  • 도시의 안전을 위해서 재해 발생시 대응 및 복구와 같은 사후처리도 중요하지만 재해에 취약한 지역을 사전에 파악하고, 예방적 차원에서 이러한 지역들을 체계적으로 관리하는 것이 점차 중요해지고 있다. 본 연구는 대도시 관리차원에서 필요한 방재지도의 유형 중 하나로 화재를 상정하여, 화재위험지역을 선정하는 기준을 설정하고 이 기준에 맞춰 서울시 종로구 창신동을 사례지역으로 하여 화재위험지도를 시범적으로 구축하는 것을 주요 내용으로 한다 화재위험지도성은 방재업무에 있어 지역성에 기초하여 취약지구를 사전에 파악하고 체계적으로 관리하는데 활용될 수 있으며, 나아가 지구단위계획 등의 도시계획업무에서 방재를 고려한 토지이용계획 수립 및 도시계획시설 배치 등에 활용될 수 있을 것으로 판단된다.

  • In the area of disaster management, we have more focused on the rapid response and recovery, but preventive approach for disaster is becoming more and more important. For mitigation of disasters, we need to analyze the vulnerable area according to each disaster, and need to manage those area systematically. In this research, we selected the fire as a type of disaster, developed guideline of construction of vulnerability map of fire, and built the vulnerability map of fire in Changshin-Dong, Jongro-Gu, Seoul as a case study area. The vulnerability map of fire can be applied to grasp the vulnerable area in advance and manage it systematically. In addition, it can also be applied in the landuse planning and the rearrangement of infrastructure for the mitigation of disaster when we build detail city planning.

  • In this thesis, we analysed urban fires and developed the predictive mapping technique by using GIS and spatial statistics. It presented the correlation between the fire data of last 5 years ($2001{\sim}2005$) and the factor of civilization environment in Daegu city. We produced a model of fire hazard predictive map by analyzing uncertainty of fire with the quadrat analysis and the poisson distribution.

  • 본 연구에서는 산불위험도를 예측하기 위하여 GIS를 이용하여 산불위험지도를 작성하였다. 산불위험지도 작성을 위한 자료 수집은 수종별 및 부위별 착화시간과 착화 후 화염지속시간 데이터, 강원도 삼척시 식물군락명 속성정보가 이용되었다. 연구결과, 가지와 수피부위는 유사한 구역에서 착화위험성이 높은 것으로 나타났으며, 착화 후 화염지속시간이 긴 것으로 분류되어 산불위험도가 높은 것으로 나타났다. 생엽의 경우는 동일 구역에서 착화위험성은 높으나 화염지속시간이 짧은 상반되는 결과를 보이는 것으로 나타났다.

  • 도시지역의 토지이용의 고도화로 도시재해가 증가하고 있으며 향후에도 증가될 가능성이 매우 높은 실정이다 따라서 본 연구에서는 건물들의 재해특성을 분석하고 위험도를 평가하여 재해가 일어나기 전에 발생 위험성을 사전에 분석하여 위험도를 평가하고 평가 결과를 이용해 재해정보지도를 제작하는 것을 목표로 하여 연구를 수행하였다. 그 결과 위험도항목을 자연조건, 토지이용 및 건축물, 인구, 교통, 위험물취급시설로 구분하여 자료를 구축하고, 항목별 위험도를 설정하여 등급화 하였으며, 침수위험도, 화재위험도, 대피위험도, 건물붕괴 위험도로 구분하여 재해지도를 제작함으로서 해당지역의 지구단위계획을 수립 시 재해요소를 적용할 수 있고, 재해발생시 사전대응 및 대피를 위한 정보를 효과적으로 제공할 수 있었다.

  • Various technologies, systems, and legal systems are applied to prevent and quickly respond to fire disaster; nevertheless, the damages to life and property caused by fires are not reduced every year. For managing fire disaster, generating spatial information-based safety status map and procuring suitability of attribute information for each position information are essential. The safety status map is generated by deriving the fire safety status assessment factors, indexing, and locating the surveying results through various methods. In this paper, we deal with derivation of building fire safety assessment factors for 3D safety status map. At first, we survey the foreign and domestic fire assessment model cases and its factors, and analyze the applicability of Korean 3D fire safety status map. Next, assessment factors for fire safety assessment model are derived. Assessment factors are derived and categorized by their information collecting activity; factors that can be accessed through basic building information and factors that can be accessed through field survey. As a derivation result, 14 assessment factors were derived over five categories(Industry Risk, Structural Risk, Fire Fighting Facility, Fire Dangerousness, Fire Response Status).

  • Industrial facilities are becoming bigger and more up to date, And a kind of the hazardous material used in the industrial filed is diversified. Therefore, serious accidents such as leakage of toxic materials, fire and explosion, is continuously occurred. There is Process Safety Management (PSM) system of the several preventive systems, but it is supposed to be a limitation to ensure safety or huge PSM industrial sites where have potential to catastrophically invisible and unexpected risks because it is still being managed by instruction and inspection of authority having jurisdiction other than self-regulating management differing from the primarily aim of PSM system. To verify safety management system of work-place, supplementation of existing system is urgently required. In this study, it suggests that PSM self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-control safety through efficient self-audit management and improving the existing system and improving the existing as verifying the system there of, as well as studying methods which can support institutionally.

  • In order to decrease the area damaged by forest fires and to prevent the occurrence of forest fires, we are making an effort to improve prevention measures for forest fires. The objective of this study is developing the forest fire occurrence probability model by means of forest site characteristics such as soil type, topography, soil texture, slope, and drainage and forest fire sites. Conditional probability analysis and GIS were used in developing the forest fire occurrence probability model that was used in the classification of forest fire occurrence risk regions.

  • In order to predict about forest fire behavior we constructed a database for combustion characteristic of forest fuels in Samcheok, Gangwon-do and prepared fire risk map and fire risk rating using GIS method in this study. For the mapping autoignition temperature, ignition time, flame duration time, total heat release and total smoke release are selected as the standardized parameters and the overall risk rating was made up of the ignition risk parameters(autoignition temperature, ignition time) and the spread risk parameters(flame duration time, total heat release, total smoke release). Forest fire risk was classified into 5 grades and lower grade of fire risk rating mean to correspond to more dangerous forest fire. As a result, the overall risk rating of Samcheok was classified into three grades from 1 to 3 and Nogok-myeon and Miro-myeon were turned out the most dangerous areas for forest fire. Because of the colony of pine and oak trees and the higher fire loads, the flame propagation will be carried out quickly in these areas.
