Numerical Experiment on Sea Prince Oil Spill Incident Using a High Resolution Ocean Circulation Model (고해상도 해양순환모형을 이용한 씨프린스호 유류유출 사고 수치실험)

  • This study investigates the effects of tide, wind and oceanic currents on oil spill dispersions through a series of numerical floats tracking experiments on the Sea Prince oil spill incident occurred in 1995 using a 3-dimensional high resolution ocean circulation model. For that, a total of four experimental cases (experiment with tide, wind and oceanic currents, experiment with tide and oceanic currents, experiment with wind and oceanic currents, and experiment with tide and wind) were compared. It could be seen that results from experiment involving all external forces showed better agreement with the observed pattern of oil slick movement than other cases. The oceanic currents acted to drive floats to move to the western channel of the Korea straits and wind accelerated the eastward movement of floats in the early stage of the incident. Tidal currents played significant role in the horizontal dispersion of floats.

  • 연안선은 중 대형선에 비하여 사고의 위험이 높고 작업 환경이나 안전에 대한 시스템적인 완성도가 매우 취약하다. 또한 바쁜 운항 스케줄과 승무원의 자질등의 여건으로 인하여 비상대응훈련이 잘 시행이 되지 않는 것이 현실이다. 여기에 현재 시행중인 훈련에 대한 시나리오도 중 대형선의 시나리오를 가지고 수정해서 사용하는 경우가 많고 본선에 적합하지 않는 훈련 시나리오를 가지고 훈련을 하는 경우도 많다. 본 연구는 이러한 문제점을 개선하고 연안선의 현실에 맞는 시나리오를 개발 및 자발적 참여유도를 통하여 연안선에서 시행되는 훈련의 효과를 증대시키고 나아가 안전한 해양문화에 이바지하는데 그 의의가 있다.

PAHs Accumulation in Various Marine Organisms by the Marine Pollution after Oil Spill Accidents (해상 유류 유출 사고 후, 유류 해양 오염에 따른 주요 해산 어.패류내 PAHs 축적)

  • Marine organisms such as fish (Sebastes schlegeli) and mussels were cultured in sea water tanks placed at Dukpo area which was contaminated by the two oil spill accidents. Results showed that PAHs concentrations in flesh tissue were higher than in fish fiver. This was explained by the cytochrome P45O 1A induction in fish limier after PAHs exposure. Other studies showed that higher PAHs levels were detected in mussels cultures in oil contaminated area than in control site. From these results, we concluded that Dukpo area is still polluted by oil including PAHs and it takes a long time to recover of oil contamination after the oil spill accidents.

  • Hazardous and noxious substances (HNS) may cause maritime incidents during marine transportation, which are liable to lead to a large amount of spillage or discharge into the sea. The damage to the marine environment caused by the HNS spill or discharge is known to be much greater than the damage caused by oil spill. Particularly dangerous is HNS, which is deposited or buried in the seabed, as it can damage the organisms that live on, in, and near the bottom of the sea, the so-called "benthos," forming the benthic ecosystem. Therefore, it is vital that the HNS deposited on the seabed be recovered. In order to do so, procedures and equipment are required for accurate detection, stabilization treatment, and recovery of HNS in subsea sediment. Thus, when developing a mechanical recovery system, the performance requirements should be selected using performance indices, and the conceptual design of the mechanical recovery system should be based on performance requirements decided upon and selected in advance. Therefore, this study was conducted to arrive at a conceptual design for a mechanical recovery system for the recovery of HNS deposited on the seabed. In the design of the system, based on the fundamental scenario, the method of suction foundation with the function of self enclosing was adopted for recovering the HNS sediment in the subsea sediment. The mechanical recovery system comprises the suction foundation, pollution prevention, a pump system, control system, monitoring device, location information device, transfer device, and tanks. This conceptual design is expected to be reflected and used in the basic design of the components and shapes of the mechanical recovery system.

Distribution Analysis of Optimal Equipment Assignment Using a Genetic Algorithm (유전알고리즘을 이용하여 최적화된 방제 자원 배치안의 분포도 분석)

  • As a plan for oil spill accidents, research to collect and analyze optimal equipment assignments is essential. However, studies that have diversified and analyzed the optimal equipment assignments for responding to oil spill accidents have not been preceded. In response to the need for analyzing optimal equipment assignments study, we devised a genetic algorithm for optimal equipment assignments. The designed genetic algorithm yielded 10,000 optimal equipment assignments. We clustered using the k-means algorithm. As a result, the two clusters of Yeosu, Daesan, and Ulsan, which are expected to be the largest spills, were clearly identified. We also projected 16-dimensional data in two dimensions via Sammon's mapping. The projected data were analyzed for distribution. We confirmed that results of the simulation were better than those of optimal equipment assignments included in the cluster.In the future, it will be possible to implement an approximate model with excellent performance based on this study.

