A Cost Benefit Analysis for the Voluntary IMO Member State Audit (IMO 회원국 감사제도(MAS) 시행에 따른 비용편익분석)

  • To promote the consistent and effective implementation of IMO instruments such as SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG IMO has adopted voluntary IMO member state audit. This audit scheme is voluntary audit which will be curried out on a voluntary basis, at the request of the member state to be audited Nevertheless, the Korea government is preparing the implementation of the audit scheme to strengthen the competitiveness in shipping and shipbuilding industries. In this paper, we investigated the actual conditions of implementation qf mandatory IMO instruments and curried out a feasibility study by assessing the cost to be audited and positive effects expected by introducing the audit scheme. As a result of cost benefit analysis we obtained high benefit-cost ratio.

Environmental Improvement Effect and Social Benefit of Environmental Impact Assessment: Focusing on Thermal Power Plant (환경영향평가를 통한 화력발전소의 환경개선 효과와 사회적 편익)

  • This study was carried out to measure atmospheric environmental improvement effect and estimate its social benefit of thermal power plants through Environmental Impact Assessment (EIA) for quantitative analysis about operational performances of EIA. In this study, 'EIA outcome' is defined as whether or not the system is implemented, therefore, environmental standard to be followed by each project and consultation contents were compared. In total 60 cases of thermal power plant construction projects that have been consulted over the past 10 years since 2010, major air pollutants have been significantly reduced after the implementation of EIA. The $PM_{10}$ reduced annual 3,745 tons, $NO_2$ by 74,569 tons, and $SO_2$ by 37,647 tons, which were estimated at approximately 240 billion won~5 trillion 967 billion won per year for social benefit. This means the total cost of power plant operations will be cut to 7 trillion 192 billion won~178 trillion 994 billion won over a 30-year period. The reduced amount of air pollutants emitted by energy generation facilities across the country is worth 50%, and its economic value is larger than the annual Current Health Expenditure in Korea. This is meant by the fact that all projects are subject to uniform criteria under the existing relevant regulation, but that each project plans are optimized according to the characteristics of target areas and projects through the process of EIA.

Economic Feasibility Analysis of Marine Debris Pollution Abatement Technology Program (해양쓰레기 오염대응 기술개발사업의 경제적 타당성 분석)

  • The Korean government is considering the implementation of the marine debris pollution abatement technology program (MDPATP) to mitigate the negative impacts of marine debris and systematically manage marine debris through scientific researches such as monitoring and environmental impact assessment of marine debris. In this regard, this study attempts to analyze the economic feasibility of the MDPATP in order to provide policy-maker with useful information. To this end, the indices for economic feasibility such as net present value (NPV), benefit/cost (B/C) ratio, and internal rate of return (IRR) are presented. The results show that NPV, B/C ratio, and IRR are computed to be 45.7 billion won, 2.72, and 17.12%, respectively, which are bigger than 0, 1.0, and 5.5%, and that the MDPATP passes the cost-benefit analysis. Thus, it is concluded that it is socially profitable to conduct the MDPATP.

  • Underground construction for traffic networks, complexes, and storage facilities has risen as an effective land use plan for dealing with emerging problems such as overcrowded urban cities and traffic jams. This paper performed an economic feasibility analysis of the development of the integrated field management system which provides field workers and managers with 3D-based location tracking and clear communication during underground construction works. To conduct the analysis, processes and problems of field management for underground construction were analyzed and deduction in accidents and field management costs and productivity improvement were estimated as expected benefits. Based on computed benefits and costs, an economic analysis was conducted using Benefit/Cost ratio(B/C), Net Present Value(NPV), and Internal Rate of Return(IRR) and then sensitivity analysis was performed to cope with the uncertainty of assumed variables.

  • 홍수피해를 최소화하기 위한 수공구조물의 적정 규모 결정을 위해 사용되는 홍수빈도분석에는 통계적 분석절차에 따른 불확실성이 포함된다. 따라서 불확실성이 포함된 범주 내에서 가장 적절한 설계홍수량(design flood)를 결정하는 과정은 수공구조물의 최종단계에서 중요하게 다루어져야 하는 부분이나 이를 제시한 연구는 많지 않다. 비용-편익 분석기법을 홍수빈도분석 절차에 도입하여 구성되는 총 기대비용함수(total expected cost function)는 설계홍수량 중 최적 설계홍수량(optimal design flood)를 결정하기 위한 새로운 접근방식이다. 이 절차는 UNCODE(UNcertainty COmpliant DEsign)로 명명되어 사용된 바 있으나, 국내에서는 아직 적용 결과가 소개되지 않고 있다. 따라서 본 연구에서는 UNCODE의 수학적 구성 절차를 소개함과 함께 북한강수계에 위치한 수력발전댐(화천댐, 춘천댐, 의암댐, 청평댐)의 년최대유입량을 사용하여 최적 설계홍수량을 산정하고 이 결과를 기존 홍수빈도분석 결과와 비교하였다. 불확실성이 고려된 총 기대비용함수로부터 확률분포함수들(Gumbel 및 GEV)의 모수를 추출하는 과정에서 Metropolis-Hastings 알고리즘을 사용하여 불확실성의 범위를 추정하였으며, 비용-편익 분석기법에 사용되는 비용 및 피해함수는 수학적 구성의 편의성을 위하여 1차 선형함수로 가정되었다. 4개의 발전용댐, 2개의 확률분포 및 2개의 재현기간에 대하여 최적 설계홍수량의 중앙값이 기존 홍수빈도분석 절차에 의해 산정된 설계홍수량보다 일정 정도 큰 값으로 산정됨을 알 수 있었다. 향후에는 본 연구에서 적용된 절차를 간단한 수식형태로 함수화하여 발전용댐 운영의 실무업무나 하천기본계획의 수립 등에 있어 비용-편익분석 기법의 적용성을 높이기 위한 연구가 진행될 필요가 있을 것으로 판단된다.

