  • 연안역이란 해안선을 기준으로 인접해 있는 육지(연안지역)와 바다(연안해역)를 포함한 개념, 즉 인근 해양 환경에 영향을 미치는 배후 육지와 바다를 합친 자연환경 대이다. 국토해양부는 연안역의 공간이동 효율성을 높이고 부존해양자원의 체계적인 개발과 보전을 위해 "연안역관리법" 특별법으로 관리한다. 하지만 연안역의 안전시설물에 대한 체계적인 설계지침이나 유지관리 등의 지침서가 아직 만들어지지 않았다. 따라서 현재 연안역 설치되어 있는 안전시설물에 대한 현장조사를 하였으며 국내 외도로, 해안, 항만구조물의 안전시설기준을 비교, 분석, 정리하였다. 또한 인간공학을 통해 위험을 감소할 수 있는 청각적 시각적 신호 체계를 분석하여 연안역에 맞는 새로운 신호체계를 마련할 토대를 제시하고자 한다.

  • 1992년 포항을 시작으로 현재 전국 항만 및 연안에 18개소의 VTS가 설치 운영 중에 있다. VTS에서 제공하는 안전 정보로 인한 관할 해역의 해양사고 감소 및 해양환경 보전에 기여 했다는 점은 논의할 여지가 없을 것이다. 하지만 폭발적으로 늘어나는 관제정보 제공에 대한 기준은 관제사마다 느끼는 바가 상이하여 선박이 처한 상황과 환경에 따른 정보 제공 기준을 마련할 필요가 있다하겠다. 본 연구에서는 기억 및 망각 이론과 설문조사를 통하여 VTS의 최대 이용자인 운항자 측면에서 정보 제공에 필요한 적절한 시간 및 거리를 상황별로 제시하고 VTS에서 지양해야 할 사항 등을 거론하였다.

Microbiological Study on the Preservation of Marine Environments I. Distribution of vitamin $B_{12}$, thiamine and biotin in the sea water of Kunsan (해양환경보전에 있어서의 미생물학적 연구 I. 군산 앞바다에 있어서의 Vitamin $B_{12}$, Thiamine 및 Biotin의 분포)

  • The concentrations of dissolved vitamin $B_{12}$, thiamine and biotin in the water of Gyokpo coast, were determined by microbiological assay methods. Also the relations between the distribution of B group vitamin and other environmental factors were studied. Vitamin $B_{12}$ was assayed with Euglena gracilis strain Z, thiamine with Cryptococous albidus and biotin with Achromo bacter sp. yH-51. It was found that the concentration of B group vitamin in the water of Gyokpo coast were normal level : vitamin $B_{12}$; 1.36-3.95 ng/l, thiamine ; u-0.4 ng/l and biotin; 1.40-14.60 ng/l. The concentration of B group vitamin was high in summer than in winter. In the water of Gyokpo coast during summer, B group vitamin occurred slightly lower level than normal, the concentration suficiently neccessary for phytoplankton development. The concentration of biotin was positively correlated with abundance of phytoplankton, but not aerobic heterotrophic bacteria. It was suggested that the concentration of biotin in water might be much more influenced with the growth of phytoplankton and any environmental factors than bacteria and the other vitamin, especially.

Improvement for Marine Environmental Impact Assessment on the Coastal Development Project Type (연안개발사업 유형에 따른 해양환경영향평가 개선방안)

  • This paper suggested the improvement of marine environmental impact assessment of different types of project by analyzing the consultation on the coastal area utilization(133cases) of the coastal development project for 4years(2010-2013). According to the analysis results, the erosion protection project needs to precede the accurate analysis of erosion reasons, predict exactly possible problems and establish the systematic system to verify the effect of erosion protection by monitoring after projects. The construction projects of revetments and coastal roads have to require to sublate, examine the reliability in structures, give consideration to the problems of coastal erosion by increase of reflected waves. In addition, flooding protection projects have got to require to select the waves for evaluation items in conjunction with the effects of abnormal waves. furthermore, waterfront construction projects need to establish comprehensive and methodical space plans and reinforce the review to conserve the natural environment and conduct nature-friendly development. There are many problems inherently related to coastal development Project. To these problems, however, it is required to support the project on the side of the legislation and conduct additional studies reflecting the characteristics by sea areas and projects.

  • 연안역이란 해안선을 기준으로 인접해 있는 육지(연안지역)와 바다(연안해역)를 포함한 자연환경 대이다. 건설교통부는 연안역의 공간이동 효율성을 높이고 부존해양자원의 체계적인 개발과 보전을 위해 "연안역관리법"특별법으로 관리한다. 하지만 연안역의 안전시설물에 대한 체계적인 설계지침이나 유지관리 등의 지침서가 아직 만들어지지 않았다. 따라서 현재 연안역 설치되어 있는 안전시설물에 대한 실태조사를 통해 안전시설물의 성능저하의 원인분석을 하였다. 본 연구에서는 설치된 안전 시설물들의 철저한 현장조사를 바탕으로 안전 시설물들의 성능저하의 원인을 시설물별로 분석하여 적절한 설계지침을 마련할 토대를 제시하고자 한다.

