The dynamic release behavior of Cs from high burn-up spent PWR fuel was experimentally performed under the conditions of a thermal treatment process such as voloxidation and sintering conditions. In voloxidation process, influence of the oxidation and reduction atmosphere on the Cs release characteristic using fragment type of spent fuel heated up to $1,500^{\circ}C$ was compared. In sintering process, temperature history effect on Cs release behavior was evaluated using green pellet under 4% $H_2/Ar$ environment. Temperature range for complete Cs release from spent fuel fragment under voloxidation condition was about $800^{\circ}C{\sim}1,200^{\circ}C$, but that of green pellet under the reduction atmosphere was $1,100^{\circ}C{\sim}1,400^{\circ}C$. Key parameters on Cs release behavior from spent fuel was powder formation as well as the diffusion rate of Cs compound to grain boundary and fuel surface.

In the pyroprocessing of spent nuclear fuels, LiCl-KCl waste salt containing radioactive rare earth chlorides are generated. The radioactive rare earth oxides are recovered by co-oxidative precipitation of rare earth elements. The powder phase of rare eath oxide waste must be immobilized to produce a monolithic wasteform suitable for storage and ultimate disposal. The immobilization of these waste developed in this study involves a solid state sintering of the waste with host borosilicate glass and zinc titanate based ceramic matrix(ZIT). And the rare-earth monazite which synthesised by reaction of ammonium di-hydrogen phosphate with the rare earth oxides waste, were immobilzed with the borosilicate glass. It is shown that the developed ZIT ceramic wasteform is highly resistant the leaching process, high density and thermal conductivity.
Oxygen to metal ratio has been measured by wet and dry chemical analysis to study the properties of sintered $UO_2$ pellets and $U_3O_8$ in the lithium reduction process of spent pressurized water reactor fuels. Uranium dioxide pellets simulated for the spent PWR fuels with burnup values of 20,000~60,000 MWd/MtU were prepared by mixing $UO_2$ powder and oxides of fission product elements, pelleting the powder mixture and sintering it at $1,700^{\circ}C$ under a hydrogen atmosphere. For wet chemical analysis, the simulated spent fuels were dissolved with mixed acid (10 M HCl : 8 M $HNO_3$, 2.5 : 1, v/v) using acid digestion bomb technique. The total amount of uranium and fission products added in the simulated spent fuels were measured using inductively coupled plasma atomic emission spectrometry. Weight change of the simulated fuel during its oxydation was measured by thermogravimetry and then the O/M ratio result was compared to that obtained by wet chemical analysis. Influence of $Mo_{0.4}-Ru_{0.4}-Rh_{0.1}-Pd_{0.1}$, quaternary alloy, on the determination of O/M ratio was investigated.
A method to simulate the extent of interlinkage of grain boundary gas bubbles to the free surfaces of fuel pellet was developed. With the shape of UO$_2$gain treated as tetrakaidecahedron (TKD)), the interlinked fraction of fission gas bubbles to free surfaces at grain comers was calculated as a function of the radius of grain corner bubbles by the Monte Carlo technique. In spite of two dimensional analysis, the present method shooed reasonable agreement between predicted and measured fuel swelling at the moment that complete bubble interlinkage was achieved. However, for more realistic simulation of interlinkage, grain comer bubbles should be treated three dimensionally.

Spent fuel rod cutting device should cut a spent fuel rod to an optimal size in order to fast decladding operation. In this paper, for developing spent fuel rod cutting device with cutter blade, rod properties such as dimension and material of zircaloy tube and fuel pellet are investigated at first and then, various methods of existing cutting devices used commercially are investigated and their performance are analyzed and compared. This device is designed to be operated automatically via remote control system considering later use in Hot-Cell (radioactive area) and the mdularization in the structure of this device makes maintenance easy. SUS and Zircaloy-4 are selected as cut material used in the test of spent fuel rod cutting device by cutter blade. In order for constructing the high durable cutter blade, various materials are analyzed in terms of quality, shape, characteristic, and heat treatment, etc. and from these results, spent fuel rod cutting device is designed and manufactured based on the considerations of durability, round shape sustainability of rod cross-section, debris generation, and fire risk, etc.

