해양대국을 지향하는 우리나라의 조선산업은 21세기에도 지속적으로 유지발전시켜야 할 국가적인 산업으로서 기술력의 안정과 생산성의 향상은 물론 정보화를 통한 미래산업으로서 체질개선이 불가피하다. 이를 위하여 국내의 조선업계는 10여년 전부터 CAD/CAM시스템을 중심으로 설계 및 생산시스템의 전산화/자동화를 꾸준히 추진해 왔으며, 최근에는 컴퓨터통합생산시스템, 즉 CIM(Computer Integrated Manufacturing0을 목표로 한 투자와 연구개발 노력이 집중되고 있다. 최근 많은 문헌과 세미나 등을 통해 CALS의 개념과 관련기술, 긔ㄹ고 추진사례들이 소개되고 있다. 적용범위와 내용이 워낙 광범위하고 개념과 관련기술 또한 짧은 기간 동안에 급격히 발전해 온 까닭에 이해의 형태도 다양하지만 다소 막연하게 또는 이상적으로 생각해 왔던 미래형 산업정보시스템의 이미지를 제시하고 있음에는 틀림없다. 아울러 CALS는 조선산업의 정보화와 미래화를 위한 수단으로 추진하고 있는 "조선CIM"의 구축 및 운영을 위한 구체적인 방향과 목표, 그리고 환경과 도구를 제공할 수 있을 것으로 기대된다. 이 글에서는 CALS에 대한 개념과 내용, 그리고 관련기술에 관한 보다 구체적인 이해를 위하여 CALS의 여러 사례 중에서 조선산업과 관련이 있는 미해군의 추진사례(NAVSEA CALS)를 중심으로 소개하고, 현재 추진하고 있는 조선CIM과의 관계에 대하여 정리하였다.대하여 정리하였다.

국토해양부는 정보화를 통한 건설사업의 투명성 및 효율성을 강화하기 위하여 "제3차 건설CALS 기본계획"을 수립하여 현재 건설사업정보화를 추진하고 있다. 그 중 건설인허가시스템은 전국 개별공시지가를 이용하여 지방국토관리청에서 매년 3만여건(2010년 기준)의 도로점용료를 산정하고 부과하는 업무를 지원하고 있다. 개별공시지가는 매년 초 공시하지만 토지소유자의 이의신청 등에 따라 변경되는 특징이 있으며, 이에 따라 도로점용료를 재산정하는 등 대국민 민원행정 신뢰성 하락의 원인이 되고 있다. 본 연구는 건설CALS와 한구토지정보시스템의 개별공시지가 실시간 연계를 통해 도로점용료 산정업무의 신뢰성 제고 및 업무효율성 향상을 도모하고자 한다.

Today, satellite remote sensing and geographic information systems plays an important role as a advanced science and technology, and becomes a superpower tool of the study and research in various fields of Earth Science. This study reviews the application of satellite remote sensing and geographic information systems for many specialists in the fields of the fishery and ocean science. In future, satellite remote sensing and geographic information systems will be greatly used to observed, monitor and predict various phenomena associated with the fisheries and oceans, in order to seek safety in a natural disaster, and menage and conserve the fisheries and resources and the oceanic environments.

