Recently, with the growing number of services using personal information, government offices' tasks have become more dependent to personal information. Various policies and systems have been made and managed for the safe use of personal information in the circumstances that inevitably require the use of personal information, but the personal information privacy incidents and their scale are on a constant increase. Thus, Korea has been implementing personal information protection management system since 2008 to examine whether public organizations observe the personal information protection act and to how well they manage the personal information, and to improve what is insufficient in the process. However, despite high scores of the outcomes of the system, questions about the effectiveness of the outcomes and about the actual manage level are being raised. Thus, this study seeks to analyze public organizations' activities to protect personal information and the effectiveness of their foundation efforts for them by using the DEA model, and to propose a new model to enhance the effectiveness of the outcomes of personal information protection management system by reflecting them into the outcomes of system, using the derived effectiveness.
With the increases of requirement for user identification in Internet services, we should let the service companies know my personal information. If the shared personal information with them are used in not-allowed area or delivered to un-authorized persons, we may have practical harms in several fields such as financial related operations. Korean Government has introduced new management method for personal information, but it is not hard to find the personal information management issues from Korean news papers. The proper measurement should be delivered to related companies to help them to decide investment for security. This paper review the indirect measurement method of demages by check the stock prices of related company for personal information management issue. We check the relationship between change of stock price and the information management issue. The result shows there are no changes in stock market. Korean government added strong regulations for personal information management though. To prevent further personal information issues, we should recognize the indirect damages properly and let the company pay higher reparations for any personal information abuse.

In this study, we analyzed the privacy policies of 50 Android applications that are on the top chart in EU members to present the methods for enhancing transparency based on GDPR (General Data Protection Regulation). Based on the guidelines in relation to transparency stipulated in WP29, this study extracted factors of transparency in order to ensure transparency of privacy data processing and carried out the verification procedures for each factor. The results revealed that the privacy policies provided in Google Play Store and applications need to be matched, the descriptions of the privacy policies need to be written in clear and plain language for readers to understand easily. and that it is necessary to provide information quickly and improve the descriptions of information which the data controller discloses. The research findings of this study could be used as a preliminary data for proactive responses to the EU's GDPR by substantially complying with the transparency of GDPR.
This is for Criminal Law problem that can be happened during the rescue working of 119 rescue member. There are mainly 3sections can be Criminal Law Problem. At first, denying a rescue request. Second, thing that do not transfer patient or people need someone's help by their refusal. Third, emergency medical management. It can be criminal act if somebody do the 3sections thing under Law about emergency medical treatment. It also can be homicide under Criminal Law or accidental homicide, a charge of injuring a person if people need rescue die or become worse through the work. Rescuers are responsible for a criminal case by their carelessness and fault. A plan has to remain to protect them when they do violence to the life and health of a people inevitably. This paper examines the plan can protect them through the analysis and application of related Law about rescuer's work which can be Criminal Law Problem, presents rational establish plan of Rescuer Protect Law to make them their job well as a rescuer.

The Korean government published the personal information de-identification guideline on June 2016, which were made by related government ministries. The guideline's objective is that the invigoration of Korean bigdata industry on personal information protection under the current laws. However, if there is some unreasonable method or process in the guideline, it can be an obstacle to bigdata analysis. This article will review the guideline to find defects in methods and processes of de-identification evaluation, de-identification support and data-linkage and then propose the best solutions to improve them. Lastly, this article will mention how these solutions can invigorate Fintech industry.
Decentralized SSI(Self Sovereign Identity) has become an alternative to a new digital identity solution, but an efficient de-identification technique has not been proposed due to the unique algorithmic characteristics of data transactions. In this study, to ensure the decentralized operation of SSI, we propose a de-identification technique that does not remove identifiers by restructuring the verification results of ZKP (Zero Knowledge Proof) into a form that can be provided to the outside by the verifier. In addition, it is possible to provide restructured de-identification data without the consent of data subject by proposing the concept of differential sovereignty management for each entity participating in verification. As a result, the proposed model satisfies the domestic personal information protection law in a decnetralized SSI, in addition provides secure and efficient de-identification processing and sovereignty management.

With the spread of technology in the 4th Industrial Revolution, the defense industry in South Korea is getting developed into an industrial structure in which high-tech technologies are concentrated. As the importance of defense technology has gradually increased, the government has enacted the Defense Technology Security Act and required to build a protection system for institutions that possess or manage defense technology. In order for the target institution to introduce a protection system, it is necessary to identify the defense technologies that are protected and to ensure systematic data management. In order to cope with this, we derived master data items for data management and analyzed the implementation types of defense technology master data system suitable for the defense industry environments. The derived method identified the defense technology master data, such as primary and secondary master data, and through AHP analysis, Co-existence type was suitable as the target model for the master data management system. We expect that stronger defense technology security policy will be implemented through the defense technology MDM system.

Many IoT devices like sensors lack screen and input devices, thus making them hard to meet the consent conditions that GDPR requires. This is acting as a legal barrier for further advancement in the business field. In this paper, we designed the process for consent of personal information collection that meets the legal conditions. In this design, user's personal data is received in an encrypted form by data collecting server first. The encrypted personal data can be decrypted after associating with user agent based on the consent procedure of the collection of personal information. During the consent procedure, user agent understands the privacy policy about personal information collection and offers the key to decrypt the data. This kind of personal information collection agreement procedure will satisfy the transparent and freely given consent requirements of GDPR. Thus, we can speculate from here that the proposed procedure will contribute to the evolution of IoT business area dealing with personal information.

This study examines the application of big data and tasks of tourism based on the case of Jeju Special Self-Governing Province, which used big data for regional tourism policy. Through the use of big data, it is possible to understand rapidly changing tourism trends and trends in the tourism industry in a timely and detailed manner. and also could be used to elaborate existing tourism statistics. In addition, beyond the level of big data analysis to understand tourism phenomena, its scope has expanded to provide a platform for providing real-time customized services. This was made possible by the cooperative governance of industry, government, and academia for data building, analysis, infrastructure, and utilization. As a task, the limitation of budget dependence and institutional problems such as the infrastructure for building personal-level data for personalized services, which are the ultimate goal of smart tourism, and the Personal Information Protection Act remain. In addition, expertise and technical limitations for data analysis and data linkage remain.

The industrial control system (ICS) has operated as a closed network in the past, but it has recently been linked to information and communications services and has been causing damage due to cyber attacks. As a countermeasure, the Information Communication Infrastructure Protection Act was enacted, but it cannot be applied to various real control environments because there is only a one-way policy-from a control network to a business network. In addition, IEC62443 defines an industrial control system reference model as an international standard, and suggests an area security model using a firewall. However, there is a limit to linking an industrial control network, operating as a closed network, to an external network only through a firewall. In this paper, we analyze the security model and research trends of the industrial control system at home and abroad, and propose an industrial control system security model that can be applied to the actual interworking environments of various domestic industrial control networks. Also, we analyze the security of firewalls, industrial firewalls, network connection equipment, and one-way transmission systems. Through a domestic case and policy comparison, it is confirmed that security is improved. In the era of the fourth industrial revolution, the proposed security model can be applied to security management measures for various industrial control fields, such as smart factories, smart cars, and smart plants.
