본 학술지에서는 고령사회가 진행되는 대한민국 내의 건설현장에서 겪고 있는 청년근로자의 건설현장 기피현상으로 인한 유입 감소와 건설현장 진입장벽의 낮음, 일용직 근로자의 비율 상승에 따라 건설현장 내 고령근로자의 증가 추세와 이와 같은 현상에서 나타나는 건설현장에서의 고령근로자 역할과 고령근로자 취업제한 및 금지 불가, 그에 따른 고령근로자의 취업에 관한 고용관리방안을 발표하고자 한다.

Most accidents at construction sites are occurring in vulnerable groups such as new workers, foreign workers, and elderly workers. These vulnerable workers often lead to accidents due to the lack of awareness of risks. Therefore, in order to reduce accidents, it is necessary to pay attention to and manage vulnerable workers. This study attempted to identify the level of safety awareness and safety management priorities for vulnerable workers through IPA analysis. New workers should be able to adapt to the field as soon as possible, and foreign workers were found to need frequent check-ups due to language communication problems. In the case of older workers, it was analyzed that it was necessary to check their health and to check whether they were performing other tasks than the prescribed ones.

격의 없이 근로자와 함께 하는 안전활동을 통해 행복하고 즐거운 현장분위기를 조성해 나가고 있는 현장이 있어 큰 주목을 받고 있다. 그 주인공은 바로 중견건설사인 (주)동서가 시공을 하고 있는 '공군부대 장영복합체육시설현장'이다. 이곳 현장은 안전보건공단이 인정한 '위험성평가 우수사업장'으로, 임직원과 근로자들이 하나가 되어 적극적인 재해예방활동에 나서고 있다. 근로자들이 마음으로 안전을 받아들이고 안전관리의 주축으로 나서도록 하기 위해 끊임없이 노력하고 있다는 이곳 현장을 찾아가봤다.

건설 현장에서 발생하는 사고가 전체 산업재해의 약 20~30%로 높은 비율을 보이고 있기 때문에, 위험성평가를 통해 위험을 감지하고 대책을 수립하는 것이 중요하다. 이 연구의 목적은 현장의 모든 관리자 및 근로자들이 참여하고 정보를 공유함으로써 근로자들의 안전한 작업환경을 조성하고, 건설현장 근로자의 안전의식과 안전문화를 형성하여 안전사고를 미연에 예방하기 위한 위험성평가 프레임워크 개발에 있다. 이를 통해 종합적인 안전관리를 실현하고, 안전한 작업환경을 조성하며, 근로자의 안전의식을 높이고 안전문화를 정착시키는 것이 주요 목적이다. 본 연구에서는 디지털 플랫폼을 활용하여 건설현장에 적합한 위험성평가 프레임워크를 개발하고자 한다. 이 프레임워크를 통해 안전한 작업환경을 조성하고, 건설현장 근로자의 안전의식과 안전문화를 형성하여 안전사고를 미연에 예방할 수 있다. 이러한 연구결과는 안전한 작업환경 조성과 안전사고 미연에 예방하는데 중요한 역할을 할 것으로 예측가능하다.

최근 근로자들과 함께하는 자율안전관리로 유명세를 떨치고 있는 현장이 있어 업계의 주목을 받고 있다. 그 주인공은 바로 중견건설사인 (주)대건이 시공을 하고 있는 '삼척고 이전 진입도로 개설공사 현장'이다. 이곳 현장은 안전보건공단이 인정한 '위험성평가 우수사업장'으로, 임직원과 근로자들이 하나가 되어 적극적인 재해예방활동에 나서고 있다. 즉 정부가 최근 강조하고 있는 '상생 안전'을 모범적으로 실천하고 있는 것이다. 이처럼 이곳이 안전을 최우선 가치로 내세우는 배경에는 근로자의 생명을 보호하고 건강을 지키기 위함도 있지만, 가장 큰 이유는 해당 현장이 '학교'와 관련이 있기 때문이다. 만약 소홀한 안전관리와 부실공사로 인해 사고 등의 문제가 발생할 경우 소중한 미래 인적자원인 학생들에게 해가 될 것이라 판단, 안전에 각별한 주의를 기울이고 있는 것이다. 근로자는 물론 학생들의 생명과 꿈을 지키기 위해 철저하게 안전관리를 펼치고 있다는 이곳 현장을 찾아가봤다.