선진국의 통합환경관리제도 및 정책소개

  • 무엇보다도 중요한 것은 국내여건이 선진국과는 상이하기 때문에 외국의 통합환경관리제도를 기초로 하여 한국형 통합환경관리제도를 어떻게 국내 여건에 맞는 맞춤형 제도로 재구현해 낼 것인가를 고민해야 할 것이다. 단순히 새로운 제도 창출에 그치지 않고, 환경질을 개선하며 사업장에 실질적인 편익을 발생시킬 수 있는 윈윈(Win-Win)정책으로 승화시켜야 할 것이다.

Measuring Economic Values of Natural Resources using Extent of Market based on Potential User Groups: Cases of 4 Provincial Parks in Chon Buk (잠재적 사용자 중심 시장영역 설정과 자연환경자원의 경제적 가치 측정: 전라북도 4개 도립공원을 사례로)

  • Annual total values and thereby assets values of natural resources are determined by sample household WTP estimates and the extent of market. In the current domestic practice of CVM, total numbers of national households were used as the target population to measure total economic values including non-use values. This study proposed an alternative method of calculating potential user groups based on distributions of residential area of visitors in the sample using 4 provincial parks in the Chon Buk area as cases. The sample mean of WTP of Moak Mt. visitors, who are mostly from the nearby Chon Buk provincial area, was estimated to be about 8,215 won. On the other hand, the mean of WTP of Sun Woon Mt., whose visitors are evenly distributed from all over the country, was about 4,693 won. When applied national households as the target population, annual total benefits and thereby asset values of Moak Mt. was high enough to be 86 billion and 1.6 trillion won respectively. However, those of Sun Woon Mt. was low to be 52 billion and 1 trillion. On the contrary, when applied potential user groups of each park as the extent of market, annual total benefits and asset values of Sun Woon Mt. was reversed to be high--23 billion won and 400 billion won respectively. However, those of Moak Mt. was lowered to be 10 billion won and 200 billion won. Furthermore, asset values of the same park were differed by 2 to 8 times according to the way of setting the extent of market.

Application and Estimation of Environment Pollutant Emission Considering Vehicle Driving Cycle - Focusing on Feasibility Study - (차량주행주기를 감안한 환경오염물질 산정 및 적용 - 타당성 평가 적용을 중심으로 -)

  • According to EMEP/EEA Emission Inventory Guidebook, the emissions produced by vehicle in cold start phase should be calculated differently compared to hot start phase. In this study, considering this driving cycle, more appropriate procedures for estimating Environmental Benefits was suggested. Using Tier 3 standard, all links within the impact area were included in estimating emissions. Traffic volume and travel distance were analyzed using EMME/3 software. For application of the procedures in this study, the case study was carried out with real transportation project. As a result, the Environment-Benefits increased by 30%. If the methodology suggested in this study is applied to feasibility study it will help to activate the investment of the environment-friendly modes like railway in the future.

A Cost-Benefit Analysis on the Introduction of EU REACH to Korea (EU 신화학물질정책(REACH) 도입에 대한 비용편익 분석)

  • This study conducted a regulatory impact analysis regarding the introduction of the Korean version of REACH(Registration, Evaluation and Authorization of Chemicals). The direct cost of the Korean REACH is estimated at a total of 101 billion Korean won over the 11 year period. The cost includes pre-registration, testing, registration, Chemical Safety Assessment(CSA) and Chemical Safety Report(CSR), evaluation, and the authorization costs of 15,223 chemical substances produced and imported more than 1 ton per year in Korea in 2006. With regard to the benefit, the only public health benefit is included in the estimation. Based on the available foreign and domestic data, this study estimated that the economic values of public health benefits are in the range of 33.2~138.6 billion Korean won if only the savings of the National Health Expenditures are considered and it reaches 203.9~1,640.3 billion Korean won if the willingness to pay(WTP) for disease prevention is included. This study proved that the Korean REACH passed the cost/benefit criteria. The benefit-cost ratio of the Korean REACH, however, is estimated to be lower than its EU counterpart. Thus it is suggested that a rigorous study to reduce the costs to industry be required before the Korean government introduces the Korean REACH.
