To realize the healthy life of human, mental, physical, and environmental factors must be managed continuously and stably. In order to manage human health, the 21st century healthcare field is essential ongoing interactions and convergence with ICT technologies. Such demands have created a convergence of technologies (fusion technology) in combination with the heterogeneous technologies. And, with the convergence of medical technology and ICT technologies, the development of personalized therapy environments is created. Advances in ICT-converged healthcare services are progressing due to the development of diverse wearable devices. Such ICT fusion system is exponentially increasing the complexity of the ICT convergence healthcare system and is resulting in various technical, institutional, environmental, and cultural issues. This study explores the status of developments in ICT healthcare technologies from the past to date, identifies major technology and policy issues to address these challenges. Finally it will recommend healthcare policies and a future road-map.

현재 디지털 컨버전스에 따른 통신방송융합, 유무선 통합으로 다수의 새로운 서비스들이 출현하는 등 통신시장의 환경이 급변하고 있다. 새로운 역무의 출현으로 통신시장의 경계가 모호해지고 이해관계자들이 복잡한 관계를 가지고 등장하고 있다. 이러한 환경 하에서 합리적인 경쟁정책을 위해서는 무엇보다도 융합 환경을 고려한 시장획정이 선행적으로 이루어져야 하며, 이를 통한 해당시장의 경쟁상황에 대한 정확한 파악을 기반으로 해야 할 것이다. 본 고에서는 통신서비스 분야의 합리적 시장획정을 위해 해외 주요국의 사례를 분석하고 이를 통해 디지털 컨버전스 환경을 고려한 바람직한 시장획정 방안을 제시하고자 하였다. 결론적으로 융합환경 하에서 효과적인 경쟁정책을 위해서는 합리적인 경쟁상황평가 실시가 요구되며, 이러한 경쟁상황평가의 실시는 정확한 시장상황 판단에 입각한 시장획정에 기초하여야 한다. 시장획정을 함에 있어서 먼저 융합환경을 고려하고 명확한 경제 분석을 통하여 이루어져야 하며, 변화되는 경쟁상황을 보다 효과적으로 파악하기 위하여 주기적으로 그리고 유연하게 시장리뷰가 이루어져야 한다. 시장리뷰에 있어서 투명성과 예측가능성의 확보는 경쟁정책의 실효성을 보다 높일 수 있을 것이다.

기술혁신은 끝없이 지속적, 반복적으로 발생하지만, 최근의 기술혁신은 자체적인 혁신의 한계에 직면하고 있는 것처럼 보여진다. 국가경제의 발전은 개별적으로 진행되어 온 기술혁신에 크게 의존하지만, 이제 개별적인 혁신의 한계를 극복하기 위하여 이종간 기술 및 산업융합이 활발하게 모색되고 있다. 융합이라는 새로운 환경은 개별적인 기술이나 산업에 다양한 기회와 위험을 제공하게 될 것이다. 융합이라는 것이 단지 하나의 영역에 머무르는 개념이 아니라 여러 분야에 걸쳐서 대단히 광범위한 영역에서 발생하게 될 것이라는 점에서 그렇다. 이미 초기적인 융합의 현상들은 도처에서 발견되고 있으며, 이제 이를 더욱 확대 발전시키고 심화시켜 나가기 위한 노력들이 진행중이다. 융합을 가속화시키고 심화시켜 나가는데 필요한 요인은 무엇일까? 다양한 방법과 수단들이 거론될 수 있겠지만, 융합 발생의 광역성이라는 측면에서 개인의 창의력이 대단히 중요하다. 제한적인 인간의 역량으로 모든 분야에서 창의력을 발현한다는 것은 쉽지 않기 때문이다. 이러한 관점에서 우리나라 전체 기업의 대다수를 차지하는 중소기업의 역할은 대단히 중요하다. 국민소득 3만불 이상을 달성하기 위해서는 대기업과 중소기업의 육성을 위하여 다양한 정책을 입안하고 집행하여 왔지만, 중소기업의 경쟁력은 아직도 취약한 것이 회피할 수 없는 현실이다. 개인의 역량과 창의력 발현이 중시되는 융합환경에서 중소기업 육성을 위한 정책은 기존의 물적자원 중심의 지원방식과는 달리 다양한 협력네트워크의 구축과 네트워크 기반의 정보 공유 및 활용을 위한 방향으로 전환될 필요가 있다. 정보의 공유와 활용을 통하여 창의적인 아이디어의 발현이 더욱 확대되고 심화될 수 있기 때문이다.

