Oil fences effectively prevent the spread of oil spilled in the sea, thereby reducing the damage to the marine environment. However, the fence is damaged by oil and structures at the accident site and is discarded. When incinerated disposal method for discarded fences, fine dust, and harmful materials are generated. Moreover, as a part of the damaged fence is dumped into the sea, it may cause secondary environmental pollution, such as microplastics. Therefore, in this study, durability was measured using the most common solid foam type oil fences. As a result, the reduction rate of after five days of contact was 13 % in seawater and 3 % in oil, affected by temperature changes. Thus, the durability of the fence should be improved because it is exposed to seawater and oil and affected by wind, light, and waves depending on the weather conditions. Therefore, we suggest a method to improve the oil fence inspection to strengthen the durability of the fence's fabric part.

Recently, marine surveys using unmanned ships are attracting attention, and research on small unmanned ships using sails is on the rise. Sail drones can be used for marine surveys, monitoring, and pollution management. Therefore, in this study, using the method of estimating the ship speed for twin sail drones, the optimal conditions for sailing are checked, and the performance to be considered in the initial design stage, such as the motion performance and resistance of the sail drone. Consequently, the twin sail drone had a speed lower than 2.0 m/s, and the stability satisfied the rule by DNV. In addition, the maximum speed at an angle of attack of 20° at TWA 100° was 1.69 m/s and that at an angle of attack of 25° at TWA 100° was 1.74 m/s.

In this study, beneficial use of ocean contaminated sediments were investigated by laboratory and environmental tests, and their prototypes were released. Dredged material from Ulsan port is used for making cement treated samples and lightweight foamed samples, and various engineering tests were performed to identify the compressibility and stress-strain behaviors. Environmental tests were also performed for the beneficial uses. The values of Cu are a little higher than the suggested standard possible for reusing dredged material and equal to the suggested standard alarming for reusing dredged material, which shows environmental harmfulness for the reuse of construction material. In addition, particle size distribution, compaction test, Atterberg limit tests, specific gravity test, and unit weight test were performed to investigate the use of landfill cover materials. The shear strengths of cement treated soils were found to be enough for reclamation works.

The International Maritime Organization (IMO) has confirmed a global limit of 0.5 % for sulfur in fuel oil used on board ships with effect from January 1, 2020. Among various alternatives to respond to these regulations on sulfur content in fuel oil, such as LNG ships, SOx scrubbers, and very-low-sulfur fuel oil (VLSFO). VLSFO is preferred owing to its low investment costs. As more ships are expected to use VLSFO, VLSFO spills are expected to increase. In particular, when the seawater temperature is below the pour point of VLSFO, VLSFO solidifies when it is spilled, which makes controlling spills difficult. In this study, six types of VLSFO produced in Korea and one type of high-sulfur fuel oil (MF380) were compared in terms of the dispersibility of dispersants according to the seawater temperature conditions. The results confirmed that the six type of VLSFO did not satisfy the domestic standards for dispersant rate (60 % or more for 0.5 min, 20 % or more for 10 min). Morever, the dispersant rate of the six types of VLSFO was low compared with that of the high-sulfur fuel oil. The results of this study are expected to be used to set the direction of dispersant control in the case of VLSFO spills.

In accordance with the sulfur regulations of the International Maritime Organization (IMO), very low sulfur fuel oil (VLSFO) shows various production-dependent physico-chemical properties. This study aims to use as basic data for oil spill response according to study of physico-chemical characteristics of VLSFO and mixed fuel oil of VLSFO-HSFO. The mixed fuel oil was prepared by mixing 25, 50, 75 mass% of HSFO with VLSFO containing 0.46 and 0.36 mass% of sulfur. The physico-chemical properties such as the kinematic viscosity, pour point and distribution of Saturates, Aromatics, Resins, and Asphaltenes (SARA) were studied in the laboratory. As mixed of 75 mass% of HSFO with high the kinematic viscosity and low pour point in VLSFO, the kinematic viscosity of the mixed fuel oil increased to 350.2 %, and VLSFO with pour point of 23℃ and -11℃ lowered or raised to -3℃ and -6℃ respectively. As HSFO was mixed in VLSFO with a small Asphaltenes distribution, the Saturates distribution decreased to 68.8% and Asphaltenes distribution increased to 1,417 % dramatically.

