A study on academic articles of industry-academic cooperation through keyword network analysis (키워드 네트워크 분석을 통한 산학협력 학술논문 연구)

  • This paper aims to identify trends of domestic industry-academic cooperation through comparative analysis of domestic and overseas academic articles published over the past 10 years (2011-2021). To this end, keyword network analysis and topic modeling analysis were performed to identify the characteristics of the entire articles collected. As results, it turned out that domestic articles included school, employment, education, patent, and professor as a major keyword while for overseas articles, project, policy, innovation, and company were the main topics, and related keywords were found to be influential. These results suggest that domestic industry-academic cooperation would have been designed and led by universities focusing on education for employment, and need to be carried out more actively in the areas of 'research' and 'technology transfer with the government's related policies and support on establishing two-way relationships that can benefit both schools and participating companies.

Recast of the EU patent law system and its Lessons (유럽연합 특허시스템의 대대적 변혁과 그 교훈)

  • In 2013 a new era for EU patent law system was launched. The creation of the EU patent with unitary effect and the establishment of the Unified Patent Court established a new legal framework on substantive patent protection and patent litigation in Europe. This year the EU Patent Package would become a reality. It includes a regulation on a unitary patent, a regulation on the translation regime and an international Agreement on the Unitary Patent Court. In contrast to the classical European patent, the post-grant life of unitary patent will be governed by the newly created unified patent court and it will have unitary effect. In this article, I highlight the effect of the unitary patent and the jurisdiction of the unified patent court over unitary patents (and 'traditional' patents granted under the EPC that are not opted-out) for actions in relation to patent infringement or to revocation of a European patent and to licences of right. This article explores on the one hand the relation between national patent, the classical European patent and EU patent with unitary effect and on the other hand the relation of unified patent court to the Brussels $I^{bis}$ Regulation. Particular attention is paid to the institutional changes created by the unitary patent package abd the new supplementary forum that enables the UPC to hear disputes involving defendants from third States that relate to an infringement of a European patent and give rise to damage inside as well as outside the Union. Furthermore on the perspective North-east Asia this essay examines the lessons from the experiences of EU patent package.

An Analysis of Industry-University-Institute R&D Collaboration and Firm Performance on SMEs (중소기업의 산학연 연구개발(R&D) 협력과 기업 성과 분석)

  • From a point of knowledge based view, IUI(Industry-University-Institute) R&D collaboration is recognized as an important way to acquire lacking technology and knowledge. In this study, we investigated firm performance of IUI R&D collaboration on national R&D project. That is, we identified whether a collaborative research really affects firm performance, and whether firm performance is differed by types of collaboration. To test our hypotheses, we selected 250 Korean SMEs(Small and Medium Enterprises) which were funded from government R&D for 2006-2009, and we verified relations between the ratio and/or types of R&D collaboration and firm performance. Firm performance was measured by number of patent applied and ROA(Return on Assets) after completion of the project (in year t+1). Findings showed that the relationship between the ratio of R&D collaboration and technological performance was inverted U-shape. Among types of R&D collaboration, though inter-industry collaborative research was negatively related to technological performance, IUI collaborative research was positively related to technological performance. However, the ratio and types of R&D collaboration had no relation to economic performance. The results of this study will contribute to the strategy of SMEs as well as the policy of a government with regard to IUI R&D collaboration.

The effect of mutual cooperation between the Patent applicants on the Technological Innovation in ICT (특허 출원인 간 상호협력이 기술혁신에 미치는 영향)

  • In this paper, I study to determine the effect on patent applicants across the network characteristics of innovation in the ICT sector in Korea. For that, I use the Social Network Analysis(SNA) and the Negative Binomial Regression(NBR). The results about the innovation network in Korea ICT is very dense type. And the degree centrality and the closeness centrality had such a positive effect on innovation performance. Also, the efficiency had not reached a significant effect and the constraint was found to have a negative effect on innovation performance. In the future, based on these results, we need to plan a proper policy of the Korea Technology Innovation Policy.

An Empirical Study on the Relationship between Corporate and Radical Innovation based on Patent Information (특허 정보를 이용한 기업의 급진적 혁신에 관한 실증연구)

  • In this paper, we analyze features of radical innovative businesses using their patents. Although patents have been used to evaluate outcomes of businesses from the 1980s, it is challenging to use patents for radical innovations. We examined the possibility of taking advantage of patents for an indicator that represents a radical innovation in pharmaceutical industry. To this end, we collected FDA approval data from the U.S. Food and Drug Administration and patent data of 18 pharmaceutical companies. For analysis, we utilized the network centrality analysis and Wilcoxon signed ranked test, which is a non-parametric statistical hypothesis test used to compare two related samples. We observed that a radical innovative company typically cooperates with other research groups, such as universities and companies, and acts as a hub for connectivity in pharmaceuticals. Also, we found that there are differences in centrality between radical firms and non-radical firms. Thus, we expect that the results of this study will help in developing strategies for research and development of pharmaceutical companies and identifying factors affecting radical innovation in the future.

