The Effects of Institutions on Foreign Subsidiary's Operational Mode of Korean Firms (진출국 제도가 해외 자회사 운영 방식 선택에 미치는 영향에 관한 연구)

  • Foreign subsidiary operation modes can be broadly divided into horizontal subsidiaries and vertical subsidiaries. According to institutional theory, foreign subsidiary operation mode differs depending on the host country institution. This study examines the effects of formal and informal institution on the foreign subsidiary operational mode of Korean firms. As a result of the empirical analysis, the higher the cultural distance and the lower political risks, the more favored the vertical foreign operation mode than the horizontal foreign operation mode. On the other hand, the higher the economic freedom and the lower corruption, the more favored the horizontal foreign operation mode than the vertical foreign operation mode.

  • Since the globalization of the world economy in the 1990s, capital transfer and investment soared, which caused FDI and the effect of FDI on country competitiveness to increase. This study compared and examined how Korea, China and Japan's FDI developed throughout history and what characteristics they show. For the study, we considered country, firm and industry level factors by using institutional based perspective, resource based perspective and industry based perspective, and the derived the following results. Firstly, institutional factors are the main factors that led FDI in the three countries. Secondly, while Korea and Japan have a similar path in changing investment motives, China shows the opposite path. Thirdly, the growth rate of FDI scale changes due to the three countries' factor conditions and demand conditions.

  • This paper is the first paper of two linked papers about the FDI of the economic infrastructure-related public companies. This paper analyzes overseas investments of infrastructure public companies which is characterized by state control and support of socio-economic facilities and services. In theoretical consideration the genealogy and characteristics of FDI are examined, and then global FDI trends since 1970, institutional changes and FDI trends in Korea are analyzed. This analysis shows that the globalization of large state-owned enterprises or public companies from developing and transition economies constitutes an important component of FDI and new emerging source of FDI. Finally the objects and strategies of large 10 infrastructure public companies are analyzed in perspectives of features having both advanced and developing economies type.

해외직접투자(海外直接投資)의 효과(效果)에 관한 고찰(考察)

  • 해외투자로 인해 수출 및 고용이 감소할 것이라는 우려가 있다. 본고는 이론적, 통계적, 실증적 분석을 통하여 이에 관한 논의를 하고 향후 전망과 함께 정책적 시사점을 도출하는 것을 목적으로 한다. 본고의 분석결과 및 투자제도 개선방향을 요약하면 다음과 같다. 해외투자가 아직까지 수출을 대체하였다는 근거는 없다. 향후 국내부품업체의 현지동반진출 확대, 해외자회사의 역할 증대, 국제분업생산체제의 진전 등 해외투자전략의 변화에 따라 해외투자가 수출을 대체할 가능성을 배제할 수 없으나 해외투자의 제한시에는 수출 및 고용에 더욱 악영향을 줄 수 있다. 해외투자를 제한하는 것은 예상되는 실업을 단지 연기시키는 것에 불과하며, 오히려 향후 실업문제가 훨씬 심각해질 수 있다. 해외투자는 기업의 경쟁력 유지 및 구조조정을 위해서는 타대안보다 고용안정에 기여할 수 있다. 또한 과도한 해외투자가 기업 및 국내경제에 미칠 악영향을 우려하여 해외투자를 규제하는 것도 설득력이 약하다. 정부가 해외투자의 과도성 여부를 판달할 능력이 기업보다 우월하다고 할 수 없다. 설령 해외투자 결정이 비합리적으로 이루어질 가능성이 있다 하더라도, 이 문제는 투자기업 및 여신은행 등의 책임을 분명히 하여 기업은 투자성과의 책임을 지고, 여신은행, 채권자 등은 투자기업의 재무현황 및 투자계획의 성공가능성을 고려하여 자금제공을 하도록 유도해야 한다. 따라서 일부 대규모 해외투자에 대한 사전심의로 대표되는 현행규제는 철폐되어야 한다. 일부 대규모 해외투자의 적정성 여부를 판단하기 위해 운용되고 있는 해외투자 심의는 실효성이 없을 뿐만 아니라 신속한 해외투자결정을 방해할 수 있다. 중장기적인 관점에서 해외투자로 인한 국제분업을 국내고용 및 수출의 증가뿐만 아니라 경제성장으로 연결시키기 위해서는 국내의 입지여건을 혁신활동 및 고부가가치 활동에 적합하도록 개선해 나갈 필요가 있다. 한편 단기적 고용감소에 대비한 정책도 필요한데, 고육훈련제도의 개선, 노동시장의 유연성 제고, 고용서비스 개선은 이런 마찰을 완화하는데 기여할 것이다.

  • The main aim of this article is to identify the fundamental reason for changes in the geography of Korean foreign direct investment (FDI) in China. More specifically, the article argues that changes in the industrial sectors and the location of FDI resulted from the transition of strategies for Korean FDI in China since the late 1990s is not based on ownership specific advantages, internalization advantages and locational advantages (OIL), but on changes in site where both the needs of Korea and China are articulated, i.e. the strategy for business integration, centering on market, institution and technology. In other words, changes in the location of Korean FDI in China have been the result of changes in the Chinese market structure, institutional changes in Chinese inward FDI incentives and regulations and the accumulation of Korean technology capability since 2000. In addition, by investigating production networks in China, this article attempts to identify the relationships between changes in Korean FDI location and changes in market, institution and technology. Therefore, the empirical evidence provided by the case study of CDMA (code division multiple access) mobile communications FDI since 2000 in China is used to identify the impact of market, institution and technology on the location of Korean FDI in China.

