The Evaluation of Regional Innovation and Cluster Policies : Theory and Methods (지역혁신과 클러스터 정책의 평가: 이론과 방법)

  • Regional innovation and cluster policies are the new agenda of regional policy, an agenda that began to spread over recent years throughout different countries and regions. In this context, our main question arises: how are we going to evaluate regional innovation and cluster policies? What models and methods are we going to use? Since 1990, regional and national governments have put more emphasis on evaluation as a tool directed to produce knowledge to design better policies. The objective of this article is to summarise the main challenges arising from the evaluation of regional innovation and cluster policies and make some methodological proposals that can contribute to produce better evaluations. In the first section, there is a brief presentation of regional innovation and cluster policies, followed by a more detailed analysis, in the second section, of their principal characteristics and of the main challenges posed by their evaluation. In the third section, some evaluation proposals that can help to improve current evaluation practice are presented. The paper concludes with a short number of general recommendations that we should bear in mind when designing an evaluation of regional innovation and cluster policies.

Governance of Regional Innovation Policies of the Ruhr Area in Germany (독일 루르지역의 지역혁신정책 거버넌스 연구: 혁신주체간 협력관계를 중심으로)

  • The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. Bae et al (2006), The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Ruhr area, the policies heavily rely on the R&D capacity of local universities and public research institutes; and various levels of governments have different roles to play.

A Study on the Influence of the Government's Innovation Promotion Policy on the Innovation Performance of the Service Industry (정부의 혁신 촉진 정책이 서비스 산업의 기술 혁신 성과에 미치는 영향에 관한 연구)

  • This paper analyzes the effects of government support systems, regulation, and innovation promotion policy on technological innovation performance of companies in the service industry using 4,000 Korean service industry companies. Multiple and hierarchical multiple regression analysis were used to analyze the correlation between the individual factors and process innovation and product innovation. Government support, regulation and technology innovation in the service industry were tested. In addition, government innovation promotion policy includes government support and regulation and the technological innovation performance of service firms. As a result, the government support system affects both the process innovation and the product innovation performance in the service industry, but affects only the process innovation performance in the case of regulation. Innovation promotion policy was found to regulate the relationship between government support systems and regulation and innovation performance of the service industry. Therefore, these findings provide strategic implications for the management of enterprises in relation to government support systems and innovation policy. It is necessary to reorganize regulations that are outdated to improve the effect of innovation policies on innovation performance.

The Evolution of Innovation Cluster : Focusing on the Daedeok Innopolis (혁신클러스터의 진화 : 대덕연구개발특구를 중심으로)

  • This paper explores the life cycle of innovation cluster, especially focussing on the Korean representative innovation cluster, Daedeok Innopolis. For this purpose, we review theoretically how an innovation cluster has been growing up. In particular, we discuss how a cluster has been formed and activated by governmental innovation policies from an evolutionary perspective. By doing so, the study identifies the typical features of an innovation cluster according to each dimensions of the cluster life cycle. The results of this study are as follows: First, in this study, Daedeok Innopolis has characteristics of latency, emergence, growth, and maturity from evolutionary perspective. Second, the governmental structure of the Daedeok Innopolis is a strong government-led and top-down structure, which has features of inclusiveness and flexibility such as umbrella policy. Third, the Daedeok Innopolis can be seen that adaptive or renewal development, as while, it can be applied fine adjustment the innovation cluster policy towards the recognition of innovation obstacle at each dimensions of the life cycle. Therefore, these discussions expose what kind of policy interventions should be addressed to form and develop the innovation cluster according to the cluster life cycle, as while, the development of adaptive policies during the risk and take-off period. Ultimately, the study provides that a different kind of policy instruments and tools should be implemented according to innovation cluster development and its distinctive characteristic per each dimensions of the cluster life cycle.