Modern is the era of convergence. In the complex position of the company to survive in the rapid environmental changes it can not be a mandatory fusion rather than choice. Due to a number of banks and insurance combined Banca named fusion of French banking and insurance business are integrated. Even recently, the situation has been provided by Investment consulting, equity trading services within bank branches. In this study, based on the need for convergence of corporate businesses convergence factors examined through regression analysis on whether any impact on the financial aptitude. 방통융합기술이 급격히 발전하고 이에 따른 서비스가 진화함에 따라 기존 미디어 환경은 실감화, 지능화, 연결화, 융합화 되는 스마트미디어 시대로 진입하면서 인간 생활에 혁신을 가져오고 있다. 기존 교육 환경이 학교의 틀에서 일방향의 형태로 지식을 전달하는 체제이지만, 4차 산업혁명시대에 진입하면서 사회는 굳은 조직과 질서의 틀을 벗어나 빠르게 다변화 하고 복잡해지는 사회 구조가 되어 가고 있어 지식을 쌓는 전통적인 교육보다는 당면한 문제를 주도적으로 해결할 수 있는 창의적 역량을 키워주어야 사회에서 적응할 수 있는 시대가 되었다. 따라서 이러한 스마트미디어를 교육 시스템에 활용하면 4차 산업혁명시대에 적합한 창의적 역량을 발휘할 수 있을 것이며 학습의 성취도, 만족도, 몰입도 등에서 상당한 효과를 얻을 수 있을 것이다. 본 논문은 현재와 미래의 융합미디어 환경에서 바람직한 교육정책을 제안하고자 한다.

디지털방송의 도입과 이동통신기술의 눈부신 발전에 힘입어 최근 국내외적으로 본격화되고 있는 방송통신 융합 추세는 정보통신환경에서의 새로운 패러다임의 등장을 예고한다. 본 고에서는 다양한 네트워크 환경 및 상이한 사용자 단말기들이 혼재되어질 방송통신 융합 환경에서 멀티미디어 콘텐츠의 생성, 저작, 전달, 소비, 보호, 관리 및 유통 등 콘텐츠 운용의 전 과정에 걸친 하부 기반구조 들을 총체적으로 통합, 관리, 체계화하는 '멀티미디어 프레임워크'를 제공하는 MPEG-21 표준기술을 방송 통신 융합 관점에서 조망해본다.

환경의 가치, 특히 물의 가치는 시대와 함께 변화하고 있다. 그동안 국내 하천관리는 환경적 측면보다는 이수와 치수에 보다 초점이 맞춰져 있어, 하천 고유의 수생태계 서비스기능 유지에 필요한 용수의 확보에 정책적인 배려가 부족하였다. 그러나 최근 소득수준이 향상되고 환경개선에 대한 관심이 늘어나면서 물관리에 있어 이용뿐만 아니라 환경측면을 고려한 지속가능한 하천관리에 대한 정책적 관심이 높아지고 있다. 이에 하천 수생태에 대한 정책 역시 과거보다 강화되고 있는 추세이며, 최근 물환경보전법 공포를 통해 수생태건강성 유지를 위한 환경생태유량에 대한 법적 근거가 마련된 바 있다. 실질적인 환경생태유량 공급 정책방안 마련을 위해 환경생태유량 공급이 하천 수생태에 주는 효과에 대한 편익 정보를 산정해볼 필요가 있다. 이에 본 연구에서는 환경생태유량 공급효과에 대한 편익을 산정해 보았으며, 이를 위하여 대표적인 비시장재화 가치평가법인 선택실험법을 적용하였다. 한편 환경생태유량 공급효과에 대한 많은 연구에서는 환경생태유량 공급효과를 하천의 주요 어종 관련 지표를 통해 나타내고 있다. 이에 본 연구에서도 환경생태유량 공급에 대한 편익산정시 하천고유어종 변화, 하천 어종 수 변화, 외래어종 변화의 3가지 속성에 대한 한계지불의사액을 추정하였다. 본 연구결과는 환경개선을 위한 정책수행, 특히 수생태계 환경개선을 위한 정책결정시 기초자료로 활용될 수 있을 것으로 판단된다.

The purpose of this study was to investigate the association between Suicidal ideation and Neighborhood environment among some adolescents. The G city 4,509 people which is suitable for this research at was aimed against the adolescents among the survey data collected. On the area neighborhood environment recognizes was good 1,805 people, was not good was 2,704 people. Suicidal ideation was where the neighborhood environment was bad 12.9%, good 8.8%. And in multiple logistic analysis, neighborhood environment was bad more significantly likely to be Suicidal ideation (OR=1.40, 95% CI=1.14-1.71). Therefore the residential zone environment needs to be monitored through the participation style local resident program. And it is regarded to find the plan that it lowers the suicide idea through the material and emotional converge support to the youth on the area where the residential zone environment is unable to be good in the national dimension.