4차 산업혁명 대비 중소기업 창업 벤처 지원 대상 업종에 관한 연구

  • 최근 인공지능 시대 및 제 4차 산업 혁명 시대의 도래로 제품 간, 제품과 서비스 간, 서비스 간 산업이 다양한 형태로 진화 중이며, 이종기술 산업 간의 융 복합화로 새로운 제3의 신산업이 등장하고 있다. 또한 소위 말하는 O2O(Online to Offline)는 이미 운송, 금융(핀테크), 자동차(카테크), 숙박, 음식, 의료(헬스케어테크) 등 많은 산업 분야에 진출, 기존 전통 산업과 충돌, 인허가에 어려움을 겪고 있으며 이러한 O2O는 IOT(사물인터넷)로 급속도로 가속화 되고 있다. 이렇듯 4차 산업 혁명에 따른 신산업의 탄생은 산업의 경계를 붕괴하고 있음에도 산업별로 구분된 제도, 규제, 지원정책 등은 여전히 신산업 창업의 장애가 되고 있다. 이에, 본 연구에서는 국내 벤처특별법, 창업지원법, 1인 창조기업법 내 투자 지원 업종과 미국을 비롯한 해외 창업 관련법 내 창업 지원 제한 업종과의 비교 분석, 몇 가지 중요한 시사점을 도출했다. 먼저, 우리나라가 선진국에 비해 지나치게 투자 제한 업종이 많음을 확인했다. 또한 선진국은 미풍양속을 해치는 업종, 투기적 사업 등 사회통념상 문제가 되는 사행성 업종을 제외하고는 대다수의 업종이 정책 지원 대상이다. 업종과 더불어 투자 행위로 투자 심사를 해 신산업 투자에 매우 탄력적으로 운영할 수 있게 설계되어 있다. 심지어 미국의 경우, 적극적 창업 투자를 위해 업종 및 투자 행위에 대한 심의를 중소기업청이 직접 수행한다. 특히, 우리나라의 중소기업창업투자회사제도는 미국의 중소기업투자회사(SBIC) 제도와 유사한 반면 투자 제한 업종 뿐 아니라 제도 운영 특히, 창업투자회사에 대한 관리 측면에서 매우 큰 차이가 있음을 보여주고 있다. 우리나라 중기청은 간접관리를 하는 반면, 미국은 중기청 내에서 직접 관리를 하고 있다. 따라서 본 연구에서는 우리나라 창업 벤처 투자 제한을 미국을 비롯한 기타 외국의 사례에서와 같이 사회통념상 불가피한 업종과 더불어 투자 행위로 정의하길 제안한다.

A Study on the Relationship Between Institutional Distance and Outward Foreign Direct Investment: the Case of China (제도적 거리와 해외직접투자의 관계에 관한 연구: 중국을 중심으로)

  • This study aims to investigate the relationship between institutional distance and FDI and focuses on China's outward FDI. The institutional distance between China and the host country is measured using the institutional quality published by the World Bank. This study collects panel data from 50 countries in which China invested from 2008 to 2019 and use the panel GLS methodology to examine the factors affecting outward FDI through three models. First, this study examines the impact of the absolute value of institutional distance on China's OFDI across all countries in which China invests. Second, this study divides countries with positive and negative institutional distance to China into two groups and examine the relationship between institutional distance and OFDI in each group. Finally, this study examines the non-linear relationship between institutional distance and OFDI from China. To test this, this study adds the squared term of institutional distance to the model. The results of the analysis are as follows Institutional distance is positively related to China's OFDI. The relationship between institutional distance and OFDI is inverted U-shaped in the group of host countries with relatively higher institutional quality than China, but positive in the group of low-quality host countries. In addition, China's OFDI is affected by a combination of institutional and economic factors. The results of this study have implications not only for FDI host countries but also for MNCs' choice of FDI destinations.

A study on institutional analysis for the establishment of shipping and logistics companies in major ASEAN countries (ASEAN 주요국의 해운 물류 기업 설립을 위한 제도분석에 관한 연구)

  • ASEAN is emerging as the next-generation market following BRICs. Korea is also an important economic cooperation partner as a second trading partner and third target for overseas investment. ASEAN is attracting attention as an attractive business place for many companies as a future investment area in the future. Therefore, the Korean government is strongly promoting a "New Southern Policy(NSP)" to develop cooperative relations with ASEAN. As ASEAN has recently emerged as a central area for shipping and logistics development, development cooperation and support for the shipping and logistics sector in the ASEAN region of neighboring countries are also active in entering the new southern region and the government is supporting it. In order to enter these countries, it is necessary to accurately understand the investment attraction system, strategy, and market for entering the business in other countries. Among the various methods of entering the overseas market, it is essential to understand the business selection and establishment method suitable for localization strategies such as foreign direct investment and establishment of foreign corporations. In order to understand the Overseas Investment Act and the Corporate Establishment Act of shipping and logistics-related companies who want to enter marine ASEAN countries, we will study the overseas investment method and the establishment method according to the type of company.

EU ETS 실시 이후 탄소누출 가능성 산정 연구

  • In this paper, we empirically analyzed whether carbon leakage really happened in EU by comparing before and after the period of EU ETS. We regarded foreign direct investment outflows as indicator of carbon leakage and analyzed panel regression between production cost including environment cost and this FDI variable. Also we consider foreign market potential to analyze market oriented FDI. According to this analysis, carbon leakage was observed in some models for manufacturing industry. However carbon leakage did not prove consistently in a variety of models and it is hard to speak carbon leakage was happened in EU ETS. Notwithstanding relatively short time series of data, in the view of the fact that carbon leakage was tested in some models, Korea also should keep in mind the possibility of carbon leakage and design emission trading scheme.
