CS9001품질경영·AQUA품질평가 시스템 공청회 개최-한국건설품질협회

  • 한국건설품질협회가 지난 7월 18일 건설회관에서 CS9001품질경영시스템과 AQUA품질평가시스템 제도 도입을 위한 공청회를 개최하고 국제수준의 품질기준 마련에 들어갔다. 최근 들어 건설시장 개방에 따라 국제수준의 품질기준으로 국내 고객을 보호하고, 기능인력의 품질확보 능력을 배양 시켜 해외와 국내공사의 품질격차를 해소, 국가 경쟁력을 강화하고 하자보수 비용 감소로 건설업체의 질적 향상은 물론, 재무 건전성을 향상시키기 위한 시스템이 요구됨에 따라 한국건설품질협회가 CS9001 및 AQUA품질평가시스템 제도 도입에 들어간 것. 이 시스템이 도입될 경우 발주자는 품질의 공신력 확보, 품질확보 계약적 근거 유지가 가능하고 시공자는 실패비용의 최소화, 협력업체 기능품질 강화 등이 기대된다. CS9001, AQUA시스템의 적용범위는 중급품질관리 대상공사로 총공사비 100억원이상 건축 시설물로 초기에는 주거시설만 우선 적용하고 공공 및 민간공동주택 중 공사비 100억원이상에 적용할 예정이다.CS9001품질경영시스템, AQUA품질평가시스템에 대해 알아본다.

A Study on Regulations and Strategies for Increasing the Chinese Construction Market Share post the FTA between Korea and China (한중FTA 이후 중국 해외건설업의 규제실태와 진출 활성화 방안 연구)

  • This study analyzes difficulties of enterprise activities in Chinese construction market by surveys on early entrants and interviews with experts. This study also suggests future strategy to enter the market by using inducement coefficient model. Korean construction companies in China are under heavy pressure to maintain requirement of licenses, despite recent deregulation. They are in dire predicament for market entry due to the Foreign Direct Investment System. It is almost impossible to participate in public projects and also it is not easy to do PPP projects. Therefore, Korean government should make more efforts to solve those issues through negotiations in FTA and GPA. For future expansion in Chinese construction market, it is highly recommended to boost cooperation models between Korea and China according to the empirical results of inducement coefficient model. Korean companies should collaborate with Chinese companies in some fields: smart city, environment and water treatment. Also, Korean government should support Korean companies by diplomatic means such as requesting for further opening of China's market. In GPA or GATS negotiation, Korean government should ask Chinese government that Korean companies can obtain order independently (without joint venture with Chinese companies) in China. Lastly, Korean construction companies should participate in construction projects ordered by international organizations such as ADB, AIIB.

Deriving Key Risk Sub-Clauses for EPC/Turnkey Contract Conditions for Overseas Construction Projects - Based on FIDIC Conditions of Contract for EPC/Turnkey Projects, second edition 2017 - (해외건설공사 EPC/Turnkey 계약조건 핵심 리스크 세부조항 도출 - FIDIC Silver Book 2017년 개정판 기준으로 -)

  • Recently, the global construction market is expected to grow at an annual average of 4.8% by 2025 and the risk of overseas construction is also expected to increase accordingly. In particular, domestic construction companies intensively participated in the EPC(Engineering, Procurement, Construction)/Turnkey project, but as a result of failing to respond to contractual risks, they have suffered losses of trillions of won in overseas business since 2013. Nevertheless, there have been not many studies on the derivation of EPC/Turnkey's contractual key risk sub-clauses. Therefore, in this study, the key risk sub-clauses were studied for the conditions of the 2017 Silver Book contract issued by the International Consulting Engineering Federation(FIDIC). To this end, 30 experts with more than 10 years of experience in international construction contracts were formed as a panel to conduct a Delphi survey on 170 sub-clauses of 21 clauses of FIDIC Silver Book to derive 62 main risk sub-clauses. In addition, the RPN(Risk Priority Number) was finally calculated using the FMEA(Failure Mode and Effect Analysis) technique, and 25 key risk sub-clauses within the Critical Risk range were derived. Through the results of this study, the practical point of view is able to refer to the contract provisions to be carefully reviewed at the bidding and contract signing stage in overseas construction projects. From an academic point of view, it provides direction and basic knowledge of how to study the contract fields used in overseas construction EPC/Turnkey projects.

  • The construction industry has a structure in which information asymmetry problems are complexly scattered compared to other industries. Since the construction industry classification system serves as a guideline for entering the construction market and can provide as a standard for construction consumers to select a supplier who can provide appropriate services, when judging the operation purpose or purpose of the construction industry registration system, it is very important to set up the system by rationally reviewing it. The purpose of this study is to examine the possibility of improvement in consideration of the risk factors related to the domestic construction industry registration industry classification system. To this end, we will conduct a case study on the construction industry classification system operated by overseas construction industry licenses or registration systems in Japan, the United States, and Australia, and compare it with the domestic industry classification system to derive implications and directions for improvement.