우리 나라는 3차년도에 걸쳐 전자해도 및 수치해도를 구축하였고, 1999년도까지 우리 나라 전역에 대하여 전자해도 및 수치해도의 구축이 완료될 예정이다. 따라서, 지금까지는 데이터를 구축하는 단계였다면 이제는 데이터를 어떻게 효율적으로 관리하고, 원활하게 공급할 것인가를 고민해야한다. 현재까지 사용되어 오던 기존의 종이해도와는 전혀 다른 형태의 새로운 생산품인 전자해도는 근본적으로는 선박의 안전항해와 해난사고 예방에 초점을 두어 개발되었으나 해양정보의 공간정보화라는 측면에서 해양환경 보호 그리고 효과적인 해양행정 관리 둥 해양관련 분야에서 다양한 활용이 예상된다. 따라서 기존의 종이해도와 전혀 다른 데이터베이스 형태의 전자해도 데이터를 공급하는데 있어 기술적으로나 경제적으로 거대한 시장에 적합하고 데이터를 공급하고 사용하는 동안 그리고 전자해도 데이터를 이용한 또 다른 상품을 제작할 때 상업적 측면에서나 안전성 측면에서 데이터의 정확성과 안전성을 확보할 수 있는 공급 체계를 채택하여 이 데이터의 수요자들이 보다 좋은 품질의 공간정보와 다양한 공간정보 상품을 서비스 받을 수 있도록 하여야 한다. 본 연구에서는 디지털화된 저작물인 전자해도의 유통체계를 확립하는데 있어 국내 저작권법과 컴퓨터프로그램보호법을 기준으로 데이터의 유통에 대한 국제 상거래 관념을 비교 분석하고 외국의 전자해도 유통 사례를 비교 분석함으로써 우리 나라에 적합한 전자해도 공급체계를 제안하고자 한다.

MGF(Marine Geographical Framework) data are the essential data sets concerning graphical and attribute information on coast and ocean among various marine-related data, which consist of framework data of the National Spatial Data Infrastructure(NSDI). This study did research and analyzed the development of current data, the situation of its usage, related technical environment and case study of foreign countries through the survey on the users and experts. Then the item of marine geographical framework data was selected in accordance with the measures for usage and management of possible MGF data. A map was pilot producted based on selected items and MGF data was presented through making up some problems shown ill the process. The importance of GIS will be growing continuously which can develop, deal with and provide the various data to efficiently manage coast and ocean. Accordingly, the MGF data will be applied to various areas such as Internet or raw data for marine information system.

정보화시대의 발전과 더불어 우리 일상생활에 친숙하게 다가온 기술 중의 하나가 지리정보시스템(Geographical Information System: GIS)이다. GIS는 공간(지표, 지하, 해양 등)상에 분포하고 있는 정보에 대해 여러 종류의 세밀한 지도를 이용하여 효율적으로 사용자에게 제공하여 관리하는 종합정보기술이다. 통계 데이터 중에는 지리정보를 가지고 있는 경우가 상당히 많다. 하지만 지리정보를 갖는 통계 데이터의 탐색적 자료분석(Exploratory Data Analysis)을 위한 Visualization 기법에 대해서는 별로 연구된 바가 없다. 본 논문에서는 GIS를 위한 벡터맵(vector map)의 간단한 제작방법과 GIS의 개발방법, 그리고 탐색적 자료분석을 위한 Visualization기법을 소개한다.

이번호 릴레이 인터뷰 주인공으로 경기대학교 관광학부 엄서호 교수를 만나본다. 엄서호 교수는 농촌관광 마케팅 전문가로 관광모지론, 아마추어 관광 활성화론 등을 주창해 왔다. 지난 2004년에는 한국어촌어항협회가 운영기관으로 선정된 해양관광 포털 '바다여행'의 정보화전략을 수립하였고 2005년에는 어촌체험마을 컨설팅 사업 등에 참여해 우리나라 바다관광의 방향이 어업인이 중심이 되는 아마추어 관광 활성화에 초점이 모아지도록 유도하였다는 평가를 받고 있다. 현재 미국에서 연구활동을 하고 있는 엄교수와 웹메일 인터뷰를 실시해 본다.

건설CALS 1998년부터 국토해양부에서 추진하고 있는 정보화사업으로 시스템의 개발 운영과 표준의 개발 운영의 2개 분야로 사업을 진행하고 있다. 건설CALS 표준은 건설정보분류체계, 전자도면작성표준, 도면정보교환표준, 전자문서표준, 디지털 수량산출 교환표준, 건설정보모델(BIM) 작성 납품 공통기준이 있다. 향후 건설CALS 표준은 건설정보 호환을 위하여 정보분류체계의 확장개발과 건설용어의 표준화, 토목분야의 BIM 활성화에 대비하는 토목BIM 표준의 개발이 필요하다.
