Motivation and activities for technological learning, entrepreneurship, innovation, and creativity are driving forces of economic development in Asian countries. In the early stages of technological development, technological learning and entrepreneurship are efficient ways in which to catch up with advanced countries because firms can accumulate skills and knowledge quickly at relatively low risk. In the later stages of technological development, however, innovation and creativity become more important. This study aims to identify a) the factors (learning capabilities) that influence technological learning performance and b) barriers to enhancing innovation capabilities for the creative economy and organizations. The major part of this study is related to learning capabilities in the post-catch-up era. Based on a literature review and observations from Korean experiences, this study proposes a technological learning model composed of various influencing factors on technological learning. Three hypotheses are derived, and data are collected from Korean machine tool manufacturers. Intense interviews with CEOs and R&D directors are conducted using structured questionnaires. Statistical analysis, such as correlation and ANOVA are then carried out. Furthermore, this study addresses how to enhance innovation capabilities to move forward. Innovation enablers and barriers are identified by case studies and policy analysis. The results of the empirical study identify several levels of firms' learning capabilities and activities such as a) stock of technology, b) potential of technical labor, c) explicit technological efforts, d) readiness to learn, e) top management support, f) a formal technological learning system, g) high learning motivation, h) appropriate technology choice, and i) specific goal setting. These learning capabilities determine firms' learning performance, especially in the early stages of development. Furthermore, it is found that the critical factors for successful technological learning vary along the stages of technology development. Throughout the statistical and policy analyses, this study confirms that technological learning can be understood as an intrinsic principle of the technology development process. Firms perform proactive and creative learning in the late stages, while reactive and imitative learning prevails in the early stages. In addition, this study identifies the driving forces or facilitating factors enhancing innovation performance in the post catch-up era. The results of the preliminary case studies and policy analysis show some facilitating factors such as a) the strategic intent of the CEO and corporate culture, b) leadership and change agents, c) design principles and routines, d) ecosystem and collaboration with partners, and e) intensive R&D investment.

The shuttle breeding of Korean winter wheat has been able to develop high-yielding and day-length-intensive varieties with a wide range of ecologic adoption. However, the phenology of winter wheat has been changed due to recent rises in the winter temperature of Toluca and increasing frequency of high temperatures. We defined two wheat groups (group II and III) with vernalization and evaluated the impact of cold exposure duration and heading ratio due to changes in sowing dates by measuring changes in cold exposure duration and corresponding heading states of each group. The wheat cultivars were sown on three dates in two years. The cold exposure requirement of wheat sown on 6 November 2013 was unfulfilled. The cold exposure requirement of wheat sown on 22 November and 6 December 2013 was fulfilled. However, in 2014, the cold exposure requirement of wheat sown on 5 and 20 November was fulfilled, but that of wheat sown on 5 December was unfulfilled. The differences for the two early November sowings were because winter temperature rises, which caused high temperatures in 2013, whereas early November 2014 saw normal temperatures for the area. The heading ratio of group II did not show a clear difference among the three sowing dates, while the heading ratio of group III was reduced by about half. This implies that the efficiency of shuttle breeding of group III will be high since it showed strong sensitivity to changes in sowing dates. We calculated future sowing dates of each group under near future climate scenarios; the future available sowing dates of group II were projected, but the dates of group III were never estimated in the temperature rise scenario in Toluca. Our findings suggest that change of sowing dates should be considered in the strategy for shuttle breeding of Korean winter wheat.
The maize production in South-eastern Asian countries showed a continuous increase with increasing poultry-livestock from the beginning of the 1990s to early 2010. Also the need for a new variety development of each contries was increased rapidly in the same period. Single-Cross hybrid varieties have been developed and supplied from 2001 instead of multi-cross maize varieties since 1992 in Indonesia. In Cambodia, CP group is mainly manufacturing feeds with most of the forage maize from farmers who are growing its seeds from the company. Cambodian main cultivars are varieties of multinational corporations such as DK8868 from Monsanto, NK6326, NK7328 from Syngenta and CP333 from CP group including local business company. Vietnam is the main maze importing country in South-Eastern Asia which had imported 13 times scale of amount compared to exports in average from 1990 to 2011. Vietnamese government has developed a range of varieties for improving their efficiency in production, such as the LVN-10 with political investments. Their production has been reached to 80% of the total. According to the 2012 MIFAFF (Ministry for Food, Agriculture, Forestry and Fisheries) data in Korea, domestic edible maize cultivation area was approximately 15,000ha. It showed 74,399 tons of production, 3.8% of food self-sufficiency in maize and around 0.9% of grain self-sufficiency rate. The consumption of grain is mostly rely on imports in Korea. To overcome the limit of the domestic seed market and increase maize self-sufficiency, the need to develop maze varieties for world-class is increasing at present through analyzing the market trend and prospect of the seed industry in South-eastern Asia.
