  • This paper aims at exploring the comparative impact of social networks and firm's absorptive capacity on the process of technological alliance such as technological alliance partner selection, governance structure and performance. Firms not only need to develop internal absorptive capacity but also need to cooperate with outside innovating entities. Increasing networks with other firms and enhancing firm's internal absorptive capacity become more and more important to enter into new market, increase network effects and develop firm's core capacities. In the view of firm's motivation for technological alliance such as expanding social networks and enhancing absorptive capacity, we develop hypotheses and tested comparative impact of those two constructs using 215 survey data of Korean venture companies. The results showed that absorptive capacity showed more impacts on the technological partner selection criteria than social networks. No impact was found between social network and alliance performance. Only absorptive capacity showed positive impact on the technological alliance success. Both constructs showed no impact on the choice of governance structure. In the conclusion section, we discussed the findings and implications of this study and directions for future studies.

  • The economy of the EU left behind the U. S. economy in many different aspects and the gap is widening. One major reason that promoted the EU's leading position is the ability to continuously advancing industrial technology and therefor secures the EU's leading position through a high level of competitiveness. The role as a powerhouse of the technological development is nurtured by a systematic attempt of the EU commission to stimulate international cooperation. Although the EU is focussing its efforts on international cooperation between EU members states, nonmembers, namely Korea, can benefit from this policy as well and generate win-win outcomes for both cooperating partners. The paper aims in the first chapter to introduce international technological cooperations in general. The second chapter identifies the political approach of both countries towards technological cooperations. The third chapter introduces the research method. In the forth chapter is analyzed a case study of two cooperation projects between Japan and the EU. Finally, implications for Korean policy makers are given.

  • Nowadays research collaboration between the business, academic and governmental community is high on the policy agenda in all over the world, especially with regard to science-based technological innovation. The aim of this paper is to explore some of the changing spatial patterns of research collaboration by carrying out bibliometric analysis of co-authorship publications in major international and scientific journals that are jointly realized by Korean scientists and researchers in the seven science-based technologies for the period 2002~2012. Using the co-authored papers as an indicator of research collaboration with the institutional address of each co-authoring researcher and the geographic location of their affiliation, this paper describes some trends and patterns of domestic and international research collaborations. Identifying a rapid increase in the volume of co-authored papers and the trend towards multiple authorships over the last decade, the paper finds collaborative scientific research to be geographically dispersed at the different spatial scales. Despite the rising geographic dispersion of research collaboration within the nation, this paper finds that there were empirical evidences for the presence of localized knowledge production processes at regional level, and biased knowledge flows towards core areas with advanced research resources.

  • The Blended Learning of K-12 education can he complimented to exceed the limits of the traditional face-to-face instructional method and can help learners have experiences with both various interactions and different learning experiences. Specifically, in K-12 education blended learning has a strength in being able to integrate on-line instruction with off-line instruction and actively help learners emerge with a breadth of knowledge gained collaboratively.<중략>For the objective of the study, that is, an investigation by a literature review process, the mode) of the process of collaboratively emerging knowledge as well as the alternative model of the concept can be applied as a developmental research method, which can improve practical procedure, process, and prescription. For overcoming the model and the real situation, this study was applied with Checkland(1999)'s soft system methodology, using$\square$the comparison of the model and real situations$\square$part and$\square$defining the alternatives$\square$of Checkland(1999)'s methods. In conclusion, analyzing the conceptual model and real situation helps in the development of a model which can minimize the discrepancy between the conceptual model and the real situation within K-12 education.

  • Multi-agent systems have been developed for supporting intelligent collaboration of distributed and independent software entities and are be-ing widely used for various applications. For the collaboration among agents, conversation policies (or interaction protocols) mutually agreed by agents are used. In today's dynamic electronic market environment, there can be frequent changes in conversation policies induced by the changes in transaction methods in the market, and thus, the importance of ad hoc conversation policies is increasing. In existing agent platforms, they allow the use of only several standard or fixed conversation policies, which requires inevitable re implementation for ad hoc conversation policies and leads to inefficiency and intricacy. This paper designs an agent platform that supports ad hoc conversation policies and presents the prototype implementation. The suggested system includes an exchangeable and interpretable conversation policy model, a meta conversation procedure for exchanging new conversation policies, and a mechanism for performing actual transactions with exchanged conversation policies in run time in an adaptive way.

  • As the application fields using various types of communication, including the Internet of Things, have emerged, the form of communication has been diversified. Some applications require fast feedback and the others continue to send data regardless of whether it is received or not. Transmitting data in one way can be acknowledged by the opposite direction response. These information exchanges form a two-way communication. For applications that need to issue commands remotely, such as network control systems, it is important to give a fast response because the sender decides the next action based on the response from the recipient. In this paper, we propose the base station (BS) cooperation to improve the latency performance of the two-way communication in cellular networks. We design the two-way communication strategy utilizing cooperating BSs with the same direction of traffic as well as bidirectional traffic. We show that the proposed scheme improves the latency performance than the previous works.
