Comparison of Perception Differences About Nuclear Energy in 4 East Asian Country Students: Aiming at $10^{th}$ Grade Students who Participated in Scientific Camps, from Four East Asian Countries: Korea, Japan, Taiwan, and Singapore (동아시아 4개국 학생들의 핵에너지에 대한 인식 비교: 과학캠프에 참가한 한국, 일본, 대만, 싱가포르 10학년 학생들을 대상으로)

  • This study was done at a scientific camp sponsored by Nara Women's University Secondary School, Japan. In this school, $10^{th}$ grade students from 4 East Asian countries: Korea, Japan, Taiwan, and Singapore, participated. We made a research on students' perceptions about nuclear energy. Sample populations include 77 students in total, with 12 Korean, 46 Japanese, 9 Taiwanese and 10 Singaporean students. Overall perceptions comparison about nuclear energy shows average values from the order of highest Korea, Taiwan, Singapore, and to lowest, Japan. We implemented a T-test to identify perception differences about nuclear energy, with one group that include 3 countries (Korea, Taiwan and Singapore) and another group that includes all the Japanese students. T-test results of perceptions about nuclear energy shows students from the 3 countries of Korea, Taiwan and Singapore having higher average than Japanese students. (p<.05). Korean average scores regarding overall perceptions about nuclear energy show as the highest in all 4 East Asian countries and also highest in all subcategories. On the contrary in Japan, they have lower and negative perceptions of nuclear energy. In spite of these facts, perceptions of Japanese students about nuclear energy seem lowest and negative mainly because of the recent Fukushima nuclear power plant disaster, caused by the tsunami and its subsequent damages and fears of radiation leaks, etc. This shows that negative information about future disasters and its resulting damages like the Chernobyl nuclear accident could influence more on people's risk perception than general information like nuclear energy-related technologies or the news that the plant is operating normally, etc. Even if the possibility of this kind of accident is very low, just one accident could bring abnormal risks to technology itself. This strong signal makes negative image and strengthens its perceptions to the people. This could bring a stigma about nuclear energy. This study shows that Government's policy about the highest priority for nuclear energy safety is most important. As long as such perception and decision are fixed, we found that it might not be easy to get changed again because they were already fortified and maintained.

  • 세계는 오래동안 부존에너지 자원을 비교적 자유스럽게 사용하여왔다. 그러나 1973-74년에 있었던 전세계적인 유류파동은 석유연료의 한계를 실감하게 했고 우리가 부담없이 사용하던 에너지에 대한 인식을 새롭게 해주었다. 그런데 석유파동의 상처가 아물기 시작하자 대다수의 사람들은 과거의 쓰라린 경험으로부터 배운 교훈을 망각해가고 있는 것 같다. 한 에너지 전문가는 이러한 현실을 보고 "석유파동이 너무 신속히 지나간 것같다 .만일 파동이 좀더 오래 지속되였다면 전세계 에너지는 에너지를 절약하는 방법을 철저히 배웠을 것이며 그것을 실행하고 있었을 것이다."라고 의미있는 말을 하였다. 그러나 에너지 파동이후에도 전세계는 자국의 국내총생량(GNP)을 확대하는데 총력을 기울려왔으며 그 결과는 필연적으로 에너지 소비의 급격한 신장이 따르기 마련이다.

Semantic Network Analysis on Teen's Perceptual Construct about Nuclear Power (고등학생들의 원자력 인식구조에 대한 언어 연결망 분석)

  • This paper investigated how high school students perceive on nuclear power applying semantic network analysis. The total number of 250 high school students in 6 metropolitan areas responded to the survey. Results indicate that the word which most frequently appeared is 'Nuclear plant' (87 times) following by 'Japan' (71 times), 'Danger'(59 times), 'Fukushima' (59 times), 'Radioactivity' (56 times), 'Energy' (47 times), 'Youngkwang' (37 times), 'Electricity' (30times), 'Chernobyl' (29 times), 'Explosion' (25 times). For students in higher acceptance level of nuclear 'Radioactivity' (25 times) was most frequently showed up following by 'Fukushima' (23 times), 'Energy' (21 times), 'Japan' (21 times), Nuclear plant' (20 times), 'Danger' (17 times), 'Youngkwang' (16 times). For student in lower acceptance level of nuclear, the word of 'Nuclear plant' (40 times) most frequently appeared following by 'Japan' (31 times)', 'Danger' (29 times), 'Fukushima' (23 times), 'Radioactivity' (17 times), 'Energy' (16 times), 'Youngkwang' (16 times), 'Chernobyl' (15 times).

A Study of Quality Control of Nuclear Medicine Counting System and Gamma Camera (핵의학 계측기기 및 감마카메라의 정도관리 연구)

