Also, this study offers the political implications for 'the Korean Shipping Nation Rebuilding'. As a result of this study, the several global shipping lines have decreased their ship capacity in response to International Maritime Organization(IMO)'s environmental regulation. This finding is differ from the media reports, that is many shipping companies increased idling vessel to match the lower demand induced COVID-19 pandemic. This study also provides the two implications of the direction about Korean shipping policy. The first one is that the casual relationship of over-vessels' supply and Korea shipping policy is needed to be thoroughly analyzed. The importance of Koreans shipping industry is generally devaluated by most citizens so as to the Korean government should develop the mass media contents to enlighten the less wellknown people regarding shipping industry.

  • In Korea's ship finance, due to the nature of pro-cyclical investment, the private sector's ship finance greatly shrinks during the shipping recession, and policy financial institutions take the lead in ship finance. Meanwhile, the government established the 「Strategy for the Realization of Shipping Industry Leader」 (June 29, '2) and set a development goal by 2030 through support such as securing new high-efficiency ships. To promote financial investment. However, investment in the shipping industry is not easy to induce due to risks and uncertain market conditions. Therefore, it is necessary to review tax benefits that can induce joint investment of investors at the government level. Therefore, it is necessary to introduce a Korean version of tax lease scheme for ships in order to resolve the liquidity gap in the domestic ship finance market and successfully implement the five-year plan for reconstruction of shipping industry.

  • Following the collapse of Hanjin Shipping, building a strong maritime cluster is one of the policy measures for the re-construction of the Korean shipping and shipbuilding industries. Thus, the purpose of this study is to develop a policy alternative for building a maritime cluster. Using Porter's diamond models, we analyzed the Imabari maritime cluster of Japan, which is characterized by cooperation between key industries, such as shipping, shipbuilding, shipbuilding equipment, and finance. The Imabari Maritime Cluster is equipped with complete domestic demand conditions and related supporting industry conditions. Although the strengths of the production conditions include excellent family-based management and strong support from regional administration and banks which develops independency among cluster members, the weak points include the absense of robust port services and difficulty in recruiting young talent in small and medium-sized cities. We can confirm that the company's strategy is focused on stable management, rather than a short-term view.

  • This study analyzed changes in the market concentration of Korean ocean-going shipping companies using shipping revenue based CR (Concentration Ratio), and HHI (Herfindahl - Hirschman Index) to examine the effects of the government's selection and concentration based the shipping reconstruction scheme. The results of this study showed that the market structure of the Korean shipping industry has changed from a competitive market to a rather concentrated market, as CR as well as HHI values have increased from 2019 to 2021. In particular, the market share of the deep-sea shipping lines has risen significantly compared to the intra-Asian short-sea shipping lines and the tramp carriers, implying that the Korean liner shipping market has become a monopoly, or highly concentrated oligopoly market. Compared to other shipping markets, the high rise in ocean freight rates (i.e. Asia-Europe America) was the leading cause of the increase in the revenues of the ocean-going shipping lines, and the increased fleet through preemptive government support has enabled them to achieve more revenues. As a result, it can be interpreted that the government's fleet expansion strategy has been more effective than expected, but it is too early to conclude if the market structure of the Korean ocean-going shipping companies has been strengthened.