This study was aimed to make GIS oiling thematic maps and analyze temporal oiling variation patterns for two months after 'Hebei Spirit' oil spill accident in December 7, 2007 using GIS and oiling status surveyed data. As a basic work for making of oiling thematic maps, geometric corrections were performed with IKONOS images using ground control points data. These corrected images were used to make detailed coastline from digital charts, and then spatial unit of coastline were defined using classified coastline types. And to know the representative parameters which reflect oiling situation, relationship between oiling status parameters extracted from four times oiling assessment reports and total petroleum hydrocarbons (TPHs) data (December 2007 and January 2008) monitored by Korea Ocean Research and Development Institute (KORDI). Using these representative oiling status parameters pollution value were calculated, and they were keyed into spatial unit of coastline as attributive value. GIS oiling status thematic maps made with coastline containing pollution value showed the initial two month's situations somewhat well. Also, to analyze temporal variation pattern of coastline types, about 13.4km length coastline around Malripo beach was defined as detailed study area where is the common spatial zone surveyed oiling status by each organizations. Based on this study results, it could be possible to provide oiling status maps quickly and to support decision making for oiling control action and scientific pollution monitoring.

When oil tankers, large passenger ships and cargo ships sink under the sea owing to various maritime accidents, the residual cargo oil or fuel oil in the such vessels could pose direct risk to factor for the marine environment and it require safe and rapid removal. Although domestic and foreign salvage companies are adopting various recovery methods and technologies with customizations according to each site during recovery operations studies on reasonable assessment modules for the operation process are relatively insufficient. In this study, the data from trapped-oil recovery operations performed at different site conditions were collected and analyzed in order to designed an operation assessment module, define the operational process steps in terms of preparation, implementation and completion, and derive key factors for each detailed process. Subsequently, the module was designed in such a way as to construct performance indicators to assess these key factors. In order to exclude subjective opinions from the assessment as much as possible, the assessment each item was constructed with indicators based on data that could be evaluated quantitatively and its usefulness was verified by applying the module to the trapped-oil recovery operation cases. We expect this the method and the technology assessment module for the trapped-oil recovery operation on sunken vessels will help to verify the adequacy of the trapped-oil recovery such operation before or after. Furthermore, it is expected that the continuous accumulation of assessment data and feedback from past or future operation cases will contribute toward enhancing the overall safety, efficiency and field applicability of trapped-oil recovery operation.

To find characteristics and areas of greater risk of oil spill at the coastal waters in Korea, some of risk factors were analyzed with historical data of oil spill and marine traffic. As a result, it is characterized that frequency of oil spill is increasing year by year and greatest percentage of spill source is fishing boat. It is proposed that the ports of Ulsan, Yeosu, Incheon and Pusan will be designated as primary area of risk as they have a higher risk of oil spills and its response authority is required to maintain appropriate regional response capability for prompt and effective response to a future spill incident. In addition, the regional response equipments at Ulsan are examined under a assumption of a medium size spill and it is found that the use of chemical dispersant can be an alternative when mechanical containment and recovery is not feasible in this area, and the existing response equipments may be appropriate to address that size of spill. However, the response authority is required to maintain more numbers of stronger boom for unsheltered waters and more quantity of concentrate dispersant to disperse all spilled oils on the water, furthermore the response authority should be prepared for a possible future catastrophic spill with sufficient equipments.

Many concerns are placed on preservation of coastal environment from the spilled oil contaminant in the coastal area. And the use of computer simulation model to combat with oil spill has come to play mote important role in forecasting the oil spill trajectory so as to protect coastal area and minimize the damage from oil contaminants. The main concerns of this study is how the movements of spilled oil are affected by currents including tidal, oceanic, and wind-driven currents. Especially, in the present paper, the oil spill trajectory can be predicted by a real-time system that allows prediction of circulation and wind field. The harmonic methods are adopted to simulate the tidal currents as well as it can be possible to achieve the wind-field data and oceanic current data from the established database. System performance is illustrated by the simulation of oil spill in the south-eastern coastal area of Korea. Simulation results are compared with the observed one.

There is no system to obtain the basic data and proceed data and user input interface is complex, thus there are some limitation to utilize the oil spill prediction model. It is difficult to build the scientific response strategy in order to respond oil spill accident rapidly because it is impossible to operate the oil spill prediction model any time. In this study, the optimum operational system for oil spil prediction model has been developed considering the present system. External real time data has been linked because of impossibility of building all basic data and minimum database has been build in this study. Through this data system, real time oil spill prediction model can be utilized. And the user interface has been designed to reduce the error of the interface between user and model and the output interface has been proposed to analyze the result of modeling at multidimensional aspect. While the system for oil spill prediction model as the result of this study has some uncertainties because of depending on external data, the thing that we can predict oil spill using operate the model rapidly as soon as the accident occurred can be meaning in the response field.
