북한선원 양성체계 구축방안에 대한 고찰

  • 국내 해운회사의 외국인 선원 증가로 의사소통의 어려움, 작업 생산성 감소, 긴급상황 발생 시 대처곤란, 문화적 충돌이 선상폭력으로 이어지는 등 많은 문제점이 발생하고 있다. 또한, 조기하선으로 인한 젊은 층의 관리자급 해기사 부족 및 고령화 가속, 해운선사들의 저임금 외국인선원 선호로 우리나라 해기전승(해기지식의 전달) 단절 초래, IMO 권고에 따른 승선기간의 단축(규격화)으로 육상 타 직종에 비해 상대적으로 낮은 급여, 재승선의 불확실성 및 해기사의 계약직화로 인한 해상직 기피 등으로 인해 해운경쟁력 약화가 두드러지고 있다. 이 연구에서는 우리나라 해운경쟁력 향상을 위한 해결책의 하나로 한국의 우수한 선원 교육 훈련 시스템을 접목한 북한선원 양성체계 구축방안을 고찰하고자 한다.

  • UN 산하의 국제해사기구(International Maritime Organization, IMO)는 2016년 10월 24일 열린 해양환경보호위원회 70차 회의에서 2020년부터 선박에서 사용되는 연료유에 포함된 황함유량 허용치를 기존 3.5%에서 0.5% 이하로 제한하기로 결정했다. 따라서 2020년 이후부터 전 세계를 항해하는 모든 선박은 연료유의 황 함유량을 0.5% 이하로 낮춰서 운항을 해야 한다. 지속가능한 경영을 위해서 국제적 환경규제에 대응하여 각 선사의 상황에 적합한 해결책을 강구하여야

  • 경제의 글로벌화로 항만과 해운산업은 경쟁이 가장 치열한 대표적인 산업분야로 자리매김하고 있다. 이에 따라 과거 항만간, 선사간 경쟁에서 최근들어서는 이들이 속한 전체 logistics chain 간의 경쟁으로 확대되고 있다. 이같은 항만과 해운의 경쟁구조 변화로 logistics chain 참여자들(터미널운영사, 정기선사 등)의 성공은 자신만의 경쟁력에 좌우되지 않고 오히려 이들이 속한 전체 logistics chain의 경쟁력에 달려 있다. 특히 logistics chain 참여자들은 새로운 경쟁환경에 대응하여 경쟁력을 제고하고자 상호 수평적 또는 수직적 협력관계를 강화하고 있다. 이에 본 논문에서는 항만의 경쟁구조 변화를 검토한 후 우리 항만의 대응방안을 제시하고자 한다.

  • The purpose of this study is to analyze the components and verify the relationship among service quality, customer satisfaction and relationship quality in liner shipping company. In order to achieve the purpose of this study, literature survey related to service quality, customer satisfaction, relationship quality was carried out and took an empirical analysis by the use of questionnaire method for employees in international freight forwarders. The final results are as follows; First, correlations between service quality and customer satisfaction are found to be positive. But service quality component of tangibles and responsiveness with customer satisfaction are not to be positive. Second, as the other study on the similar logistics industries, the correlation between customer satisfaction and relationship quality is found to be positive in this study.

The Fleet Operating Strategies for Ocean Container Carriers in a East Asian Shipping Market: A Game Theoretic Approach (동아시아 해운시장의 컨테이너선사 선대 운항전략: 게임이론 접근법)

  • This paper analyzes a competitive shipping market in East Asia in order to explore how container carriers make decisions on ship size, number of ships, service frequency, and service route. A sequential-move game based on non-cooperative game theory is applied to establish the models for the decision-makings involving the transportation volumes, freight rates, costs, and market shares of the service routes from Shanghai or Hong Kong to the ports in Busan, Gwangyang, and Incheon. According to the sub-game perfect Nash equilibrium solutions proposed by these models, carriers' decisions in such a competitive environment vary depending on sailing distance, transport demand, and freight rates. Therefore, carriers are recommended to reflect the optimal equilibrium solutions and a variety of decision factors when formulating strategies for transportation networks and operating fleets. Furthermore, ports should establish management strategies for these factors to provide optimal equilibrium solutions for carriers' transportation networks.

