For a public library. which is a regional information service agency. to acquire high competitiveness, preparation for uncertainties of future through understanding its own internal strengths and weaknesses. and external opportunities and threats based on assessments regarding knowledge information environment and characteristics of regional community. current status of the library, etc. Therefore. in this study, through SWOT analysis. one of competitive strategy analysis methods, the status of competitive strategy of C library was analyzed. In order to carry out the study interview and survey were performed with professional librarians, then through final consultations from management consulting experts, a plan to strengthen competitiveness for C library was devised. Conclusions from this study were as below. In order to strengthen competitiveness of C library offering distinguished high quality services through active cooperations with external institutions, efforts to improve library's position and stand following being selected as a library to visit for 2006 World Library and Information Congress, and revitalization of library usage through providing user oriented differentiated services are needed.

The military is driving innovative changes such as AI, cloud computing, and drone operation through the Fourth Industrial Revolution. It is expected that such changes will lead to a rapid increase in the demand for information exchange requirements, reaching all lower-ranking soldiers, as networking based on IoT occurs. The flow of such information must ensure efficient information distribution through various infrastructures such as ground networks, stationary satellites, and low-earth orbit small communication satellites, and the demand for information exchange that is distributed through them must be appropriately dispersed. In this study, we redefined the DSCP, which is closely related to QoS (Quality of Service) in information dissemination, into 11 categories and performed research to map each cluster group identified by cluster analysis to the defense "information exchange requirement list" on a one-to-one basis. The purpose of the research is to ensure efficient information dissemination within a multi-layer integrated network (ground network, stationary satellite network, low-earth orbit small communication satellite network) with limited bandwidth by re-establishing QoS policies that prioritize important information exchange requirements so that they are routed in priority. In this paper, we evaluated how well the information exchange requirement lists classified by cluster analysis were assigned to DSCP through M&S, and confirmed that reclassifying DSCP can lead to more efficient information distribution in a network environment with limited bandwidth.

Recently there has been huge efforts to improve performance in construction process by applying emerging techniques such as the Lean principle and Just-in-time concept. However, little achievement as we expected has come out in reality due to the lack of strategy to set a definite goal of the execution and differences of personal viewpoints on construction productivity. Accordingly, it is the most important to promote the circumstances for the construction process improvement by quantifying the goals of respective unit activity groups. This research explores feasible solutions for the improvement of construction projects performance by combining the six-sigma principle for the generic administrative innovation based on the idea of construction process performance. For this purpose, mutual comparisons of various current approaches are performed in an attempt to establish the advantages in applying six-sigma idea and to provide its fundamental strategy. Furthermore, through a case study with the simulation of applying six-sigma to a unit activity group in construction process, this paper verifies that the overall performance improves as the degree of sigma level gets advanced.

Lake Biwa Canal was a dream project that reminds us the passion and innovation of Kyoto Citizens more than water supply. It is a modernization project combining engineering knowledge and scientific technology, which started transportation by ship through big-scale civil construction as well as supplying electricity as the first waterpower plant in Japan, and it overcame the physiographic limit through adopting unique method of waterway transportation. Lake Biwa Canal, which has tangible and intangible culture heritage value as the traditional space of Kyoto, the Old Capital of 1200 years, conceives a cultural meaning that is connected through various mutual relation as well as scientific technologic factor. Lake Biwa Canal is not only the function for supplying water to gardens and temples of Kyoto region, but it is also a cultural fruit that is formed by complex causal relationship of various contents such as geographical and environmental background, the phases of the times, local development policy, political circumstances and religions. This study is aimed at interpreting the value of Lake Biwa Canal multilaterally by the convergence of cultural and technological aspects through the view of the world which the age tried to pursue, focusing on the construction of Lake Biwa Canal which was accomplished in the process of promoting the modernization of Kyoto.

Samsung Tesco is a representative company that is successfully enforcing 'sustainable management' through creative, systematic corporate responsibility (CR). The concentration on CR is because of the fact that the modern society expects companies to do a role as a social citizen. For this reason, Samsung Tesco emphasizes that the cost of carrying on CR is an important factor in business which leads to a positive cycle in business, and accordingly is rather an investment than a cost. The reason why Samsung Tesco proclaimed its resolution to make best efforts on CR is because Samsung Tesco thinks CR is a necessary task and responsibility of a company. Samsung Tesco is doing various activities continuously, and is investing by increasing its costs on CR and systemizing the organization. Consequently, Samsung Tesco is being evaluated as the first and best innovative company in the distribution industry. This case study firstly shows the actual conditions of domestic companies in doing CR. Secondly, it analyzes how Samsung Tesco is carrying out the cultural, sharing, and environmental CR. And lastly, it gives some strategic points on successful CR.