Some Applications of SAR Imagery to the Coastal Waters of Korea (한국 주변 해역에서의 SAR 영상 응용예)

  • Several physical phenomena on the sea surface are analyzed from SAR images of South Sea areas, Korea. Strong wave patterns propagating in southerly direction are seen in ERS-1 SAR image on October 11, 1994, and a wave directional spectrum is calculated from this image using the SAR modulation transfer function. RADARSAT SAR image of August 15, 1996 reveals internal waves in northern coastal waters of Cheju Island. Analysis indicates that the internal waves may have been generated by the tidal currents traveling over the shallow bottom of the stratified water in the summer during the tidal changeovers fro ebb to flood and shows patterns of trains of solitons. RADARSAT SAR image taken 3 days after the oil spill accident near Goeje Isalnd on April 3, 1997 detects distinct oil slicks from the accident area but also shows slicks near the coast caused by wind sheltering of coastal mountains and chemical-biological activities.

M/T Herbei Sprit Oil Spill Area Monitoring Using Multiple Satellite Data (복합 위성을 이용한 허베이스피리트 유류오염해역 모니터링)

  • Estimations of oil slick area after M/T Herbei Sprit accident in December 2007 were analyzed using ENVITSAT ASAR(Advanced Synthetic Aperture Radar) microwave and KOMPSAT-2 of high resolution data. Monthly end short-term variations of chlorophyll a concentration before end after M/T Herbei Sprit oil spill accident were also analyzed using SeaWiFS/MODIS ocean color data. The oil slick areas estimated by KOMPSAT-2 and ASAR satellites were 59,456 $m^2$ and 1,168 $km^2$, respectively. The winds before end after oil spill accident were prevailed the northerly and northwesterly winds, and the strength of wind in this accident was stronger than 10 m/sec. In Taean and Anmeon-do, monthly mean chlorophyll a concentrations(6.3 mg/$m^3$ and 3.7 mg/$m^3$) in January 2008 alter the oil spill were higher than those(2.9 mg/$m^3$ and 2.5 mg/$m^3$) in December 2007. Short-term variations of chlorophyll a in these areas were decreased alter one or two weeks of oil spill.

  • Related incidents and accidents are frequent after 2000 years, such as the outbreak of the Taian peninsula crude oil spillage and Gumi hydrofluoric acid leakage accident. In the wake of such environmental pollution accidents, Consensus has been formed to enact legislation on liability for the compensation of environmental pollution in 2014 and the rescue, and has been in force since January 2016. Therefore, in the domestic insurance industry, the introduced environmental liability insurance system needs to be managed through the standardization formula of a new insurance model for managing the environmental risk. This study has been carried out by the emergence of a safe insurance model with a risky nature of the risk type, which is one of the services of the knowledge base. The verification of the six assurance media on the occurrence of environmental pollution such as chemical, waste, marine, soil, etc. is expressed through semantic interoperability through this possible ontology. The insurance model was designed and presented by deducing the relationship between the amount of money and the amount of money that was written in the area of existing expertise, In order to exclude the possible consequences, the concept of abstract is conceptualized in the form of a customer, and a plan for the future development of an ontology-based decision support system is proposed to reduce the cost and resources consumed every year. It is expected that standardization of the verification standard of the mass of mass will minimize errors and reduce the time and resources required for verification.

  • Recently, environmental design are becoming a matter of grave concern in shipbuilding. Out of these concern, oil spilt which is induced by grounding accidents is very critical reason of the ocean pollution. Therefore, a series qf quarter of 105k tanker model grounding simulations were conducted to analyze it's characteristics for the accident. ship get using LS-DYNA3D. In this paper, to conduct whole simulations, a meshsize convergence test was carried out to determine appropriate meshsize for grounding test. After the series analysis. These results were analyzed as each case.

A Study on the Development of Risk Assessment for Sunken Vessels Using Remaining-Fuel Estimations Model (선박 연료유 잔존량 추정모델을 이용한 침몰선박 위해도 평가)

  • Sunken vessels accidents have harmful impacts on the marine environment because of oils and chemicals in the vessels. The government has managed them and developed risk assessment which can evaluate potential risk quantitatively since 1999. But the grades of present risk assessment has changed greatly depending on quantity of remaining fuel oils, and the list of remaining fuel oils omitted in status report of sunken vessels. Therefore, the aim of the study is to estimate and develop model for quantity of remaining fuel oils and verify the remaining fuel estimation comparison with active vessels. To accomplish the purpose of the study, apply this verified estimation model to current risk assessment and recommend guideline for an accurate sunken vessels risk assessment.
