국제해사기구(International Maritime Organization, IMO)에서 해양안전과 환경보호를 위해 국제규범들을 도입 및 시행 중에 있다. 그러나, 크고 작은 해양사고는 지속적으로 발생하고 있으며, 인명사상, 환경오염을 유발하는 심각한 선박사고는 꾸준히 발생하고 있다. 이에, 인적요인 역할 강화를 위해 IMO에서는 선원교육훈련 지침의 개발을 결정하였다. 본 연구에서는 동 지침의 개발을 위한 주요 고려사항들과 해양사고사례에 얻은 교훈의 효과적인 활용을 위해 IMO의 다양한 인적요인관련 국제지침들과 교육 요령 등을 분석하여, 적절한 교육기법 및 프레임워크를 제시하였다.

This study is a descriptive research to investigate the, safety environment, and performance of nurses working in public medical institutions on standard precautions for infection, and to identify factors affecting the performance of standard precautions for infection. As for the research method, data were collected through a questionnaire on 192 nurses from two public medical institutions in S city and N city, and the results were analyzed using the SPSS WIN 22.0 statistical program. From the research results, there was a significant difference in the knowledge of standard precautions according to work experience, and there was a significant difference in the safety environment of standard precautions according to the position. The average level of knowledge of standard precautions was 21.98/25 points, the average safety environment was 5.68/7 points, and the average performance was 40.28/60 points. There was a significant positive correlation between the safety environment of standard precautions and the performance of standard precautions (r=.21, p<0.01). The affecting factor on the performance of standard precautions was found to be the safety environment of standard precautions(𝛽=.22, p=.003). Therefore, to improve the performance of standard precautions for nurses' infection control in public medical institutions, Different and persistent infection management educational programs that consider the Historical situation and monitoring are required other than providing financial support and supportive safety environment.

It is necessary to establish a marine environment management system in Korea for hazardous noxious substances (HNS) effluent from marine industrial facilities because the Marine Environment Management Act primarily focuses on pollution control from vessels and offshore man-made structures. In this study, we investigated the effluent guidelines of foreign cases focusing on the US Environmental Protection Agency (US EPA), which provides detailed information on the action levels and establishing principles for the industrial wastewater discharge of HNS. Based on the review, we also considered appropriate options for establishing new guidelines for Korea.

앞으로 원자력연구소가 주변 환경에 미치는 영향에 대한 조사가 더욱 강화되고 그 결과도 공개된다. 통상산업부는 원전 주변 지역에 사는 주민과 환경 보호를 위해 $\ulcorner$환경조사 지침$\lrcorner$을 마련, 6월 25일부터 시행에 들어갔다. 이 지침에 따르면 한국전력공사는 원전으로부터 8km 이내의 바다와 반경 10km 이내의 육지를 대상으로 플랑크톤$\cdot$해조류$\cdot$수온$\cdot$중금속$\cdot$어획량$\cdot$동식물 변화 및 분포 등을 정기적으로 조사, 그 결과를 정부에 보고해야 한다. 또 앞으로는 이런 자료를 공개해야 하며, 지방 자치 단체도 원하면 한국전력공사가 실시하는 조사에 참여할 수 있다.

This study reviewed the development process of the consultation guideline for the environmental assessment of offshore wind power. Based on this, implications and improvement plans for a future revision of the guidelines. Domestic and foreign case studies reviewed the consulting cases on domestic offshore wind power development projects, environmental location consulting cases, and guidelines related to overseas offshore wind power and analyzed location characteristics and significant environmental issues by project. Major environmental issues related to offshore wind power include birds, noise and vibration, marine animals and plants, marine physics, marine water quality and sediments, marine landscapes, and other auxiliary facilities installed on land. Implications and improvements for revising the consultation guidelines for evaluating offshore wind environments require data and clear guidelines at the central government level to determine areas where offshore wind projects can be located. In a situation where the importance of cumulative impact assessment is emphasized, guidelines for cumulative impact assessment methodologies for each item that reflect the domestic situation should be prepared for a cumulative impact assessment on offshore wind power environmental issues. In addition, when revising the consultation guidelines, empirical research cases should be reflected through the accumulation of environmental surveys and monitoring data of offshore wind farms by sea area.

