent diagnostic system for estimating negative impact on stock value with self-organizing maps and case based reasoning. To validate the usefulness of this proposed model, real data was analyzed. In order to get the significance of this proposed model, several models were compared to the research model. I found out that this proposed model provides satisfactory results with compared models.

Reuse Technology Development and Economic Evaluation of Dyeing Wastewater Treatment Sludge (폐수처리슬러지의 재활용기술개발 및 경제성 평가 -B염색조합을 중심으로-)

  • This study was carried out for treatment and reuse of inorganic sludge from Fenton process at B dyeing wastewater treatment plant. The parameters for pilot-scale treatment system were derived from the results of this study. It was found that $COD_{cl}$ of the treated effluent became lower than 100 mg/l approximately on the optimal reaction condition. 2nd sludge which was generated after redissolving sludge was analyzed, and it showed that reduction ratio of ash in 2nd sludge and total dry sludge weight in comparison with current sludge were 85% and 65%. Also Fe salt in sludge was redissolved about 90~95% of initial Fe by weight. It was estimated almost ₩350,000,000 for sludge reuse process. It was estimated saving of about ₩1,300,000 per day (₩420,000,000 per year) in operating cost based on 30,000 $m^3$/d treatment, which these were about ₩430,000 per day in chemical, ₩1,100,000 per day in sludge transportation and ₩200,000 per day in equipment maintenance. Payback period with interest charge for investment cost was estimated about 10.5 months. Also, net present value (NPV) was ₩792,000,000 and internal rat of return (IRR) was about 110%.

Unbilled Revenue and Analysts' Earnings Forecasts (진행기준 수익인식 방법과 재무분석가 이익예측 - 미청구공사 계정을 중심으로 -)

  • This study investigates the effect of revenue recognition by percentage of completion method on financial analysts' earnings forecasting information in order industry. Specifically, we examines how the analysts' earnings forecast errors and biases differ according to whether or not to report the unbilled revenue account balance and the level of unbilled revenue account balance. The sample consists of 453 firm-years listed in Korea Stock Exchange during the period from 2010 to 2014 since the information on unbilled revenue accounts can be obtained after the adoption of K-IFRS. The results are as follows. First, we find that the firms with unbilled revenue account balances have lower analysts' earnings forecast accuracy than the firms who do not report unbilled revue account balances. In addition, we find that the accuracy of analysts' earnings forecasts decreases as the amount of unbilled revenue increases. Unbilled revenue account balances occur when the revenue recognition of the contractor is faster than the client. There is a possibility that managerial discretionary judgment and estimation may intervene when the contractor calculates the progress rate. The difference between the actual progress of the construction and the progress recognized by the company lowers the predictive value of financial statements. Our results suggest that the analysts' earnings forecasts may be more difficult for the firms that report unbilled revenue balances as applying the revenue recognition method based on the progress criteria. Second, we find that the firms reporting unbilled revenue account balances tend to have higher the optimistic biases in analysts' earnings forecast than the firms who do not report unbilled revenue account balances. And we find that the analysts' earnings forecast biases are increases as the amount of unbilled revenue increases. This study suggests an effort to reduce the arbitrary adjustment and estimation in the measurement of the progress as well as the introduction of the progress measurement method which can reflect the actual progress. Investors are encouraged to invest and analyze the characteristics of the order-based industry accounting standards. In addition, the results of this study empower the accounting transparency enhancement plan for order industry proposed by the policy authorities.

  • Japanese railroad companies continued growing by developing diversification based on a railroad enterprise. However, after entering in the 1990s, the diversification model of a railroad company reached the management limit. Under economic depression, A decrease in the birthrate and aging progressed and passenger transport changed to the downward tendency. Nevertheless, since railroad investment was expanded, railroad achievements got worse and price competitiveness with JR East Japan became weak. But the achievements of a diversification section got worse compared with the railroad enterprise. Therefore, group management was thought as important and enterprise reorganization was developed.
