지난 70년대 우리나라는 해외건설의 열기로 인해 외화수입은 물론 경제성장에 커다란 영향을 미친곳이 중동지역이었다. 그러나 중동지역은 우리에게 기쁨만 안겨준 곳은 아니었다. 70년대 말 중동지역에서 공사대금을 제대로 회수하지 못한 건설업체들이 속출하면서 곧바로 국내 경기에 영향을 미쳤고 한때 우리나라는 매우 힘든 고비를 넘겼다. 바야흐로 해외건설의 봄이 서서히 일기 시작하고 있는 이때 전문가로부터 중동지역 중 리바아의 건설경기전망에 대해 들어본다.

As the world plant market extends, the number of the domestic construction company expansion to the abroad plant market is increasing. However, there is a lack of plant experts for opening domestic and abroad plant market; call in plant experts from abroad. Moreover, domestic plant education programs are not well constructed. And the education programs are not characterized by field, environment, and position. Thus, we should develop contents and establish the foundation for the plant education programs to train appropriate plant experts who will lead the world plant market. The purpose of the study is to develope educational contents for plant experts to be compatible in the abroad plant market. The contents developed by this study may practically used as the fundamental material for the future educational program.

R&D projects for land, infrastructure, and transportation is to identify challenges through academic-industrial demand survey, and to promote R&D projects through detailed planning projects. These R&D projects have been promoted to be applied to most domestic project-oriented. Despite continuous R&D investment, the investment has been promoted to the world top technology rather than to international construction projects. This study analyzed the international construction market trends and international construction contracts in order to promote technology development for enhancing international construction competitiveness. This study suggests three R&D technology development directions and ten research projects for expanding international construction projects.

With the number of social overhead capital(SOC) projects that introduce private capital on the rise, overseas construction global companies today need to establish and advance their overseas order strategies. In this context, the purpose of this study is to develop the public private partnership(PPP) capacity evaluation model for developing countries and use it for domestic overseas construction companies to establish strategies for overseas expansion. The PPP competency evaluation model analyzes the importance of PPP competency evaluation items and infrastructure environment competency evaluation items through a review of previous studies and an interview survey with overseas construction experts. Through the above analysis results and expert surveys, problems that may occur when overseas construction companies enter the PPP market were derived, and improvement measures were proposed. Countries with a high probability of overseas construction companies entering the PPP market were determined to be those that have a mature PPP system, low risk in construction, and a good entry environment with a high infrastructure market size and growth rate. In addition, a lack of PPP investment experience, the absence of information on the infrastructure environment, and a shortage of PPP experts were identified as problems when entering the overseas construction PPP market. As an improvement measure, it was suggested to enter in cooperation with domestic and foreign companies. In addition, a plan was proposed to develop a curriculum to secure experts in areas such as PPP finance and contracts and to provide PPP information for each country. These findings are expected to contribute to overseas construction companies proposing strategies for entering the overseas construction market and using them for overseas expansion strategies and policy establishment.

The small/medium sized firms have big part and affect a national economy in the world. They underestimated in market until now make big change by standing out in international market. The Korean small/medium sized firms also get out of a domestic market stagnated and try to make inroads into international market. Especially, the Korean small/medium sized construction firms have very huge potentiality in international market globalized rapidly. But, the role of these firms actually have been insignificant in international market until now. This paper tried to present the alternatives to revitalize the overseas expansion of the Korean small/medium sized construction firms which have the potentiality. It analyzed the international contract trend of advanced construction firms to classify each group by using ENR data from 1996 to 2005, and presented the new standard of the Korean small/medium sized construction firms according to international contract portion, data, and legal bases. Finally, it used the expert interview method to refer to the revitalization of making inroads into international market.

Recently, international plants construction markets are expending. Specially, oil/gas plants constructions in Middle-East are booming. However, international plants construction projects are high risky. So a risk assessments and managements methodology for international plants construction is needed. In this study, the risk assessment methodology for international plants construction is proposed on the basis of the literature review in the international construction risk assessment methods and the knowledge of experts explored by interview. In addition, case study in Middle East was applied for reviewing these risk assessments and managements methodology for international plants construction.

The domestic construction market is recently daunted because of the sustainable real estate regulation policy by the government. In other aspect, after the WTO(World Trade Organization)system opened overseas construction is growing continuously with grow of international economy and opening of market through world. Therefor needs to establish strategy on expansion or over seas construction competitive power. The purpose of this research is expansion on over seas construction competitive power by suggesting project cost guarantee methods to Owner and cost guarantee methods are Official Development Assistance(ODA). Accordingly, this research analyzed a developed $country^{\circ}{\phi}s$ ODA and domestic ODA. Moreover, survey to Expert of related field about over seas construction and ODA for identified problems. Especially, based on the results it intends to analyzed domestic ODA competitive power and improve strategy to competitive power of receive an order on over seas construction.

Korean contractors have been maintained sustainable growth since entering into overseas construction market for the first time in 1960' s. In 2010, Korean contractors ordered 761 billion (USD) from overseas markets. Especially, billion (USD) were earned by Korean contractors in overseas plant construction market which account for more than 80% of the total amount by Korean contractors. Nevertheless, many Korean contractors are suffering from lack of technological competitiveness and construction management skills in the design phase compared with global leading contractors. These conditions have directly effect on the success of projects in terms of cost, duration, and quality. So, this study focused on identifying the risk factors and developing risk priority method for the design phase of LNG plant projects whose market is expanding. Research procedures were conducted by the following three steps. First, total 57 risk factors were identified in design phase through extensive literature reviews and experts survey. Second, the authors developed risk priority method which are more suitable for design phase of LNG plant projects by using three criteria, Probability(P), Impact(I), and Coordination Index(CI). Finally, the suitability of risk priority method and practical applicability were verified through expert survey and interview. Consequently, if korean contractors use the suggested risk factors and priority method based on their own know-how and experiences, then more reasonable and rational risk management will be conducted in the design phase of LNG plant projects.

An expansion into the global market increasingly becomes a buzz world among Construction Management(CM) firms in Korea. The objective of this study is to identify potential obstacles and investigate their nature and implications to CM firms in Korea. The study identified 25 obstacles under 5 categories. Base on a questionnaire survey and interviews with CM experts who have global CM projects experience, the study discusses that while there exist various types of obstacles, a more attention needs to be paid for a small number of major obstacles to minimine risks in overseas CM projects. It also suggests that improving pre-construction management competency through securing CM experts should be listed as a top agenda for Korean CM firms.