A Study on the Market Concentration Analysis of Korean Ocean-going Shipping Companies (국적외항선사의 시장집중도 분석)

  • This study analyzed changes in the market concentration of Korean ocean-going shipping companies using shipping revenue based CR (Concentration Ratio), and HHI (Herfindahl - Hirschman Index) to examine the effects of the government's selection and concentration based the shipping reconstruction scheme. The results of this study showed that the market structure of the Korean shipping industry has changed from a competitive market to a rather concentrated market, as CR as well as HHI values have increased from 2019 to 2021. In particular, the market share of the deep-sea shipping lines has risen significantly compared to the intra-Asian short-sea shipping lines and the tramp carriers, implying that the Korean liner shipping market has become a monopoly, or highly concentrated oligopoly market. Compared to other shipping markets, the high rise in ocean freight rates (i.e. Asia-Europe America) was the leading cause of the increase in the revenues of the ocean-going shipping lines, and the increased fleet through preemptive government support has enabled them to achieve more revenues. As a result, it can be interpreted that the government's fleet expansion strategy has been more effective than expected, but it is too early to conclude if the market structure of the Korean ocean-going shipping companies has been strengthened.

  • The production of larger of ships is a survival strategy for global shipping companies to pursue the economics of scale. According to this strategy, to respond to this situation, many containers are loading/unloading simultaneously in the hub port. Additionally, the container terminals are promoting the introduction of automation to expand the terminal facilities and increase efficiency/productivity of the container yards. European ports have introduced automation to address rising labor costs and shortages of labor. Recently, the construction of fully automated container terminals is increasing in the United States and China to resolve problems such as the slow growth of the global economy, the emergence of large ships, air pollution, and safety accidents. Domestic ports are at an early stage compared to the world's advanced container terminals, and countermeasures are being prepared to respond to the changing ports. However, research on the recognition difference analysis that examines the opinions of stakeholders is insufficient. As a result of analyzing the recognition among the groups, it was found that container terminal operators reduced labor costs, improved shipping services for shipping companies, prevented safety accidents for port union labor, and increased service for port authority and government agencies. Thus, to closely examine the perception among the groups, one-way ANOVA was performed, and then the implications were deduced as the basic data for the smooth introduction of automation.

  • The purpose of this study is to analyze the dynamic market mechanism adopting relationship marketing techniques between the shipping companies and shippers. As shipping companies mainly rely on sales operation, the relational structure of shipping companies and shippers is considered to be one of the determinants in business performance and customer satisfaction In this respect, the characteristic relationship between sales person and shipping company takes an important roles in relationship marketing in shipping business industry. An empirical study was carried out to find out the determinants cf relationship quality and antecedent factors of characteristics in shipping companies and sales person.

해운이슈 - KMI, 해운동맹 폐지/담합행위 규제강화 보고서 발표

  • 유럽연합(EU)의 집행위원회(European Commission)가 국제 화물운송료를 담합한 글로벌 물류기업에 대규모 과징금을 부과했다. EU 경쟁당국은 쿠네&네이젤(Khune+Nagel), 판알피나(Panalpina), 유피에스(UPS) 등에 총 1억 6,900만 유로의 과징금을 부과했다. EC는 총 14개의 회사가 화물운송 가격 담합에 가담하여, 미국 유럽 아시아 등으로 운송되는 화물의 운송비를 불법적으로 책정한 것으로 판단하였다. 한편 DHL은 자진신고를 통해 리니언시(liniency) 적용으로 과징금을 부과 받지 않았다. 유럽연합은 이러한 국제카르텔에 대한 법집행 차원에서 과징금 부과 및 당해행위에 대한 금지명령 등 행정적 제재를 강화하며, 세계 경쟁정책 및 법집행을 주도하고 있다. 또한 유럽연합은 해운동맹 폐지를 비롯한 해운업계의 반경쟁적 행위에 대한 제한도 강화하고 있다. EU는 2008년 10월부터 해운동맹의 공동가격설정 및 선복량 조절 행위를 금지하고 있다. 유럽집행위원회는 지난해 5월 초 13개 컨테이너 선사의 유럽 사무소를 기습 감사, 조사하였다. 현재 EU는 자료조사 중이며 결과는 아직까지 확인되지 않고 있다. EU의 조사는 상당히 지체되는 경향이 있는데, 향후 추가 질의서 요구가 예상되며 불법행위가 밝혀질 경우 개별 기업 글로벌 수익의 10%에 해당하는 벌금 부과가 가능하며, 영국에서는 형사고발도 가능하다. 다음은 한국해양수산개발원 최영석 전문연구원이 발표한 "국제해운의 해운동맹 폐지 및 담합행위 제한 강화"의 주요 내용을 요약정리한 것이다.