Business value of information technology has been the biggest interest of all such as practitioners and scholars for decades. Information technology is considered as the driving force or success factor of firm agility. The general assumption is that organizations making considerable efforts in IT investment are more agile than the organizations that are not. However, IT that should help the strategies of the firm that can hinder business or impede agility of the firm occasionally. In other words, it is still unknown if IT helps the agility of the firm or bothers it. Therefore, we note that contrary aspects of IT such as promotion and hindrance of firm agility have been observed frequently and theorize the relationships between them. In other words, we propose a rationale that firms should need to develop superior firm-wide IT capability to manage IT resources successfully in order to realize agility. Thus, this paper theorizes two IT capabilities, including technical IT capability and managerial IT capability as key factors impacting firm agility and firm performance. Further, we operationalize firm agility into two sub-types, including operational adjustment agility and market capitalizing agility. The data from 171 firms was analyzed using PLS approach. The results showed that technical IT capability has positive impact on firm agility and managerial IT capability had positive moderating effects between technical IT capability and firm agility. In addition, it was identified that top management championship positively moderates between agility and firm performance. Finally, it was indicated that firm agility was a very important causal variable of firm performance. Our study provides more exquisite and practical empirical evidences in the relationship between IT capability and firm agility by proposing applicable solution although IT has some contradicting effects on firm agility. Our findings suggest many useful implications to agility related researches in relatively primitive stage and working level officers in organizations.

This paper is targeted on proposing ameliorating alternative to performance assessment method of GSEM through evaluating the current one, which is initiated by SMBA to induce fair competition among 5 GSEM across the country and accommodate the quality improvement of entrepreneurship education since 2005 after beginning the SMBA support, from the perspective of BSC(Balanced Scorecard) tool. Ultimately, it complements the policy defects of SMBA over GSEM, in particular, in the process of performance assessment and management. This paper carries out two studies as follow. First, throughout reviewing the previous studies relating to BSC applications to non-profit organization, it set out the direction of introducing BSC in assessing performance of GSEM in order to enhance its effectiveness. Second, it evaluate the rationality of performance assessing tools apllied to GSEM by SMBA on the basis of BSC application over non-profit organization, especially in education institution. Research results shows the following implications. First, the current evaluation system over GSEM is just merely assessment itself and not much contributions for the post performance management. Second, The annual evaluation just remains to check up whether the policy goals are met or not. Third, the current evaluation puts much emphasis just on financial inputs and hardware infra, not considering human resources and utilization of government policy and institution. Fourth, the policy goals are unilaterally focused on entrepreneurs. Fifth, the current evaluation systems do not contain any indexes relating to learning and growth perspectives for concerning sustainable and independent growing up. However, lack of empirical testing require this paper to need the further study in the future.
