This study empirically analyzes game engine supplier's licensing strategy connected with supplier's technological regime and technological innovation. The results show that game engine supplier's technological regime is heterogeneously differentiated and it's user friendliness increases. "User Friendliness" of supplier's technological regime enables supplier's efficient technological transfer and increases supporting capability. Technological knowledge factors such as modularity of game engine structure, generic capability, codifiability of tacit game engine knowledge and degree of innovation turn incomplete technological market into efficient technological market by increasing supporting capability and by reducing transaction cost.

This study examines the approach of socio-technical systems and strategic niche management. It reviews the characteristics of that approach such as multi-level perspectives, the views on technology, and policy orientation. It applies the approach to the long-term vision making in science and technological innovation, socio-technical planning, participatory R&D, and science communication in Innovation policy areas and suggests some policy implications.

This study explored the patterns of activities and interactions among participants in the adoption process of a new system innovation, ADSL, in Korea, using an integrative framework of innovation system and strategic decision-making process for uncertainty reduction. An in-depth case analysis was undertaken to identify the adoption process of ADSL innovation, as a case in point, in conjunction with activities and interactions among related parties such as government, service providers, equipment suppliers, and content providers. The results of case analysis revealed that as the level of uncertainty in the adoption of ADSL innovation decreases, the focus of decision-making activities moves from scoping, to searching, to evaluating and to committing. Also this study found that at the early stage of ADSL adoption with higher level of uncertainty, government plays a pivotal role in coordination of related parties to participate in the innovation process, while service providers replaced this role at later stage of innovation with lower level of uncertainty. This study discussed theoretical and policy implications for the adoption of new system innovations with varying degrees of uncertainty.

The main aim of this paper is to provide a plan for building an effective and competitive innovation system of Daeduck Valley in Korea through analysing the process of knowledge production and commercialisation of venture firms in the perspective of industry-(university) research networks. Since 1997, with the willingness of the government aimed at building' second Sillicon Valley', an ostensible innovation system cantered around the existing science technology town has been able to be built in Daeduck Valley. Nonetheless, some fundamental problems with the knowledge production and commercialisation of venture firms were appeared as the results of this study. It is led tv not only the lack of network agents and institutes that are able to facilitate and coordinate the networks of economic actors comprised of the innovation system, but also the impertinent roles of economic actors. In particular, these problems were differentiated in accordance with the growth stage of venture firms and the processes of knowledge production. Therefore, several policy implications for building innovation system are suggested in the perspective of the complement of existing innovation system of Daeduck, rather than constructing a new innovation system. At the same time, they are provided in accordance with different growth stages and knowledge production processes.

Recently innovation cluster has been emphasized as a valid policy measure for innovation. For suggesting a new model of innovation cluster, we conducted literature review for the theories of regional innovation system(RIS) and innovation clusters. As a result, the success factors of innovation cluster were classified into system measures, physical measures, and social(human resources) measures from the perspective of RIS. The case of Gyeonggi province's innovation cluster policy was examined for an empirical analysis. For an in-depth analysis, a survey for the tenant companies in Pangyo technovalley(PTV) was conducted. As a result, it was found that Gyeonggi province's innovation cluster policy is evolving from 'a government-initiated system' to 'the 3rd-generation convergence RIS' and that PTV is closely related to the system measures of 'support for up-to-date management and technology information' and 'support for academic-research-industry cooperative research and technological cooperation,' physical measures of 'strengthening the function of PTV support division' and 'shared research equipment and other infrastructures,' and social measures of 'legal, financial, and administrative support system' and 'public childcare facilities'. Also, technology sector was divided into IT and non-IT for a validity check to find out that there was no significant difference in all factors, except for the public relations factors. This study is expected to provide resources for other related researches.

Following the emergence of a knowledge-based economy, the triple helix model has been recognized as a new - regional and national - innovation model. This model seeks to understand the innovation process that is centered upon the university-industry-government interactions. The governance of the triple helix innovation system can be divided into three models according to the structure and depth of university-industry-government interactions. In the context of evolution, the triple helix can be established through the following three processes of development; i) internal transformation of each helix, ii) impacts of one helix on another helix, and iii) horizontal interactions among three helices. In theory, the triple helix model can be covered as part of the innovation system perspective. Compared to the innovation system perspective, the triple helix model tends to pay, however, more attention to the incompleteness of innovation system and the role of university in the process of knowledge creation. In view of regional innovation, the triple helix can be sustained when the triple helix spaces, including knowledge space, consensus space and innovation space, are created and the three triple helix spaces interact with one another. The existing literature on the triple helix model tends to make selectively use of only a single method between the qualitative method and the quantitative method, although both have shortcomings to reveal the dynamic characteristics of university-industry-government relations. Therefore, research on the triple helix is required to reconcile with two research methods, which are distinct but complementary in nature.

This paper aims at examining technological catching-up in the Korean IT SoC industry using the theories of technological catching-up and sectoral system of innovation. The Korean IT SoC industry has accomplished rapid technological catching-up by the process of variety generation and selection. In the process, Korean fabless ventures have pursued the technological path-creative pattern in niche markets. But the cooperative networks among various firms are prerequisite for the coevolution of sectoral innovation system.
