The government adopts mainly three venture-supporting systems such as Venture Certification, InnoBiz Certification, and MainBiz Certification. This study compares the policy effects of productive aspects and technical inefficiency aspects of Venture Certification and InnoBiz Certification using the data on 'The 2010 Actual Conditions of Venture Enterprise.' With the estimation of production functions, it is found that only 'financing and ease of investment' produces a statistically significant effects on productivity. On the other hands, the other effects of 'the venture certification' do not produce positive effects. However, it is revealed that 'the venture certification policy' primarily reduces technical inefficiencies. The InnoBiz certification policy shows primarily insignificant effects in both sides of the production aspects and technical inefficiency aspects. However, the 'marketing ability effect' produces a positive effect on production and reduces the technical inefficiencies as well.

Since 100PPM Quality Certification System has been established by the Industrial Advancement Administration in 1995, 100PPM duality Innovation movement has contributed much to the enhancement of qualify competitiveness of Korea's parts industry. And in 2000, raised to a higher level, Single PPM qualify Certification System has been established by the Small and Medium Business Adminstration. The quality target is below the 10ppm(parts per million) in outgoing qualify and delivered goods plus field claim. Recently 1.818 companies is received Single PPM Quality Certification from Government. Single PPM Quality Innovation movement is perfection movement which is suitable for 21C's social-economical criteria to pursuit of zero defect. The purpose of this study is to suggest the Kano Model based Global Sustainable duality Innovation(GSQI) Index to improve current problems of Single PPM Quality Innovation Movement.

Technology innovation activities are very important for companies to secure technological competitiveness and continue to grow. Korea operates a certification system at the national level to promote corporate innovation activities, and strives to enhance SMEs' global technological competitiveness. Among these, the representative system related to technological innovation is the New Excellent Technology (NET) certification. NET is certified through a strict three-stage screening process, and is operated for the purpose of commercialization of new technology, technology trading, and promotion of early market entry by companies. Acquiring NET certification means that the company has a certain level of technological competitiveness. Therefore, this study attempted to conduct an empirical analysis on which technology innovation activities of companies affect the success of R&D projects and improvement of management performance, centering on NET certification system. To verify this, technology strategy, technology planning, systematic R&D process, internal cooperation, and external cooperation activities were set as major variables. As a result of the empirical analysis, it was confirmed that all variables set in this study individually contributed to the success of the R&D project and improvement of management performance. However, when looking at a comprehensive level that considers all variables, it was analyzed that systematic R&D process management and cooperation activities with external organizations have a statistically significant effect on R&D project success, and technology strategy establishment and technology planning activities, which are the initial stages of R&D, have a statistically significant effect on management performance. This study was conducted on innovation-oriented SMEs that have established and operated corporate R&D centers and are actively conducting R&D activities, and multiple regression analysis was used as an analysis method.

Policy implications were derived by comparing/analyzing innovative SMEs and general SMEs that obtained innovation certification from 2015 to 2021 in terms of survival period. Work experience, scale (employment, capital and debt size, sales and operating profit) Korean standard industry classification (2 digit) was used to select general SMEs similar to innovative SMEs. Survival period was calculated by defining suspension, closure and overdue equivalent to default as events. As a result of the survival analysis, innovative SMEs showed a 9.8% reduction in the risk of delinquency compared to general SMEs, indicating that the survival period of innovative SMEs was significantly longer. In addition, it was found that the work experience and size (employment, capital) of SMEs had a positive effect on the survival period, but debt had a negative effect on the survival period. This means that the innovation certification system centered on innovation capabilities and future growth potential is a significant indicator in terms of survival period. As a result, it was concluded that the benefits and support policies provided by the innovation certification system need to be more systematic and sophisticated by reflecting the work experience and industry for the actual growth and survival of SMEs.

Companies strive to have the ability to flexibly respond to environmental changes in modern society with its rapidly changing business environment. That is, companies try to achieve the corporate performance by using a variety of strategies since companies that don't go along with changes in industry are likely to fall behind. Also, the corporate performance is a key element in national competitiveness, and government is willing to support companies to maximize their performance in various ways. This study examines whether there is a difference between corporate strategies and government policies according to the retention and the type of certification of innovation. The company's strategy configuration effort is largely divided into exploration and exploitation of external knowledge, while the government's policy is divided into direct support, indirect support, and financial support. The corporate performance is analyzed using technological performance; innovative perspective and the sales; and the actual corporate performance as proxy variables. As a result, the variable affecting the performance differs according to the retention of certification of innovation. The variable affecting the corporate performance differs according to the type of certification of innovation as well. Therefore, it was found that companies can achieve the corporate performance by considering the situation at hand and the differentiated action strategies depending on the type of certification of innovation.