본 논문은 생산 현장에서 필요로 하는 다양한 스마트팩토리 서비스를 현장 근로자가 직접 기획, 설계, 구현 및 적용 가능한 서비스 플랫폼을 제안한다. 이를 위하여 오픈 하드웨어 개발 도구 등을 활용한 IoT 기반 제조데이터 수집과 이를 활용하여 서비스 화면을 구성할 수 있는 개발도구를 설계하고 구현하였으며, 구현된 프로그램으로부터 제조데이터 기반의 다양한 현장 서비스를 근로자가 직접 만들고 배포할 수 있다.

Purpose: TThis study seeks to understand the provisions of the Industrial Safety and Health Act and the Construction Technology Promotion Act and to propose measures to prevent serious industrial accidents by seeking to promote safety and health of workers through improvement of safety management at construction sites. Method: A survey was conducted on construction sites with more than 50 permanent workers (5 billion won in construction amount). The analysis of the data was conducted using the JAMOVI statistics program and based on objective data. Result: Multiple regression analysis was conducted to verify the hypothesis of this study, and the results of the analysis. The participation of workers in safety and health activities has the highest impact on the promotion of safety and health of workers. Conclusion: In order to promote safety and health of workers at construction sites, compliance with safety and health rules of workers is required and improvements should be made to allow workers to participate in safety and health activities.

해체공사는 작업의 특성상 단기간에 이루어지며, 해체공사 현장에 투입되는 근로자는 일용직 근로자가 대부분으로 안전사고의 비율이 높다. 사업장 위험성 평가에 관한 지침에는 위험성 평가시 근로자를 참여토록 하고 있으나 해체현장의 특성상 근로자가 참여한다고 하여도 위험요소를 파악할 역량이 부족할 따름이다. 또한 기존의 해체공사 안전관리 매뉴얼은 구조안전성 확보를 위한 매뉴얼로 해체 근로자의 안전을 위한 매뉴얼은 없는 실정으로, 근로자의 안전을 확보하기 위한 위험성 평가 매뉴얼이 요구되고 있다. 이에 본 연구에서는 건설공사 안전관리 종합정보망(CSI)의 해체 및 철거공사의 사고사례를 분석하였으며, 해체 및 철거 사고시 발생한 주요 위험요소를 도출하여 작업 공종별로 유해·위험요인의 파악을 손 쉽게 할 수 있도록 하였다. 또한 해체 현장 규모에 따라 대규모 현장은 빈도·강도법, 중·소규모 현장은 체크리스트법을 활용하여 위험성을 결정하고 감소대책을 수립할 수 있도록 매뉴얼을 구성하였다. 잔여 위험에 대해서는 관리카드를 만들어 해체공사 완료시까지 관리하도록 하였다.

On January 8, 2021, the Act on the Punishment of Severe Disasters passed the Legislation and Judiciary Committee and has been in effect in earnest since January 2022. However, safety accidents at construction sites are still continuing, and it is necessary to discuss ways to improve the safety awareness of construction workers. Therefore, in this study, data were collected through a survey of construction site workers, and the effect of the organizational climate of the workplace on the level of safety consciousness of workers was studied. As a result of the study, the factors of organizational structure, guaranteeing autonomy and consideration of supervisors among the organizational climate of the workplace had a positive effect on the improvement of workers' safety awareness. Based on this, this researcher suggested that workers should be delegated the authority to perform some tasks according to the situation and content of the work during the field work and that incentives should be compensated according to performance.
