본 연구의 목적은 GIS를 활용하여 환경홈닥터와 관련된 정보를 관리하고 활용할 수 있는 환경홈닥터 관리시스템을 구축하는데 있다. 환경홈닥터 관리시스템은 환경홈닥터 DB관리시스템, 사이버 환경컨설팅시스템, 환경홈닥터 WebGIS 시스템, 원격 현장조사시스템으로 구성하였다. 원격 환경홈닥터 DB 관리시스템은 사용자 DB, 환경홈닥터 DB, 환경컨설팅 DB를 구축하고 관리할 수 있도록 개발하였다. 원격 환경홈닥터 서비스시스템은 홈페이지를 이용하여 환경컨설팅 업무를 수행할 때 발생하는 홈페이지 관련일반정보와 환경홈닥터 관련 정보를 통합하여 관리할 수 있도록 개발하였다. 환경홈닥터 WebGIS 시스템은 지원업체에 대한 공간정보 및 속성정보, 도로 및 주요 건물들에 대하여 GIS DB화하고 ESRI사의 ArcIMS를 이용하여 사용자가 언제 어디서나 웹을 통하여 검색하고 이를 활용할 수 있도록 개발하였다. 사이버 환경컨설팅 시스템은 지원요청 업체와 환경홈닥터가 직접 만나지 않고도 환경컨설팅 업무를 수행할 수 있으므로, 환경홈닥터 서비스 지원도구로 활용할 수 있다. 또한 환경홈닥터 제도 운영시 발생하는 방대한 양의 데이터를 체계적으로 관리하고 진단이력 및 유사사례 검색 등의 기능을 신속하게 수행할 수 있으므로, 효율적인 환경컨설팅 업무 수행에 활용할 수 있을 것이다. 또한 WebGIS에 의해 환경홈닥터를 관리함으로써 공간정보와 속성정보를 쉽게 관리하고 활용할 수 있을 것이다.

최근 3년간 환경관리해역(환경보전해역 및 특별관리해역)에서 이루어진 해역이용협의 검토 건수는 총 60건으로 조사되었다. 환경보전해역에서는 2015년 9건, 2016년 7건, 2017년 3건으로 지속적으로 감소하였고, 특별관리해역에서는 2015년 12건, 2016년 13건, 2017년 16건으로 증가하는 양상을 나타내었다. 환경관리해역의 개별사업 유형을 분석한 결과, 인공구조물 설치사업이 가장 높은 비율을 차지하였으며, 그 다음으로 항만 어항개발, 연안정비 및 해수 인 배수 사업유형이 많이 이루어진 것으로 분석되었다. 환경관리해역에서 국가해양환경정보통합시스템(MEIS) 자료를 참고하여 생태기반 해수수질 평가지수(WQI)와 경년별 수질변화경향을 비교한 결과, COD는 뚜렷한 증감의 변화는 보이지 않았으나 TN과 TP의 농도는 다소 감소하는 경향을 보였다. 특별관리해역인 광양만과 마산만 및 환경보전해역인 가막만에서는 빈산소수괴가 출현하였다. 이러한 환경관리해역에서의 이용 개발행위가 지속적으로 이루어지고, 이에 따른 해역이용협의서 등 해양환경부문 환경영향평가시에는 충분한 수질변화에 대한 실태분석 및 사업추진에 따른 수질영향을 철저히 진단해서 오염원관리에 대한 대책이 중점적으로 평가되어야 할 것으로 판단된다. 특히, 각 환경관리해역의 지정 목적에 따른 유지 수질목표를 명확히 설정할 필요가 있다. 또한, 개발사업에 따른 협의 평가과정에서의 검증을 위하여 환경관리해역에서의 수질 및 퇴적물에 대한 모니터링 및 분석결과에 대한 정도관리가 더욱 강화되어야 할 것이다.

The Integrated Pollution Prevention and Control(IPPC) has attracted western developed countries for their idealistic environmental prevention concept which corresponds to the principal of Industrial Ecology. Specially the United Kingdom has been interested in those topics earlier than other countries and carried out environmental prevention polices since 1970's. As a result of these efforts, United Kingdom gave effects EU on developing European IPPC directives. The United Kingdom recognized the importance of the integrated pollution control through the report of Royal Commission on Environmental Pollution(RCEP) in 1976. Further, the United Kingdom developed the report and resulted the Integrated Pollution Control Directives under Environmental Protection Law in 1990. In the process of the legislation, it established and developed the concept of Best Practicable Environmental Option(BPEO) for the regulations, administrative systems, and environmental control. These efforts of the United Kingdom has implications for South Korean policies in adopting Integrated Pollution Prevention and Control system. Thus, this study examines IPPC directives to broaden the understanding of the system and develop policies.

Building construction Is essential part that we get the enjoyment and promote the quality in human life. But construction process itself has an bad effect on environment: air Pollution, water Pollution, soil Pollution ,etc. These day, Air-environment management becomes very important part in Construction because Construction duration delay which is caused by civil petitions related air-environment occurs frequently. For developing the management-guideline of environment management, This study suggests an executive management-guideline based on surveying air-environmental related laws, regulations and literatures, making out important factors. With the management guideline, The Purpose of this study is to make an air-environmental management system through that Process.