Kingdon의 다중흐름모형을 활용한 연구개발 정책혁신 과정 분석 : 국가전략프로젝트에 대한 예산심의·의결을 중심으로

  • 본 연구는 Kingdon의 다중흐름모형(MSF: Multiple Stream Framework)을 통하여 정부연구개발예산 중 미래성장동력 부문에 대한 예산결정 과정을 살펴보았다. 연구 대상은 대통령 의지로 의제가 발기된 정책의제 국가전략프로젝트이며 비합리적 의사결정에 대한 견제수단으로 활용되는 예비타당성조사가 예산의 결정단계로 이어지는 일련의 과정을 살펴보았다. 연구의의는 3개 흐름에서 행해지는 비합리적 의사결정 케이스를 확인하고, 정부 R&D 사업의 예산결정과정에서 온-오프 스위치 역할을 하고 있는 게이트 키퍼(gate keeper)인 사업 평가자(PM), 구체적 사업계획안을 만드는 부처의 사업기획자, 그리고 자문역할을 하는 전문가집단을 정책혁신가로 바라볼 수 있다는 의의를 발견했다. 공공부문의 정책혁신가는 사업을 기획한 부처와 같이 자기(부처)이익을 추구하지는 않지만 공공가치를 추구하는 독립적인 위치에 있었고, 어느 일면에는 과학기술분야의 성장과 발전을 바라고 있었다. 다시 말해, 연구는 정책혁신가라는 존재가 특정한 개인 또는 집단일 뿐만 아니라 2개 집단 이상의 복수의 정책혁신가가 있을 수 있는 가능성을 확인하였다. 특히, 예비타당성조사에서 PM이 흐름 간의 중개를 상향적 직접적으로 수행하지 않지만, 하향적으로 사업기획자 등 주체들 간 의견을 조정하고 합의를 이끌어 내는 모습은 중요 활동을 하고 있음이 확인되었다. 연구는 정책혁신가의 새로운 형태를 발견하였지만, 정책결정의 전 주기가 아닌 정부예산 이후 국회예산이라는 특정 시기를 대상으로 하였는데, 분석 과정에서 예산과 시간의 제약으로 사업기획을 담당했던 부처 및 기재부공무원, 해당기술 분야 연구자, 국회 관계자 등 관련 주체들의 견해를 고루 담아내지 못한 아쉬움이 있다. 향후 다양한 참여자들의 의견을 수렴할 수 있다면 정책 결정 과정에 정책혁신가의 다층적(Multiple) 존재 여부와 특성을 면밀히 들여다 볼 수 있을 것이다.

Analysis on the Difference in Perception Between Policy Providers and Users on the Factors that Activate the Innovation Cluster: Focusing on the Case of Daedeok Innopolis using AHP (혁신클러스터 활성화 요인에 대한 정책공급자와 수요자의 인식차이 분석: 대덕연구개발특구 사례에 대한 AHP 조사를 중심으로)

  • The innovation cluster is formed by cooperation and networking among a number of actors, including companies, universities, research institutes, government and other supporting organizations, but the main subject of innovation in the venture ecosystem, which can be said to be the core of the innovation cluster, is the enterprise. Therefore, enterprises in innovation cluster can be seen as a major user of the innovation cluster policy. In order for the policy to be executed smoothly, policy acceptance is important. However, existing research on policy prioritization tends to be centered on policy providers, so it is necessary to check them from the perspective of policy users. Accordingly, this study conducted discussions from a two-way perspective to establish the correct policy direction through a balanced perspective between a policy provider-centered top-down perspective and a policy user's bottom-up perspective. First, the factors for activating the innovation cluster (three factors in the first level and 14 factors in the second level) were derived through prior research and expert interviews. After that, the importance of the factors for activating the innovation cluster was analyzed using AHP (Analytic Hierarchy Process) for the policy provider group and the user group in the Daedeok Innopolis, a representative case of innovation cluster policy. As a result of analyzing the importance of the innovation cluster activation factors from the perspectives of policy providers and users, some similarities were also seen, but overall differences in mutual perception were found. It was found that the policy provider group focused on innovation creation factors, while the policy user group viewed innovation creation, clusters, and industrial location factors from a more balanced perspective. This study is meaningful in that it deals with both perspectives in a balanced way by expanding the targets from the existing policy provider-centered research to policy users. In addition, practical contributions exist in the aspect of providing basic data so that policies can be carried out based on corporate needs in fostering innovation clusters.