  • As the further development of economic globalization and the continued opening up of international construction markets, many of the countries are faced with more and more severe domestic and international construction market competition. It has been a focus question of all the countries and regions that how to achieve maximal profit in the international construction market, but construction claims are growing into a stumbling block to the project participants to reach their expected goals. Thus, the management of construction claims is considered as the greatest challenge that is facing constructors in today's vacillating business environment. Recently, many of the methodologies have been developed for the construction claims to overcome these current problems, but compared to the developed countries there is still a big gap in some Asian countries, such as China and Korea. This paper attempted to investigate and compare the project claims system in these two countries to figure out the common points and differences.

Partnering Strategy for Bidding Success in World Bank's Vietnam Consulting Project (ODA 컨설팅 사업 낙찰을 위한 기업의 협업 전략 도출 - 세계은행의 베트남 사업을 중심으로 -)

  • As entering the international construction market became more difficult than the past, ODA projects can be a breakthrough for domestic engineering companies to enter the international market. However, since many companies compete for limited projects, it is necessary to reinforce the competitiveness of bidding success. The competitiveness is the result of accumulating experience, reputation, and networking through partnering. Therefore, depending on which partnering strategy has been taken over a long period, the bidding success is decided. The objective of this study is to identify the effective partnering strategy for bidding success. For this, the World Bank bid results, focusing on consulting projects in Vietnam, are collected. Using the bid results, inter-firm network representing the partnering relationship is constructed and the Social Network Analysis is conducted. After then, by conducting the Logistic Regression Analysis, effective partnering strategies are suggested. The result shows that the diversification strategy is advantageous for transportation and city development projects and the concentration strategy is advantageous for water projects. The partnering strategy for the consulting project proposed in this study will be used as a reference for the domestic engineering companies to enter the Vietnam construction market in the future.

  • The current global water market has been reshaped with a few multinational water companies, water-specialized companies, and other non-construction companies such as manufacturing and financial companies. Each has different business objectives along with the value chain of water industry. In this context, a SWOT-ANP model is proposed to prioritize strategic alternatives for a non-construction company in Korea and the result is validated through a comparison with the AHP model and real business strategies of the company examined from the recent news reports. The validation was confirmed that the company's strategies are very much similar to the priority list and the rankings of the strategic alternatives are identical with those from AHP model, while the weights are slightly changed from the weights in AHP result.

  • The Cost of Engineering is composed of the $3{\~}5{\%}$ of total cost of construction. It is important the role of engineering in the first stage of the business. But, it was not more the technical level of domestic design stage than advanced state. Expecially, it was because of the cognition lack and unreliable results about technical development. The result of that, it was lacking to the draw results of foreign countries. And it was to waste national budget through overlapped adopting of similar technologies from abroad that few projects are performed as their original plan. Therefore, the research is proposed to the intensification plan of technical competitive strength in domestic construction engineering company to cope with the change of economic environment.

  • Overseas expansion of domestic construction over the past 10 years has been fast growing. But as a result of simple construction business practices and a focus on EPC, sales margins was reduced. Domestic construction companies have been trying to redirect business to high-value-added-areas but have faced difficulty because there areas are current monopolized by global leading companies in the field of PMC. They have recently carried out 16 PMC related project in order to expand their experience and increase their competitiveness. Most of these construction companies that do PMC overseas have been focusing on the civil engineering sector. analyzing the important and performance result 50 separate PMC tasks in detail using IPA, it became clear that domestic construction companies should also focus on tasks and were analyzed in order to advance to overseas architecture PMC sector overseas. There are large gaps in the importance and performance result of both the planning and pre-construction phase. Importance compared to the current performance levels in the planning phase gap is largest, pre-construction phase has been analyzed in the following order. In particular, one should strengthen detailed tasks in the planing phase. This study is expected to be used as a basic to determine the performance level and tasks items. It is expected strengthen the capacities of domestic companies in the PMC field, for especially in the high value-aded-areas as indicated in the results of the analysis from this study.

  • 글로벌 물시장 동향을 살펴보면 ① 첨단 기술기반의 글로벌, ② 운영관리 시장의 확대, ③ 물기업의 토털 솔류션화(제조+건설+엔지니어링+운영관리), ④ 기후변화 대비 신규시장 형성 등 글로벌 물산업의 트렌드가 전환되고 있다. 특히 4차산업 혁명 기술과 코비드19의 영향으로 이러한 변화는 물산업 선도국가 및 선도기업의 정책·전략에 있어 지역별 특성과 분야별 물시장의 특성을 반영한 전략목표 재설정 및 재수립이 요구되고 있다. 한편 국내 물시장은 2020년 기준 상·하수도 보급률, 각각 98.7%, 94.5% 수준을 달성했음에도 불구하고. 해외시장 진출에 있어서는 미미한 수준에 머물고 있다. 따라서 국내 물산업의 지속적 발전을 위해서는 포화된 국내 시장을 벗어난 신시장 발굴이 필요한 상황이며, 국가별 상황에 대한 실태조사와 목표 시장별 분석을 통해 국가별, 분야별 맞춤 진출전략을 수립해야 한다. 본 연구에서는 국내 물기업의 유럽지역(프랑스/스페인) 진출 활성화를 위해 각 국가별 상황에 부합하는 목표 시장별 차별적 전략 도출을 위해 국가별 물시장 동향 및 전망, 진출목표 분야를 분석함으로써 국내 물기업의 프랑스/스페인 물시장 진입전략 방안을 제시하고자 한다.