The morphology of the high burnup $UO_2$ spent fuel, which was oxidized and annealed in a PIA (Post Irradiation Annealing) apparatus, has been observed. The high burnup fuel irradiated in Ulchin Unit 2, average rod burnup 57,000 MWd/tU, was transported to the KAERI's PIEF. The test specimen was used with about 200 mg of the spent $UO_2$ fuel fragment of the local burnup 65,000 MWd/tU. This specimen was annealed at $1400^{\circ}C$ for 4hrs after the oxidation for 3hrs to grain boundary using the PIA apparatus in a hot-cell. In order to oxidize the grain boundary, the oxidation temperature increased up to $500^{\circ}C$ and held for 3hrs in the mixed gas (60 ml He and 100 ml STD-air) atmosphere. The amount of 85Kr during the whole test process was measured to know the fission gas release behavior using the online system of a beta counter and a gamma counter. The detailed micro-structure was observed by a SEM to confirm the change of the fuel morphology after this test. As the annealing temperature increased, the fission products were observed to move to the grain surface and grain boundary of the $UO_2$ matrix. This specimen was re-structured through the reduction process, and the grain sizes were distributed from 5 to $10\;{\mu}m$.
The microstructure and pore characteristics have been studied on the sintered UO$_2$pellet which was made of the UO$_2$powder manufactured via AUC process. The open porosity decrease with the density and is nearly annihilated above the density of 10.45 g/㎤. The round pore smaller than 3 $\mu$m exist In all densities. The large and elongated pore appears additionally In low density The pore in low density is more elongated than the pore in high density The distribution of the pore area versus the pore size is monomodal and shows its peak on the pore size of 2 to 3 $\mu$m. As the density decreases, the related area of large pore Increases.
The elastic moduli of simulated dry process fuels with varying composition and density were measured in order to analyze the mechanical properties of a dry process fuel pellet. Resonant ultrasound spectroscopy(RUS) which can determine all elastic moduli with one set of measurements for a rectangular parallelepiped sample was used to measure the elastic moduli of UO$_{2}$ and simulated dry process fuel. The simulated dry process fuel showed a higher value of Young's modulus than UO$_2$ due to the presence of metallic precipitates and solid solution elements in the UO$_{2}$ matrix. The correlation between Young's modulus and porosity(P) of simulated dry process fuel was found to be 231.4-651.8 P (GPa) at room temperature. Dry process fuel with a higher burnup showed higher Young's modulus because total content of fission product element was increased.
The slightly hyperstoichiometric uranium dioxide, i.e. U $O_{2.005}$ and U $O_{2.01}$ within a range of the requirement for the use of a nuclear fuel, were sintered directly in an atmosphere of $CO_2$/CO mixture without any succeeding reduction process. The kinetics of sintering in the late stage were investigated for various O/U ratios. A sintering diagram, which show the relation of Temperature-Time-Density-Grain size, was established for each O/U ratio. Only by controlling the oxygen partial pressure in the sintering atmosphere, U $O_2$ pellet could be sintered very easily at low temperature 1050$^{\circ}$~120$0^{\circ}C$ with a density above 95% T.D. and average grain size above 7${\mu}{\textrm}{m}$. It was found that the rate of grain growth follows D=(Kt)$^{1}$4/ in the late stage of sintering. And the activation energies for grain growth in the final sintering stage were found to be 75, 64 and 62kca1/mo1 for U $O_{2.005}$, U $O_{2.01}$ and U $O_{2.10}$, respectively. Although no significant differences are obtained between the activation energies for different O/U ratios, the sinterability is enhanced considerably with increasing the oxygen partial pressure in the sintering atmosphere.tmosphere.

When a new nuclear fuel is developed, an irradiation test needs to be carried out in the research reactor to analyze the performance of the new nuclear fuel. In order to check the performance of a nuclear fuel during the irradiation test in the test loop of a research reactor, sensors need to be attached in and out of the fuel rod and connect them with instrumentation cables to the measuring device located outside of the reactor pool. In particular, to check the temporary temperature change at the center of a nuclear fuel during the irradiation test, a thermocouple should be instrumented at the center of the fuel rod. Therefore, a hole needs to be made at the center of fuel pellet to put in the thermocouple. However, because the hardness and the density of a sintered $UO_2$ pellet are very high, it is difficult to make a small fine hole on a sintered $UO_2$ pellet using a simple drilling machine even though we use a diamond drill bit made by electro deposition. In this study, an automated drilling machine using a CVD diamond drill has been developed to make a fine hole in a fuel pellet without changing tools or breakage of workpiece. A sintered alumina ($Al_2O_3$) block which has a higher hardness than a sintered $UO_2$ pellet is used as a test specimen. Then, it is verified that a precise hole can be drilled off without breakage of the drill bit in a short time.