Despite the importance of prenatal nutrition, many studies find inadequate calcium intake among pregnant women. The purpose of this study was to investigate the value of the Theory of Planned Behavior in explaining the intentions and the actual consumption of milk among pregnant women participating in or eligible for WIC. A cross-sectional survey was conducted to collect information regarding attitudes, subjective norms, perceived control, milk allocation within the family, intentions and consumption of milk. The survey questionnaire was developed using open-ended questions and interviews with 112 pregnant women. One-hundred-eighty women recruited from prenatal clinics completed the survey questionnaire. Multiple regression was used separately to investigate the association of factors to intentions and to the consu-mption of milk, as proposed in the theory. Milk allocation within the family was used as an exploratory variable to explain milk consumption. Study findings revealed that all three factors, attitudes, subjective norms and perceived control contributed to the model in explaining intentions (explained variance : 36.2%), with perceived control being most important. For milk consumption, intentions and perceived control were related significantly to actual consumption, while milk allocation within the family was not (explained variance : 44.6%). These findings suggest that perceived control is important in understanding both intentions and milk consumption, providing empirical evidence for the Theory of Planned Behavior. With respect to the role of perceived control, more strong evidence was provided in explaining intentions. Findings suggest that educational interventions to increase milk consumption among pregnant women should incorporate strategies to enhance the perception of control, and to strengthen positive attitudes and to elicit social support from significant other. At the Jangheung multipurpose dam, which is on the Tamjin River, a trapping and trucking operation was established to maintain continuous upstream migration of fish,. To facilitate fish gathering, installation of an effective fishing trap was required. In this study, we evaluated the fish trap, established at the Jangheung dam, using PIT (Passive Integrated Transponder) telemetry. A total of 254 individuals from 15 species were monitored. Among these tagged species, 36 individuals from 6 species (Carassius auratus, C. cuvieri, Zacco temminckii, Z. platypus, Pungtungia herzi, and Pseudobagrus koreanus) were detected; a 14.2% detection rate. C. auratus recorded the highest detection rate of 44.2% while P. herzi was 14.3%. Z. temminckii and Z. platypus showed relatively low detection, 5% and 7.7% respectively. Some of individuals from C. auratus and Z. platypus did not pass through the antenna at the first attempt but were continuously detected on multiple days. There were no statistical differences in body size (total length, standard length and body weight) of individuals that did or did not swim into the trap (Mann-Whitney U test, p>0.05). Fish mainly swam into the trap during outflow of water from the dam (Mann-Whitney U test, p<0.001) and showed a higher detection frequency in daytime than nighttime (Mann-Whitney U test, p<0.001). Thus, for fish movement into the trap, external factors such as outflow from dam and time of day have important roles. Based on detection rate, not all fishes showed upstream migration but represented selective migration. Consequently, the establishment of flexible outflow strategies that take into consideration ecological characteristics of fishes should required for improving the efficiency of fishway.

Twenty-nine wetlands (20 river type and 9 lake type wetlands) in Gyeongsangnam-do were investigated to understand the characteristics of fish assemblages by the wetland type and to suggest management strategies. As a result, $10.3{\pm}4.8$ species were collected from river type wetlands on average (${\pm}SD$) and $9.1{\pm}4.1$ species from lake type wetlands. Thus, there was no significant difference in the number of species between them (Mann-Whitney U test, P>0.05). However, the species that constitute the fish assemblage showed statistically significant differences between the two wetland types (PERMANOVA, Pseudo-F=2.9555, P=0.007). Furthermore, the species that contribute the most to each type of fish assemblage were Zacco koreanus (river type, 28.51%) and Lepomis macrochirus (lake type, 23.21%), respectively (SIMPER). The results of the NMDS analysis using the fish assemblage by place classified the species into three groups (river type, lake type, and others). The current wetland management is only focused on endangered species, but this study shows a difference in fish assemblage by wetland type. Therefore, a management system based information on endemic species, exotic species and major contribution species should be provided. Furthermore, the classification of some types of wetlands based on the present topography was found to be ambiguous, and wetland classification using living creatures can be used as a complementary method. This study has limitations because only two types of wetlands were analyzed. Therefore, a detailed management method that can represent every type of wetland should be prepared through the research of all types of wetlands in the future.

As seen from the research result, the need as a homework sonics is actually so dominant that it cannot be ignored when considering the profitability at the area of education contents, but any profound research has not been accomplished yet. Internet has been positioned as a more effective and fruitful learning tool, and also all activities done by users for exploring informations and choosing learning items under the on-line circumstances are based on the successive mutual reactions between users and computers. Up to now much of the web based learning circumstances has been introducing the User Interface using metaphor, and the same is found dominantly from the sites for children. But in spite of the availability of metaphor mentioned above the current status is much lack of profound researches about metaphor interface; and what is more, in the case of the site for elementary school students the gap of the ability recognizing metaphor is very large between lower classes and higher classes according to the degree of mental growth but that is used to be simply ignored, then a common concept is adapted to interface for all grades of classes and moreover for infant and kindergarten without any objections. Based on foregoing problems this research has put the main focus on the groping and presenting desirable directions on the prospect design of interface for children-oriented sites by analyzing the status of practical usage of metaphor interface in the field of the sites for children-oriented learning sites with concentration upon homework supporting domains.