The Impact of Exclusive Subcontracting on the Input, Behavior and Output of Innovation in Small Venture Firms: Evidence from Manufacturing Industries of Korea (수·위탁거래의 전속성이 중소벤처기업의 혁신 투입, 활동 및 성과에 미치는 영향)

  • This study analyzes the impact of exclusive subcontracting on the input, behavior, and output of innovation in manufacturing industries of Korea. Based on the analysis of pooled cross-sectional data of 6,029 small venture firms, this study proved that the exclusive subcontracting between small venture firms and large enterprises are lowering R&D investment of small venture firms. Second, the innovation activities of small venture firms including the ratio of R&D personnel and the scope of cooperation and partnership with external organizations were lower than those of small venture firms that have non-exclusive or no relations with large enterprises. Third, the innovation performance of small venture firms such as the number of patent applications, the ratio of sales by new products, and the cumulative sales growth rate was lower than those of small venture firms that have non-exclusive or no relations with large enterprises. This study verifies that the exclusive subcontracting relationships significantly weaken the innovation process and performance of small venture firms systematically, resulting in a kind of market failure in which small venture firms have almost no incentive to facilitate innovation.

  • The Importance of SEP (Standard Essential Patents) Procurement Operation is on the side of Governmental and Public both to accelerate the national trade negotiation competitiveness. To operate cooperative system of SEP creation and management, Government should monitor the effect and performance periodically to public sectors. and To achieve the support objectives, it should establish the virtuous circle infrastructure between R&D and economic performance on SEP. This can make the SEP enhancement to pursue the international competitiveness on Intellectual Property Rights. Especially the specific support approach to each phase of the SEP declaration matrix is essential to consolidate the possibility of SEP creation and acquisition. In this study, the concepts of SEP to accelerate the national trade negotiation competitiveness and the prior research were verified through the investigation of market trend and current state of affair analysis. Through the analysis of international and domestic situation of SEP procurement and management, We have found the results as follows. First of all, the leading conglomerates and the Government should focus on the secondary and tertiary industries to create and acquire SEPs to accomplish the effectiveness of selection and concentration. In second, the SMEs and Univ. Labs should focus on the quaternary sector of the economy to retain the competitiveness of speed and challenge on SEP related. From this study, the appropriateness of the tailored-support management model should be institutionalized, and the results implied an research in order to examine the suitability among the current SEP to enhance the competitiveness of national trade research issues.

  • As science and technology advanced, specialized and massive, development through mutual cooperation or research based on patent licensing such as material transfer contract, technology transfer contract etc are actively taking place to minimize or separate the cost and risk of R&D. In R&D, such mutual work can enjoy the merit of division of labor by effectively allocating resources and manpower to accomplish its goal. Inevitably, however, there are also many possibilities of disputes regarding the ownership and use of intellectual property rights resulting from such mutual/post-studies, or inventions upgraded by using prior patents. The case reviewed by this paper is noticeable regarding the recent trend of upgraded inventions. In the case, a pharmaceutical company conducted tests/assessments on the complete technology of patent owned by a university on the premise of transferring the technology, and then terminated the technology transfer contract due to reasons of toxicity. The university then filed a damage claim suit against the company for infringing the contract. This is a dispute case betw een a university which developed a potential ingredient for new medicine and a pharmaceutical company which agreed to transfer and receive the technological later on. Regarding the upgraded inventions of source patents, this case has many implications on the protection of prior patents, research contract, and research security to protect the accomplishment of research. This paper reviews the subject ruling and the protection of upgraded patents and source technologies. As critical notes, the paper also summarizes the major issues of case ruling to observe the standard of ruling patent infringement related to the extortion of upgraded patents. Then, through the ruling of the case above, the paper suggests implications and future strategies.

  • 본 발명은 해수의 담수화 장치에 관한 것으로, 해수를 증기와 온수로 변환하도록 태양열을 이용하여 상기 해수를 가열하는 가열기와, 상기 가열기에 의해 변환된 상기 증기와 상기 온수를 분리하는 분리기를 포함하며, 상기 가열기는, 오목한 곡면을 갖는 반원통 형상으로 마련되고, 상기 반원통 형상의 길이방향을 따라 위치하는 다수의 초점을 향하여 내면으로 조사된 태양광을 반사하는 반사렌즈 및 상기 반사렌즈에 의해 반사된 상기 태양광의 열 에너지에 의해 상기 해수를 가열하도록, 상기 반사렌즈의 초점이 위치하는 길이방향의 지점을 따라 상기 해수가 흐를 수 있도록 형성되는 유로관을 포함하는 것을 특징으로 한다.