This paper proposes an innovative cognitive IoT framework specifically designed for fog computing (FC) in the context of industrial Internet of Things (IIoT). The discourse in this paper is centered on the intricate design and functional architecture of the Cognitive IoT platform. A crucial feature of this platform is the integration of machine learning (ML) and artificial intelligence (AI), which enhances its operational flexibility and compatibility with a wide range of industrial applications. An exemplary application of this platform is highlighted through the Predictive Maintenance-as-a-Service (PdM-as-a-Service) model, which focuses on real-time monitoring of machine conditions. This model transcends traditional maintenance approaches by leveraging real-time data analytics for maintenance and management operations. Empirical results substantiate the platform's effectiveness within a fog computing milieu, thereby illustrating its transformative potential in the domain of industrial IoT applications. Furthermore, the paper delineates the inherent challenges and prospective research trajectories in the spheres of Cognitive IoT and Fog Computing within the ambit of Industrial Internet of Things (IIoT).

As the core infrastructure to lead technical innovation for the fourth industrial revolution, economic value and utilizations of radiowaves are increased rapidly. The objectives of this study are to recognize the growing trend of radio stations that transmit information using radiowaves, a limited resource of the country, and to propose developed plans for the radio stations operation system in line with the changing radio technology and use environment. To be specific, the detailed implementation procedures and methods of the system were derived in accordance with the government's plan to convert the complete inspection of radio stations into a SDoC(Self Declaration of Conformity) by the telco. SDoC is a policy that grants autonomy and responsibility for radio waves interference management to existing telecom operator recognized as having radio stations operating capabilities. It has significance in that the function of radio stations inspection, which is a representative technical regulation, is efficiently distributed to the government and the private sector. This study has significance in providing reference for expediting deregulation in the radiowaves management policy.

Roll-to-roll processing holds an integral position within the manufacturing landscape, and its significance reverberates across numerous industries. This versatile technology platform encompasses a diverse array of process methods and accommodates a wide spectrum of material categories, making it a cornerstone of modern production. Within this expansive domain, two commonly employed coating techniques, namely the slot die and gravure coating methods, have earned their prominence for their precision and efficiency in delivering flawless coatings. Additionally, the realm of drying processes relies heavily on thermal drying, infrared (IR) drying, and ultraviolet (UV) drying methods to expedite the transformation of materials from their liquid or semi-liquid states to solid, ready-to-use products. The undeniable importance of roll-to-roll processing lies in its ability to streamline manufacturing processes, reduce costs, and enhance product quality. This article embarks on a comprehensive journey to fathom the depth of this importance by delving into the intricacies of these common roll-to-roll process methods. Through rigorous research and meticulous data collection, we aim to shed light on the pivotal role these techniques play in shaping various industries and advancing the world of manufacturing. The advancement of Information and Communication Technology (ICT) is accelerating innovation across society, and the defense sector is no exception as it adopts technologies aligned with the Fourth Industrial Revolution. In particular, the Army is making efforts to establish an advanced Army TIGER 4.0 system, aiming to create highly intelligent and interconnected mobile units. To achieve this, the Army is integrating cutting-edge scientific and technological advancements from the Fourth Industrial Revolution to enhance mobility, networking, and intelligence. However, the existing addressing system, IPv4, has limitations in meeting the exponentially increasing demands for network IP addresses. Consequently, the military considers IPv6 address allocation as an essential process to ensure efficient network management and address space provisioning. This study proposes an approach for IPv6 address allocation for the future military, considering the Army TIGER system. The proposal outlines how the application networks of the Army can be differentiated, and IP addresses can be allocated to future unit structures of the Army, Navy, and Air Force, from the Ministry of National Defense and the Joint Chiefs of Staff. Through this approach, the Army's advanced ground combat system, Army TIGER 4.0, is expected to operate more efficiently in network environments, enhancing overall information exchange and mobility for the future military.

This paper's purpose is to get hold of the recent research trend by analyzing the variables uesd in startups related papers. The startups related papers in this paper are the papers which include 'startups' in the title of the registered papers from the year 2013 to the year 2020. This study's analysis methods are text-mining of all variables and text-network analysis of affected variables. Visualizing tool for network analysis is Gephi. The result of variables' analysis is as follows. First, independent variables consist mainly of variables about startups' internal factors and outside environment, but due to startups' features like early stage company's features, innovative features, most of variables are about enterprise internal competitiveness, marketing 4P strategy, entrepreneurship, coopreation method, transformational leadership, enterprise features, lean startup strategy, enterprise internal communication, value orientation, task conflict, relationship conflict, knowledge sharing, etc. Second, dependent variables are mainly about outcome, and are classified into financial performance and non-financial performance by overall concept. In other words, startups related papers have higher interest in non-financial performance, like management performance, team performance, SCM performance as well as financial performance like sales quantity owing to startups' immaturity in getting good financial performance. Through this study we can find out as follows. Although there are not many officially registered papers dealing with startups, those papers include various themes about stratups. For example, there are trendy themes like lean startups strategy, crowdfunding, influencer and accelerator, etc.
