A Study on change for Marine Administration of telecommunications (정보통신에 의한 해양행정의 변화에 관한 연구)

  • This paper was studied on change for Marine Administration of telecommunications. Analysis method was studied of Policy Delphi. The three kinds of telecommunications network influence on Marine administration is National Information Infrastructure Network, Integrated Services Digital Network and Local Area Network. The five kinds of telecommunications service influence on Marine administration is Telecommuting Service, Electronic Approval Service, Teleconference Service, Electronic Data Interchange Service, and Internet Service. The results of this as follow: First, all Marine agency must be innovation. Second, Marine Administration must be use Telecommunications. Marine Administration must be for customer.

  • During the past several decades, the development of the maritime policy have been focused on the level of regulation based on the lessons from the individual accidents. Recently, the development of IMO e-navigation strategy has been discussed actively and has been focusing on the new frame and architecture based on the user requirements and definition of function and services for user requirements, which might produce the user-friendly policy, infrastructure and user service. For the new maritime ICT policy getting fusion of ICT and innovation of ship/ocean industry, the overarching methodology, as IMO e-navigation strategy, should be applied to primarily setup the architecture from the user requirements to technology. In this paper, we analyze the IMO e-navigation strategy procedure and provide the consideration and lessons for the strategic methodology to develop a new maritime ICT policy.

  • For a long time, the ocean was regarded as unknown area ruled by god, consequently, not so much things were developed in scientific methods and activities. Despite a rapid development of geographic information systems(GIS) marine and ocean fields still remained in the scope of traditional tools and intuitive experiences by the late of 1990. However, land based concepts and technology models require additional customization to apply GIS effectively in marine domains, which are resulted from her dynamic, complex and seamless massive nature. This paper gives a brief review of marine spatial data characteristics and also presents strategic approaches to meet the unique marine GIS requirements.

  • Since the demand for radio wave due to proliferation of radio wave communication is increased rapidly, policy for efficient use of radio wave is a challenge of sustainable research for technology development in this field with focus on service supply and distribution. Therefore, this paper analyzed and reviewed radio wave related international agreements and overseas institutions and policies, and proposed the improvement method for systematic and efficient countermeasure on radio wave management policy and system according to radio wave promotion policy circumstance changes, radio wave environmental change and technology development.

  • 어업분야의 선진화를 위하여 해양수산분야의 현황파악 및 문제점 분석을 통한 어업정보화의 발전방향을 설정하고 다양한 정책을 효율적으로 추진하여 해양자원관리 및 활용성 제고를 통한 종합적이고 체계적인 정보화 기반을 조성해야 할 것이며, 이를 위해서는 어업통신의 정보화가 필수적일 것이다. 해상이동체인 어선들을 상대로 정보통신망을 구성하기 위한 통신수단에는 위성통신망이 있으나 장기적으로 사용시 막대한 통화료 부담이 있으므로 영세한 어업인들에게는 도입될 회망이 없다고 보아도 무방하며, 최적의 방안으로 기존의 SSB통신시스템을 이용하는 방법이 연구되고 있다. 운용비 부담이 없는 HF대 SSB통신에 의한 어업통신망을 구성하기 위해서는 육상의 해안국에서는 정보시스템 운영의 기본체계인 무선 송ㆍ수신소 구축 및 무선통신망 프로토콜에 의한 무선데이타 통신시스템이 갖추어져야 할 것이다. 그리고 어선에는 무선데이타 통신을 하기 위한 단말장치가 필수적이라 하겠다. 이에, 본 연구에서는 동 시스템에 CPS를 연동하여 이동하는 어선이 실시간에 자동으로 위치를 송출하고, 해상기상ㆍ엇가ㆍ해황 둥 각종 정보를 수집할 수 있는 어선용 단말기를 구현하기 위한 방안에 대하여 제안하였다.

  • According to diffusion and wide utilization of Radio telecommunication, demands of radio frequency source are increasing. Thus, we have o continuously study on regulations which should be managed efficiently and usefully for father technical developing. In this paper dispute bout developing radio frequency police depends on changes of conditions and sing radio frequency source depend on a variation of environment and an advance of technique and then we consider a international agreement and an amendment of international regulations for an alternative proposal so that we suggest foundations of national radio regulations for revisions and decisions connect with radio frequency control policies and rules.

  • In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.

A Study on the Development Policy of S/W Industry in Busan Metropolitan (부산지역 소프트웨어 산업의 발전방안)

  • Currently, Busan Metropolitan City is under the economic depression. To solve these problems, this study attempts to provide strategies for building local IT policies, especially for vitalizing software industry. Firstly, it analyzes the trends and basic status on the Busan software industry. Secondly, case studies by S/W policy initiators are conducted, and followed by empirical studies including in-depth interviews from government officials, researchers, and businessmen in Busan metropolitan city. Finally, it provides policy alternatives and strategies for building the local S/W development policies including the role and necessity of S/W industry in vitalizing the local economy, improving financial capacity of local governments, reorganizing of relationship among different levels of governments, and the possibility of integration of policy instruments and organizations.