Regional Innovation Capabilities and Firms' Technological Innovation Activities in Chungnam Province of South Korea (충남 북부지역의 지역혁신역량과 기업의 기술혁신활동)

  • This research analyzed regional innovation capabilities and technological activities of firms in Chungnam province of South Korea on the basis of a questionnaire survey of 64 regional manufacturing firms. The existence and level of regional innovation capabilities were measured by the perceptions of firms, a core actor in the regional innovation system. The analysis result revealed that research capabilities of academia, capabilities of R&D institutes, technological capabilities of industry, and governmental policy support were recognized as major capabilities of the regional innovation system. Regional proximity was also found to have significant influence on firms‘ sources of technological innovation and selection of collaboration partners. Practical as well as theoretical implications of the findings and future research directions were discussed at the last part.

Analysis of the Firm Support Effects of the Innovation Procurement Policy Using Propensity Score Matching and Difference in Differences (성향점수매칭(PSM)-이중차분(DID) 결합모형을 이용한 혁신조달 정책의 기업지원 효과 분석)

  • The Innovation Procurement Policy was introduced as part of the strategic public procurement policy to improve firms' innovation capabilities and enhance the public sector's ability to solve social problems by designating and purchasing so-called 'innovative products.' The pilot procurement project for innovative products was first introduced in 2019, and the policy system for designating and discovering innovative products by government departments, as well as the priority purchase system, was established in 2020. Hence, this study conducted a quantitative analysis focusing on the effectiveness of the innovation procurement system in supporting firms after it was fully implemented. For this purpose, corporate financial and employment data from 2017 to 2021 were used, and propensity score matching(PSM) and difference-in-difference(DID) methods were utilized as analytical tools. The study found that the innovation procurement system contributed to corporate growth and employment and created additional public and private sales channels. Moreover, it is necessary to enhance the innovation procurement system, such as matching innovative product-producing companies with existing SME support policies, for companies to become self-sustaining after the innovative product designation ends.

  • 현재 우리나라 혁신시스템은 기존의 성장 및 기술공급 위주의 발전전략이 한계를 노정하면서 새로운 전환기를 맞고 있다. 이에 새로운 혁신 경로 창출을 위한 과학기술 ICT 정책 패러다임 전환은 물론 지속가능한 에너지, 농업 농촌 등 다양한 영역에서의 시스템 전환이 필요한 상황이다. 이를 위해서는 과학기술 ICT와 에너지 환경 등 관련 분야 간의 연계 통합은 물론, 기술이 활용 확산되는 현장이나 사회, 사용자의 이해가 더욱 중요해진다. 리빙랩은 사용자 참여를 기반으로 하는 새로운 혁신모델이자 지속가능한 시스템 전환의 니치 실험으로서 최근 유럽을 중심으로 부각되고 있다. 본 연구에서는 과학기술 ICT가 에너지 전환, 농업 농촌 시스템 전환, ICT 정책 패러다임의 전환에 적용된 리빙랩 사례를 살펴보고 우리나라에서의 시사점을 도출하였다. 유럽의 SusLab 프로젝트, C@R 프로그램, 대만의 리빙랩 사례 모두 사전기획 단계부터 지역 사용자의 배경과 경험을 적극적으로 수집하고, 사용자 주도의 혁신활동을 개발프로세스 전반에서 유지함으로써 적실성있는 문제해결은 물론 다양한 전환 실험을 성공적으로 추진하였다. 이러한 결과는 중앙정부와 지자체의 R&D사업에서 각각 리빙랩의 도입을 검토하는 우리나라에 다양한 시사점을 제공한다. 리빙랩은 국가 또는 지역 전반의 사회 기술시스템의 전환을 위한 전략적 니치 실험, 정책 간 연계통합의 수단, 새로운 지역혁신 모델로 활용될 수 있다. 또한 최근 혁신정책 패러다임에서 강조하고 있는 사용자 및 수요 측면을 반영한 정책통합을 실현할 수 있는 중요한 플랫폼이 될 수 있다.
