우리 건설산업은 유례없는 변화의 소용돌이에 직면해 있다. This study was aimed to derive measures for maximizing ripple effect of construction of overseas industrial complexes on domestic economy. The induced coefficients were estimated for each step of development of industrial complexes by applying the raw data of ICAK and the input-output mode. As a result, for urban service, the fraction of labor costs was high, and for civil engineering, the fraction of profit & loss was high. However, the proportion of intermediate and profit & loss was high in Architecture. Consequently, compare to the same type of overseas constructions, larger effects were seen at urban service in terms of employment, at civil engineering and architecture in terms of business, and at national economy in terms of architecture. These results suggest that in order to maximize ripple effect of construction of overseas industrial complex on domestic economy, it will be needed to seek an order strategy including not only simply sell a land and but also building factories in the industrial complex.

High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.

국내 전력산업의 성장률 저하 및 민간부문 전력시장 참여 확대등으로 국내 전력산업은 성장동력 창출이 절대적으로 필요해졌고 매년 12%이상의 전력설비 증대에 필요했던 다양한 기술과 경험을 계승하기 위해서도 전력산업의 해외시장 진출은 시대적 과제가 되었다. 특별히 송변전 분야는 발전이나 배전부문에 비하여 상대적으로 투자규모가 작으나 다른 분야에 비해 경쟁력이 작고 손실률 저감 등 우리 산업계가 가지고 있는 강점이 우세하여 아시아, 중동, 아프리카, 남미 등 전력산업 발전 가능성이 높은 개발도상국가로의 진출 가능성이 매우 높다. 이에 단순한 프로젝트 개발이 아닌 전략적 접근을 통해 해외프로젝트 발굴에 나선다면 해외시장 개척에 우위를 점해 향후 블루오션을 꿈꿀 수 있을 것이다. 성공적인 송변전분야 해외프로젝트 수행을 위해서 그동안의 경험을 바탕으로 한 제1단계 교육사업 및 진단사업, 제2단계 기본설계등 컨설팅, 제3단계 건설 프로젝트 수주 및 자재 수출등으로 전략적 수행방안을 제시하여 송변전 분야 해외 프로젝트 진출 활성화에 도움이 되기를 기대한다.

2007년 하반기 건설업 노임단가가 발표되었다. 대한건설협회가 발표한 2007년 하반기 건설업 임금현황에 따르면 하반기 적용 건설업 전체 평균임금이 하루 10만2,356원으로 전반기 대비 2.6% 상승했다. 이번 임금실태 조사결과를 보면 해외 건설수주 활성화, 건설.플랜트 노조의 임금교섭 참여, 물가상승 등으로 임금 상승폭이 늘어난 것으로 나타났다. 특히 주 40시간제 확대로 인해 플랜트.원자력.지적직종 등 월급제 직종이 전체 임금상승을 주도한 가운데 일당직은 상대적으로 상승폭이 작은 것으로 나타났다. 이번에 공표된 임금은 9월 1일부터 건설공사 원가계산에 적용할 수 있으며 직종별 건설업 임금은 우리협회 홈페이지(www.kmcca.or.kr)$\rightarrow$자료실$\rightarrow$각종기준표$\rightarrow$건설업임금실태에서 다운로드 받을 수 있다.

The Korean construction industry has led the miraculous economic boost of Korea by providing solid domestic infrastructures such as highway, roads, and airports. It also played a critical role in global construction market and eaned more than 500 billions dollars in terms of their accumulated international orders. However, domestic construction market has significantly decreased in recent years due to the domestic political environments and global economic crisis. Therefore, the importance of international construction market cannot be more emphasized to the Korean construction market in order for the sustainable growth. There has been, however, little research in the area of identifying required competency elements for the Korean construction industry to stay successful in the global market. The main purpose of this study is to identify elements of core competency to increase global competitiveness for Korean construction industry. Core global construction competency elements were derived from the internal and external environmental analyses along with the extensive literature review, expert interviews and a survey. This study utilized the Importance-Performance Analysis (IPA) and a gap analysis in providing insights on the status competitiveness of the Korean construction industry in terms of required global core competency elements. The analysis shows that project management and financial management are the main areas for improvements required to engineering contractors while construction contractors need to take a more balanced approach among technical, project management, and financial management in order to increase their global competencies.

With intensive competition due to the limited growth of the domestic construction market volume and the opening and construction boom of international construction market, construction firms register to grope strategy of enterprise dimension for improvement such as entry extension of domestic construction market order corporate strategy and international construction market. In this research, influence factors of corporate strategy are extracted and their interrelationships are presented in the domain of change of external environment with the internal and external market system, construction enterprise's internal capacity and corporate strategy, government and the internal and external market. The result of this research will be used for quantitative analysis through system dynamics simulation and basic data of model effectiveness verification through actuality domestic construction enterprise's case study, and can be used to basic data of new corporate strategy establishment because construction enterprise forecasts effect hereafter establishing corporate strategy in construction environment that change rapidly.
