Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention law" had entered into force from January 20. 2008, the education system for marine pollution prevention manager is scheduled to change in some ways. Major changes in education/training institutions, education/training courses, trainees, marine pollution prevention manager's works and business, marine facilities and educational subjects are summarized, comparing between new "marine environment management act" and old "marine pollution prevention act".

최근까지 주변이 해양으로 둘러싸인 연안국가에서는 오·폐수를 인접한 연안으로 그대로 방류하여 왔다. 그 결과, 연안의 환경오염이 상당히 심각해졌다. 이에 따라 연안의 환경오염을 줄이기 위하여 오·폐수를 해양방류관거를 통해 해안선에서 멀리 떨어진 곳으로 방류하는 방법이 널리 채택하고 있다. Fig. 1은 호주의 연안도시 시드니에 연안의 환경오염을 줄이기 위해 설치된 해양방류 관거의 형상을 나타낸다. (중략)

해양환경에서 큰문제가 되고 있는 아주 작은 크기의 플라스틱 입자인 미세플라스틱(Microplastic)은 잔류성이 크고 생물축적성이 있는 잔류성 유기오염 물질(POP)을 잘흡착하여 해양환경과 먹이사슬에 지대한 피해를 끼친다. 본 연구에서는 해양에 존재하는 대표적인 미세플라스틱 uPVC와 입자상의 잔류성 유기오염 물질 PAH를 원형 실린더로 가정하여 해양 환경에서 침강하고 있는 미세플라스틱이 잔류성 유기오염 물질에 의해 오염될 가능성을 알아보았다 이를 위해 표층및 심층수 환경에서 반지름에 따른 충돌효율과 접촉 시간을 구하여 두 실린더가 접촉할 시간의 기댓값인 기대 접촉시간을 계산하였다.

우리나라에 해양경찰(이하 해경)이 있다는 것은 많은 사람이 알고 있지만, 해경의 주요업무 중 하나가 해양오염관리라는 사실은 국민 일부만이 알고 있는 것 같다. 선박사고로 발생하는 기름 및 위험유해물질(HNS)의 유출시 오염 방제작업, 태풍 또는 홍수로 발생되는 해안쓰레기 정화활동, 해양배출 폐기물 관리 등 다양한 해양환경 업무를 통하여 국민모두가 해양환경의 중요성을 다시 한번 인식할 수 있는 기회가 되었으면 한다.

세계 해양환경의 보전을 위하여 설립된 UN 기구인 국제해사기구(IMO)에서는 해양환경 오염물질 등에 대한 규제강화를 위하여 최근 새로운 해양환경협약의 채택 및 발효를 강력히 추진해 오고 있다. IMO의 국제협약은 선박이라는 효과적인 제어수단을 통하여 가장 강력한 통제력을 갖는 협약으로 세계 모든 해양국의 해양환경에 관한 국제법의 성격을 띄고 있다. 구속력이 강력한 만큼 변화되는 국제협약에 의해 새롭게 창출되는 해양환경시장의 규모가 엄청나므로 당사국들이 서로 자국의 이익을 위해 올인하는 전형적인 그린라운드의 양상을 띄고 있는 현실이다. 우리나라는 국제해사기구의 A그룹 이사국이며 아울러 세계 제일의 조선대국, 또한 세계 6위의 해양대국으로서의 국제적인 위상을 감안할 때 해양환경 보호를 위하여 현재 발효되고 추진 중에 있는 협약에 대한 연구와 효과적 대처를 하여야 함은 물론 우리나라 조선, 해양산업이 보호되고 나아가 이익이 창출될 수 있는 방향으로 모든 국제협약이 이루어지게 노력해야할 것이다. 이 논문은 해양관련 환경규제 협약인 Marpol 73/78 협약, 선박의 유해방오도료 사용규제협약, 평형수 배출규제협약, 선박으로부터 오수에 의한 오염방지를 위한 협약, 대기오염방지협약 등의 주요 현안을 파악하고 분석하여 이에 따른 현실적인 대응책을 제시하고자 한다.

As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20, 2008, the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1, 2011. The present state of the education and training for marine pollution prevention managers on board ships was surveyed and analyzed In order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.

The present state of the education and training for marine pollution prevention managers of marine facilities was surveyed and analyzed in order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of FHRDI for marine pollution prevention manager of marine facilities have been conducted as a regular course of 21 classes for 3 days. The average annual number of trainees in FHRDI for 6 years from 2003 to 2008 was 187 persons and the annual number of trainee was 202 persons in 2008. The trained demands for the education and training are expected to increase sooner or later, depending major factors such as the extension of fields and ranges for marine facilities and marine environment management business due to the enforcement of new "marine environment management act".
