A type certificate is required to ensure the safety of aircraft design. If a person is to pursue major design change to the certified aircraft, an applicant has to apply for a new type certificate, an amended type certificate, or a supplemental type certificate appropriately. Design changes to be applied for a supplemental type certificate are abstractly defined in ICAO, FAA, and EASA regulations. In this paper, authors reviewed certification procedures regarding design changes, analysed certification examples of leading countries, and presented the criteria to determine "major design changes not extensive" for a supplemental type certificate.

전기제품인 비디오폰{일명 홈오토메이션(HA)기기}은 전기용품안전관리법의 안전인증, 소방법의 형식승인과 검정, 전기통신기본법의 형식승인 등 3개의 법에 의해 각각 동일 또는 유사한 시험을 거쳐 안전인증 및 형식승인을 받아야 하는 불편을 겪고 있다. 이에 한국전기제품안전진흥원에서는 중복된 인증제도를 단일화하여 제조업체의 불편을 해소하고자 규제개혁위원회에 다음과 같은 개선안을 건의하여 제조업체들의 과도한 부담을 제거하고 홈오토메이션기기 산업발전을 촉진하고자

From design to serial production, aircraft should go thorough complicated certification procedure from airworthiness authority such as Type Certificate, Production Certificate and Certificate of Airworthiness. On the other hand, aircraft components are mandated to receive Technical Standard Order Approval and Production Manufacture Approval before commercial use. As domestic aircraft and LRUs are currently under development, Bilateral Aviation Safety Agreement is promoted for the purpose of increasing aviation safety as well as foreign export. This paper describes the basic aircraft certification procedure and compares the difference in the certification system of US and Korea. Thorough this, it is attempted to suggest a requirements for establishing international certification system.

For operating military aircraft, military certificate of airworthiness (MCA) must be obtained from military authority. Among procedures of general airworthiness certification, there is a military type certification process that aircraft design complies with military airworthiness certification criteria. The Surion is the first military rotorcraft which has obtained military type certificate, production validation and airworthiness certificate in Korea, and the Surion derivatives for special mission are being operated for government services. Based on Aviation Safety Act, in order to operate the Surion derivatives (military aircraft) for special purpose (such as emergency patient transportation and firefighting), the issuance of special airworthiness certificates was needed from civil airworthiness authority, and the restricted category type certification (RTC) is one of design approvals for special airworthiness certification to be streamlined. This study discussed the procedures for acquiring RTC for special purpose operation of the Surion derivatives classified as military derived aircraft, and suggested procedural ideas to improve Korean RTC system.

미연방통신위원회(FCC)에서는 무선전파를 사용하는 장비 및 부품들은 사용에 앞서 해당 기술기준에 적합한지를 인증받도록 하고 있다. FCC가 규정하고 있는 무선전파를 사용하고 있는 기기들에 대한 인증은 확인, 형식승인, 신고, 형식인정, 검증 등으로 분류된다. 본 고는 FCC의 전파응용기기 및 부품에 관한 인증제도를 조사 분석하여 향후 국내의 무선통신 기기들에 대한 인증제도의 확립 및 시험 방법 연구에 보탬이 되고자 한다.

Civil aircraft tires require a certification according to the Technical Standard Order Authorization(TSOA) procedure. TSO-C62d contains minimum performance standards for aircraft tires. The TSOA covers design and manufacturing of the tire only. To install a TSO article on aircraft requires an installation approval. In this paper, TSOA procedure and the certification requirements for aircraft tires will be presented.

본 연구는 수상레저기구 인증제도인 형식승인 검정제도와 우수사업장 제도를 활성화시키고자 형식승인시험기준 및 관련 법령을 개선하기 위한 개정(안) 마련을 위해 수행되었다. 이를 위해 수상레저기구 인증 관련 법령, 기준 및 제도 운영 현황을 조사하고 국내 외 유사인증제도의 내용과 비교 분석하여 수상레저산업 및 관련제도를 활성화할 수 있는 수상레저기구 형식승인기준 개정(안) 등을 제안하였다.

국제해사기구에서는 2024년 초안을 개발하고 25년 승인하기 위한 로드맵을 수립하였고 이를 기반으로 자율운항선박 운항을 위한 MASS Code 개발에 착수하였다. 2025년 승인 이후부터 2028년 발효까지 선급에서는 MASS 코드에 부합하는 규정을 개발해야 한다. 기존 GBS는 기존에 운용되어온 시스템을 대상으로 개발되었으나 MASS Code는 아직 경험해 보지 않은 선박을 대상으로 하기 때문에 합의에 이르는 과정이 순탄하지 않을 것으로 보인다. 따라서, 우선 자율시스템이 적용가능한 시스템을 분석하고 공통적으로 갖는 구조적인 특징을 분석하는 것이 필요하다.

기술의 발전과 함께 경제적 측면에서 전기통신은 사회기반구조의 중추적인 일부로 자리잡고 있으며, 궁극적으로는 전세계적인 단일 통신시장이라는 기치아래 각국의 통신시장 개방요구가 점차 확산되고 있다. 이와 맥을 같이 하여 가장 큰 시장을 형성하는 서비스의 최종이용자 장치 즉 단말장치에 대한 규제가 완화되어가고 있는 등 통신시장은 세계화 추세에 있다. 이의 일환으로 자국의 통신질서 유지를 위해 적용되고 있는 단말장치 형식승인제도에 대해 양국 또는 다국간의 국제적 차원에서 상호 공통으로 적용가능한 상호인증제도를 위한 전략수립에 비중을 두고 활동이 전개되고 있다. 본고는 우리나라 전기통신과 깊은 관계를 유지하고 있는 미국 중심의 북미자유무역협정(NAFTA) 체결국중에서 최근 신전기통신법 통과로 관심을 모으고 있는 캐나다에 대해 인증절차와 인증 기술기준 등을 포함한 형식승인제도 전분야를 분석하고 향후 수립될지 모르는 캐나다와의 상호인증을 위한 기초자료로 활용코자 한다.

전기용품안전인증제도가 올 7월부터 새롭게 바뀌었다. 이같은 개정은 전기용품의 안전관리 제도가 국제적인 기준에 부합하지 아니하므로 정부에 의한 형식승인제도를 민간기관에 의한 안전인증제도로 전환함으로써 전기용품의 제조 및 안전관리를 선진화하기 위함이다. 개정의 주요 골자를 살펴보면 종전에는 전기용품중 화재$\cdot$감전 등의 위험 또는 장해가 발생할 가능성이 높은 전기용품에 형식승인을 받도록 하던 것을, 앞으로 제품을 모델별로 안전승인기관의 안전인증을 받아 제조하도록 하고, 화재$\cdot$감전 등의 위험 또는 장해가 발생할 가능성이 적은 전기용품에 대해서는 자율적으로 안전인증을 받을 수 있도록 했다. 새롭게 바뀐 전기용품안전인증제도에 대해 관련업체들이 혼선 없이 잘 대처할 수 있게하기 위해 ${\lceil}$전기용품안전인증, 이렇게 달라진다${\rfloor}$를 특집으로 준비했다.
