유럽 국가들이 해양환경 오염의 심각성을 인식하여 1972년 최초로 해양투기를 규제하기 위한 지역협정인 오슬로 협약(Oslo Dumping Convention)을 체결하게 되었다. 이를 모체로 하여 런던에서 범세계적인 규제의 필요성이 제기되어 국제협약인 런던협약(London Convention)이 1972년에 체결되었다. 그 후 1990년대에 들어 런던협약 당사국들은 협약을 보다 근본적으로 개정할 필요가 있다는데 의견을 같이 하게 되었다. 1993년 제1차 개정그룹회의 이후 3년간의 작업 끝에 1996년 11월 7일 IMO 본부에서 열린 특별회의에서 1996년 의정서('96 의정서)가 채택됨으로써 협약의 전면적인 개정작업이 완성되었다. 우리나라는 2009년 1월 22일 가입하였으며 2009년 2월 21일에 발효되었다. 이에 따라서 우리나라는 폐기물 해양배출량을 지속적으로 감축하고자 노력 중이다. 본 논문에서는 폐기물 해양배출의 감축과 관리를 보다 효율적으로 하기 위하여 필요한 기술개발과 시스템 구축, 그리고 정부 및 지방자체단체의 정책수립과 법률개정을 위한 자료를 제공하고자 한다.

In September 2015, the United Nations (UN) has adopted the 2030 Agenda for Sustainable Development as a goal of the international community to push forward from the year 2016 to 2030. Accordingly, the United Nations Educational, Scientific and Cultural Organization(UNESCO) has established a new chapter on sustainable development and intangible heritage the through revision of the Operational Directives for the Implementation of the Convention for the Safeguarding of the Intangible Cultural Heritage. Although Sustainable development is a fundamental principle of the Convention for the Safeguarding of the Intangible Cultural Heritage, it is believed that the Convention has not provided guidelines of safeguarding intangible cultural heritage for sustainable development. The Operational Directives provide States Parties with guidelines on the integration of sustainable development and safeguarding of the intangible cultural heritage. Intangible Cultural Property Institution of South Korea was designed to preserve the traditional culture in the economic development process of the industrialization since the 1960s. The institution played a role of cultural support on the development of the modern concepts. Now South Korea should implement intangible cultural heritage policy combined with sustainable development while succeeding the efforts from the former development. This study examines the meaning of sustainable development and how it should be implemented in the intangible cultural heritage policy in South Korea. And this study suggests that the South Korea's intangible cultural heritage policy should foster sustainable development particularly along with social development and human development.

현재 IMO에서는 자율운항선박의 상용화를 위해 국제표준 규정 개발을 위한 논의 중이며, 이러한 규정을 개발하기 위한 사전작업으로서 기존 협약을 자율운항선박에 적용하였을 때 발생하는 조치를 식별하기 위한 RSE 작업을 수행하고 있다. RSE 작업은 해사안전위원회(MSC), 법률위원회(LEG) 그리고 간소화위원회(FAL) 별로 각 위원회에서 담당하고 있는 협약들을 대상으로 수행하고 있다. 본 논문에서는 각 위원회별로 수행한 RSE 작업 결과를 기반으로 자율운항선박의 상용화를 위한 국제표준 규정 개발 단계에서 향후 추가적인 논의 및 검토가 필요한 잠재격차 및 주제들을 종합적으로 분석하여 제시하였다.

기후변화협약 제3차 당사국총회(1997. 11)에서 채택된 교토의정서의 핵심은 온실가스(주로 이산화탄소)를 상품으로 거래할 수 있는 유연성 체계의 도입으로, 현재 기후변화협약에서는 지구환경 보호 그 자체에서 벗어나 자국의 경쟁력과 경제활동 보호를 위한 경제협약으로 발전되고 있으며, 선진기술 확보여부에 따라 협상의 우위가 좌우된다.(중략)

The purpose of this paper was to develop the key performance indicators of regional co-training programs, using analytic hierarchy process method. Firstly, we pooled indicators by reviewing the literatures. The researcher checked the properness and representative of them and then, the training professionals reviewed them again. Finally, we finalized the indicators, depending on the indicator domains such as MOU (Memorandum of Agreement) company (the training participation rate of MOU companies, training participation of employees, and etc.), training performance (the completion of the program, employment rate, and etc.), cost-effectiveness (training cost per capita), satisfaction (satisfaction rate of MOU companies and training participants), and regional co-training enhancement (the operation of the committee, the will for training of the regional municipal government, and etc.). The weight size varied by the regional training needs, satisfaction of MOU companies, and regional committees of human resource development. We also suggested the continuous revision of the key performance indicators for regional co-training.

A variety of international treaties have been developed for the world-wide control of hazardous chemicals, including production, transportation, use and disposal. Those conventions would be appeared as a barrier for the international trade. In particular, chemical industries in korea would face a serious problem unless a proper measure should be provided. One of the solutions is to develop a clean technology including elimination and/or source reduction of hazardous chemicals. In this study, international environmental treaties and management status of hazardous chemicals in korea are reviewed. In addition, strategies for the development of clean technologies are suggested.

이제 우리나라도 선진국의 강력한 환경 규제와 국제 환경협약에 대응할 수 있는 제도를 갖추어야 한다. 새로운 규제와 협약이 생길 때마다 이에 대한 대응을 해야 하겠지만, 서유럽 국가들이 시행하고 있는 통합 허가 제도를 서둘러 도입한다면 지속적인 기술개발과 기업의 대응력 강화로 국제 환경무대를 선도할 수도 있을 것이다.

유엔환경개발회의(UNCED)와 국제환경협약의 정책적 경제적 영향이란 주제로 서울국제환경심포지움이 지난 9월 2일부터 3일간 잠실 롯데월드에서 열렸다. 미국, 일본등 9개국 3개 국제기구에서 25명의 환경문제에 대한 세계각국의 대응과 국제 환경협약의 경제ㆍ사회적 파급효과 우리나라의 대응전략등이 다각적으로 논의됐다. 다음은 이번 심포지움에서 발표된 주요 논문들을 요약하여 옮긴 것이다.

국제해사기구(IMO)는 자율운항선박(MASS)의 안전한 운항을 위해 해사안전위원회(MSC), 법률위원회(LEG) 및 해상교통간소화위원회(FAL)에서 협약규정식별작업(RSE)을 완료하고 각 위원회별로 MASS의 안전한 운항을 위한 조치방안에 대해 검토 중에 있다. RSE 결과를 반영하여 향후 MASS Code 개발과정에서 원격운항자(Remote Operator)가 중요한 검토사항이 될 것으로 식별됨에 따라 원격운항자가 갖추어야 할 최저역량에 대해 제시하였다. 또한 MASS Code 개발과정에서 논의될 운항모드(Mode of Operation)에서 원격운항자에게 필요한 역량에 대해서도 검토하였다.