강이나 하천에 이수 및 치수의 목적으로 소규모 댐이나 보 등의 수리구조물을 설치한다. 수리구조물의 상하류부에는 하천 하상의 극심한 침식인 국부세굴현상을 방지하여 수리구조물의 안정성을 확보하기 위해 하상보호구조물을 설치하는데, 특히 하류부에 설치하는 하상보호구조물에는 크게, 다양한 형식과 크기의 물받이공, 에너지 감세공, 그리고 끝턱구조물 등이 이에 속한다. 지금까지 국내 외 수리구조물 설계지침에서는 하상보호공의 적절한 길이규모를 산정하기 위한 다양한 공식이 개발 및 적용되었지만, 최근 들어 다양한 목적을 위해 복잡해진 수리구조물의 형식과 다양한 운영방식에 따른 수리학적 분석내용이 적절하게 반영되지 않은 경험공식이 대부분 적용되었다. 따라서 예상보다 매우 큰 하상유실이 발생 하여, 하상보호구조물의 설치역할을 제대로 수행하지 못하고 오히려 수리구조물의 안정성에 위협을 주는 주요한 요인이 되었다. 그리고 최근 국내에는 4 대강 유역에 16개 중 대규모의 다목적 보가 설치되었으나 앞서 언급한 바와 같이 미흡한 설계지침을 기반으로 설치된 보 및 하상보호구조물의 기능이 저하되어 극심한 세굴현상이 발생하였다. 또한 이를 보강하기 위한 추가적인 공사 등으로 경제적인 손실을 야기하였다. 반면 외국의 최근 설계지침에는 하상보호구조물 하류부에서 발생하는 평형최대세굴심의 규모를 고려하거나 흐름 및 난류분포를 고려한 수리학적 분석이 반영되어 있지만 국내 설계지침에는 전무한 실정이다. 따라서 본 연구에서는 기존 국내 설계지침의 한계를 조사하고 현재 외국에서 적절하게 제안되어 적용 중인 하상보호구조물 설계지침을 검토하였다. 특히 수리학적 거동특성과 유사분포 특성이 고려된 최대세굴심 산정공식과 설계지침을 검토하였고, 평형상태에 도달한 세굴공 내에서의 수리학적 특성을 고려하여 하상보호구조물의 길이를 적절히 산정할 수 있는 기존 연구결과를 토대로, 하상보호구조물 길이 산정공식을 제안하였다. 본 연구에서 검토된 외국 설계지침과 함께 수리학적 거동특성이 고려된 하상보호구조물의 길이 산정공식은, 향후 수리구조물의 안정성 확보를 위한 하상보호구조물의 설계에 반영될 필요가 있으며, 이를 통해 수리구조물의 효율적이고 경제적인 유지관리를 위해 적절히 활용될 수 있다.

Responsible Care는 모든 종업원, 경영자 및 관리자의 환경, 안전, 보건에 대한 사고(mind)를 바꾸는 것이다. Responsible Care는 실행지침(management Practices)을 완전히 실행하는 것이 궁극적인 목표가 아니고 각 개인이나 회사가 자발적으로 지속적으로 환경, 안전, 보건의 Performance을 향상시키고 이에 스스로 약속하는 것이다. Responsible Care는 일회성의 프로그램이나 운동이 아니라, 화학 산업계가 계속해서 사회와 더불어 사업을 지속하기 위해, 화학 산업계가 스스로 만든 환경, 안전, 보건의 Performance을 향상시키기 위한 하나의 도구이며, 약속이다. Responsible Care는 화학산업계가 스스로 만든 도구이고 사회에 대한 약속이므로 환경, 안전, 보건에 대해 신의와 정직을 바탕으로 사회와 더불어 공존하는 마음가짐에 그 기본 정신이다. Responsible Care는 우리자신의 Performance를 향상시키는 것 뿐 아니라 우리의 고객 또는 다른 화학 회사들의 Performance를 향상시켜 궁극적으로 사회나 정부로부터 화학 산업에 대한 선호도를 향상시키는 것이다. Dow Korea는 CMA(American Chemical Manufactures Association)Code를 기본으로 환태평양 문화에 맞게 실행지침(Management Practices, Key Activities)을 수정한 Dow Pacific Area Responsible Care Code를 1993년부터 시작하였다. 시작 초기에 1997년 말에 모든 실행지침이 실행(Practices In Place)되도록 목표를 설정하여 생산 공장 관련 Code(CAER, Distribution, Employee Health and Safety, Pollution Prevention, Process Safety)의 대부분이 목표에 달성되어 생산 공장의 안전 사고 방지, 종업원 건강 증진, 페기물 발생 억제 분야에 상당한 성공을 거두었으며, 지금도 지속적으로 유지 관리 및 미비한 부분(CAER, 등)의 향상에 노력하고 있다. Dow Korea의 수입 판매 부분에 주로 관련된 Product Stewardship 및 Distribution Code는 여러 사업부 및 여러 지역(미국, 유럽, 아시아 등)에 위치한 담당자가 관련된 까닭에 가장 복잡한 부분이어서 많은 인력과 시간을 소비하면서 노력하고 있으나 아직까지 소정의 목표에 도달하지 못했으며, 2000년 말에 모든 실행지침이 실행되도록 목표, 실행 계획 및 조직을 수정하여 노력하고 있다.

Although waste management in construction industry has a significant impact on both economical and environmental issues, the current level of waste management performance in Korean construction is reported as relatively low. In this context, this study aimed to suggest the considerations for the improved construction waste management guideline, which leads to the effective waste management on a construction site. In order to reach this goal, the existing domestic construction waste management guidelines were analyzed based on the criteria of the environmental management procedure of ISO 14001. These considerations were described in three aspects such as "planning", "implementation and operation", and "checking and corrective actions".