Review on the Regional Cooperative Activities for Marine Environmental Conservation in Northeast Asia: with Special Reference to the Northwest Pacific Action Plan (NOWPAP) (동북아시아 해양환경보전을 위한 국제협력활동의 현황과 발전방향: 북서태평양보전실천계획(NOWPAP)을 중심으로)

  • The geography, circulation pattern, and ecology show that the semi-closed seas of Northwest Pacific be managed as one complete system. Ongoing multilateral cooperative efforts relevant to marine environmental protection in the Northwest Pacific area, include the Working Group for the Western Pacific (WESTPAC) established under the auspices of WNESCO's Intergovernmental Oceanographic Commissions, the UNDP/GEF Programme on Prevention and Management of Marine Pollution in East Asian Seas (PEMSEA), the North Pacific Marine Science Organization(PICES), and the United Nations Environment Programme(WNEP)'s Northwest Pacific Action Plan(NOWPAP). The present report firstly describes the current situations on the existing regional cooperative regimes for marine environmental conservation in the Northwest Pacific region, with a special respect to the Northwest Pacific Action Plan(NOWPAP) which was adopted in 1994 by Japan, People's Republic of China, Republic of Korea and Russian Federation. Then, problems of the existing regimes are also discussed, together with the suggestion of the possible solutions, focusing on NOWPAP. Suggestions include: 1) the Northeast Asian countries should understand the importance of legally-binding regional convention, and should build up any legally-binding instrument which can function as a big umbrella for real regional cooperation without prejudice to the rights of the States, 2) At present stage, it will be possible to make a regional convention flexible without prejudice to the sovereign right of the States or territorial issues; 3) taking into account that the region often faces many generic political problems that often inhibit the effective collective actions on environmental issues, the leadership from UNEP or other international organizations is required; 4) strong institutional and financial framework should be made, and 5) multilateral efforts to respond to the new marine environmental threats should be taken at the regional level in order to protect the coastal and marine environments in the Northwest Pacific.

Scoping for Marine Environmental Impact Assessment of Tidal Power Plant Construction (조력에너지 개발사업의 해양환경영향평가 스코핑 방안)

  • This paper assessed environmental impact of tidal power plant construction in the western sea of Korea, and diagnosed problems of the related assessment. We also proposed key assessment items (scoping) and system improvement for environmental impact assessment (EIA). The establishment of a broad consensus of the appropriateness and a clear purpose for business is an important aspect of the aptness of using the waters, and the aggressive collecting of opinions of the stakeholder and institutions will have to be fulfilled. In addition, we presented the following scoping plan in order to minimize the negative effects of the marine ecosystem and the conflict between the people who work in the fishing industry which result due to the construction of the tidal power plants. (1) the change in seawater exchange rates and the aspect of erosion/sedimentation which result from the change in the velocity of running fluid, (2) the destruction of spawns/habitats of fish due to the damage of tidal flats, (3) fishery resources, impacts of fishing grounds, and the spread of suspended sediments, etc. will have to be applied to the key assessment items(scoping). In addition, every citizen will have work hard for an establishment of an active plan which achieves the harmony and balance of environmental preservation and for the policy to be applied through changing their consciousness of environmental preservation.

Residue of the Organophosphorus Pesticides in the Coastal Environment on the Cheju island (제주도 연안 해양환경 중에서 유기인계 농약의 잔류)

  • To investigate the residue of organophosphorus pesticides such as Monocrotophos[Dimethyl-1-methyl-2-methyl carbamoylvinylphosphate]and EPN[O-ethyl-O-4-nitrophenyl phenylphosphonothioate]in the coastal environment of Cheju island, samples of sea organism, water and sediment were collected at the Sackdaldong and Daepodong near the Jungmoon golf course in July and Aug. 1997. The qualified detection limit of mono-crotophos and EPN by GC -FPD were 0.024 ng/g and 0.020 ng/g in the sea organism, respectively Neither Monocrotophos nor EPN was detected in seaweed cava (Ecklonia cava), Agar (Gelidium amansii), turban sell (Batillus cornutus) and sea urchin (Anthocidaris Crassispina). They were not detected in seawater and sediment, either. These results showed that the coastal area near the Jungmoon golf course in the Cheju island was not polluted by the organophosphorus pesticides such as Monocrotophos and EPN.