  • Purpose: The purpose of this study was to investigate the current status of performing nuclear medicine quality control in korea and to test selected protocols of quality control of nuclear medicine counting system and gamma camera. Materials and Methods: Fifty three hospitals were included to investigate the current status of nuclear medicine quality control in korea. The precision of dose calibrator and thyroid uptake system was measured with Tc-99m 35.52 MBq for 2 minuets and Tc-99m 5.14 MBq for 10 sec every one minute, respectively. The sensitivity of CeraSPECT$^{TM}$ with low energy high resolution parallel hole collimator was measured using two cylindrical phantoms with 15 cm in diameter and 12 cm and 30 cm in heights containing Tc-99m. The correction factor for sensitivity of CeraSPECT$^{TM}$ was calculated using phantom data. The system planar sensitivity, uniformity, count rate and spatial resolution were measured for Varicam gamma camera with low energy high resolution parallel hole collimator using 140 keV centered 20% energy window, 256$\times$256 or 512$\times$512 matrix sizes. Results: The quality control of dose calibrator and well counter were showed poor performance status. On the other hand, The quality control of gamma camera and other systems were showed relatively good performance status. The results of precision of dose calibrator and thyroid uptake system was $\pm$1.4%(<$\pm$5%) and chi^2=29.7(>16.92), respectively. It showed that the sensitivity of CeraSPECT$^{TM}$ was higher in center slices compared with the edge slices. After correction of nonuniform sensitivities for patient data, it showed better results compare with prior to correction. System planar sensitivity of Varicam gamma camera was 4.39 CPM/MBq. The observed count rate at 20% loss was 102,407 counts/sec (head 1), 113,427 counts/sec (head 2), when input count rate was 81,926 counts/sec (head 1), 90,741 counts/sec (head 2). The spatial resolution without scatter medium were 8.16 mm of FWHM and 14.85 mm of FWTM. The spatial resolution with scatter medium were 8.87 mm of FWHM and 18.87 mm of FWTM. Conclusion: It is necessary to understand the importance of quality control and to perform quality control of nuclear medicine devices.vices.

A Syllabic Segmentation Method for the Korean Continuous Speech (우리말 연속음성의 음절 분할법)

  • This paper proposes a syllabic segmentation method for the korean continuous speech. This method are formed three major steps as follows. (1) labeling the vowel, consonants, silence units and forming the Token the sequence of speech data using the segmental parameter in the time domain, pitch, energy, ZCR and PVR. (2) scanning the Token in the structure of korean syllable using the parser designed by the finite state automata, and (3) re-segmenting the syllable parts witch have two or more syllables using the pseudo-syllable nucleus information. Experimental results for the capability evaluation toward the proposed method regarding to the continuous words and sentence units are 73.5%, 85.9%, respectively.

  • This study investigates the perception of the general public through analysis of various potential risk factors reflecting nuclear power generation and nuclear power (radiation) and risks. A total of 293 copies of the data were collected from various strata in Busan. As a result, among the potential factors in everyday life, there was a high awareness of the risk to the fire. Next, the perception of risk for radiation terror and nuclear (nuclear) energy was relatively high compared to other risk factors. In the analysis according to age, educational background, and political ideological tendency, the results were contradictory to the necessity, risk and safety of nuclear power generation. The potential risk factors and the perception of nuclear power according to the tendency of political ideology were analyzed to be positive recognition of conservative ideology and negative recognition of progressive group. In other words, the perception of nuclear power was analyzed differently according to the tendency of political ideology. Therefore, it should be decided to reflect the opinions of experts and various opinions of the general public in the setting of nuclear radiation (radiation), it is believed that ordinary people need to take flexible action without having a vague sense of anxiety about various potential risks and nuclear power (radiation) based on objective and scientific grounds.

Cell Image Acquisition and Position Control of the Electron Microbeam System for Individual Cell Irradiation (마이크로 전자빔 개별 세포 조사장치의 세포 영상 획득 및 위치 제어)

  • An electron microbeam system has been developed to investigate the biological effect of cells by irradiating cell-nuclei with low-energy and low-flux electrons. It is essential to discern the cell nucleus from its cytoplasm and the culture medium and to locateit exactly onto the beam exit. The irradiation speed at more than 10,000 cells per hour is another requisite for the observations on cellular response to have good statistics. Long-time labor with patience and high concentration is needed since the frames of $320{\times}240{\mu}m^2$ should be moved more than 500 times for irradiating more than 10,000 cells per an hour. This paper describes the electron microbeam system with a focus on the user interfaces concerning the process of automatically recognizing the cell nuclei and injecting electron beam into the target cell nuclei at the irradiation speed of more than 10,000 cell nuclei per hour.

Laying the Siting of High-Level Radioactive Waste in Public Opinion (고준위 방폐장 입지 선정의 공론화 기초 연구)

  • Local opposition and protest constitute single greatest hurdle to the siting of locally unwanted land uses(LULUs), especially siting of high-level radioactive disposal not only throughout Korea but also throughout the industrialized world. It can be attributed mainly to the NIMBYism, equity problem, and lack of participation. These problems are arisen from rational planning process which emphasizes instrumental rationality. But planning is a value-laden political activity, in which substantive rationality is central. To achieve this goals, we need a sound planning process for siting LULUs, which should improve the ability of citizens to influence the decisions that affects them. By a sound planning process, we mean one that is open to citizen input and contains accurate and complete information. In other word, the public is also part of the goal setting process and, as the information and analyses developed by the planners are evaluated by the public, strategies for solutions can be developed through consensus-building. This method is called as a co-operative siting process, and must be structured in order to arrive at publicly acceptable decisions. The followings are decided by consensus-building method. 1. Negotiation will be held? 2. What is the benefits and risks of negotiation? 3. What are solutions when collisions between national interests and local ones come into? 4. What are the agendas? 5. What is the community' role in site selection? 6. Are there incentives to negotiation. 7. Who are the parties to the negotiation? 8. Who will represent the community? 9. What groundwork of negotiation is set up? 10. How do we assure that the community access to information and expert? 11. What happens if negotiation is failed? 12. Is it necessary to trust each other in negotiations? 13. Is a mediator needed in negotiations?
