Industrial facilities are becoming bigger and more up to date, And a kind of the hazardous material used in the industrial filed is diversified. Therefore, serious accidents such as leakage of toxic materials, fire and explosion, is continuously occurred. There is Process Safety Management (PSM) system of the several preventive systems, but it is supposed to be a limitation to ensure safety or huge PSM industrial sites where have potential to catastrophically invisible and unexpected risks because it is still being managed by instruction and inspection of authority having jurisdiction other than self-regulating management differing from the primarily aim of PSM system. To verify safety management system of work-place, supplementation of existing system is urgently required. In this study, it suggests that PSM self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-audit be emphasized significantly analyzing problems of the current systems for enhancing self-control safety through efficient self-audit management and improving the existing system and improving the existing as verifying the system there of, as well as studying methods which can support institutionally.

Purpose: In response to the critical risk of fire due to the characteristic of Publicly used establishments(hereinafter referred to as PUE), 'Special Act on the Safety Control of PUE' was enacted in 2006 and is still in operation. However, in spite of numerous revisions so far, still there are problems to be resolved. This study analyses the regulatory regime of fire safety in UK to find measures which could fundamentally improve the safety management of PUE. Method: This study compares and analyses the safety management system of PUE in Korea and the case of the UK by using the comparative research method. Result: As a result of the qualitative analysis, some noticeable systems and concepts of the UK regulatory regime have been discovered(e.g. 'Responsible person', 'Fire risk assessment', 'Fire safety audit', etc.) and consequently, 'Proposal for the Fire Safety Management System for PUE' is designed based on the findings from examples in the UK and drawbacks of safety management of PUE. Conclusion: This study proposes the way to improve the safety management of PUE into a more rational and effective system by analysing the case of the UK, which reorganised the fire safety management to the private sector centered, in which the fire authority minimizes intervention.

소방청 국정감사에서 2020년 전국 자동화재속보설비 화재신고 32,764건 가운데 32,685건이 오작동으로 출동해 소방서 출동의 99.8%가 헛걸음이었다. 그리고 화재가 발생할 경우 화재경보장치와 대피경로를 안내하는 비상등이 미흡하고, 화재 연기가 제거되지 않아 대피가 힘들어질 뿐만 아니라 미처 대피 못한 인원을 파악하는 등의 신속한 대처가 힘들다. 본 논문은 화재 상황에서 피해를 최소화하기 위한 '스마트 화재 안전 시스템' 기술을 제안한다. 화재가 발생할 경우, 대피 경로를 안내하는 유도등 작동 및 경보음과 LED의 작동으로 화재발생을 경고하여 신속한 대처를 할 수 있게 도와주고, 문과 창문의 자동 개방 및 환기팬 작동으로 인한 유해가스를 환기시켜 준다. 그리고 스프링클러 작동과 소화제를 자동 분사하여 화재의 번짐 등 2차 피해를 예방하여 준다. 또한, 자동 신고 기능으로 더욱 빠르게 화재를 진압할 수 있게 도와주기 때문에 피해를 최소화할 것이다.
