Spatiotemporal Analysis of Ship Floating Object Accidents (선박 부유물 감김사고의 시·공간적 분석)

  • Ship-floating object accidents can lead not only to a delay in ship's operations, but also to large scale casualties. Hence, preventive measures are required to avoid them. This study analyzed the spatiotemporal aspects of such collisions based on the data on ship-floating object accidents in sea areas in the last five years, including the collisions in South Korea's territorial seas and exclusive economic zones. We also provide basic data for related research fields. To understand the distribution of the relative density of accidents involving floating objects, the sea area under analysis was visualized as a grid and a two-dimensional histogram was generated. A multinomial logistic regression model was used to analyze the effect of variables such as time of day and season on the collisions. The spatial analysis revealed that the collision density was highest for the areas extending from Geoje Island to Tongyeong, including Jinhae Bay, and that it was high near Jeongok Port in the West Sea and the northern part of Jeju Island. The temporal analysis revealed that the collisions occurred most frequently during the day (71.4%) and in autumn. Furthermore, the likelihood of collision with floating objects was much higher for professional fishing vessels, leisure vessels, and recreational fishing vessels than for cargo vessels during the day and in autumn. The results of this analysis can be used as primary data for the arrangement of Coast Guard vessels, rigid enforcement of regulations, removal of floating objects, and preparation of countermeasures involving preliminary removal of floating objects to prevent accidents by time and season.

  • 2020년 AIS 자료와 해양용도구역 정보를 종합해 월별/해역별 주요 선박 통항로를 분석하고 우리나라 연안의 주요 선박 통항로 영역을 유효·비유효 구역으로 구분하여 향후 빅데이터 기반의 통합 항로 예측에 적용하는데 활용하고자 한다. 이 결과를 선박 해양사고정보, 해양에너지, 수산 등의 해양공간계획(MSP) 정보를 추가·분석할 예정이다. 나아가 국가어항을 중심으로 항만별 분석, 화물선·여객선·어선 중심의 선종별 분석 정보로 확대하여 빅데이터 기반의 항로 예측 기술의 입력자료로 활용할 예정이다.

  • 본 연구의 목적은 선박관리회사에서 관리하는 선박의 운항사고를 사전에 예측하여 사고를 미연에 예방 또는 저감하고, 사고 발생시에는 신속 대처하여 사고결과 발생되는 손실을 최소화하기 위한 운항사고 예측 시스템을 개발하는데 있다. 이러한 운항사고 예측 시스템을 개발하기 위해서는 과거 문서로 작성된 사건을 숫자로 변환시킨 수량화 데이터 제작이 우선 필요하다. 수량화 데이터를 이용하면 통계기법을 적용하여 다양한 사건 사이에 숨어 있는 기본적인 요소를 축출할 수 있고, 이러한 요소 사이의 상관관계를 통하여 사고발생 수준을 숫자로 표시할 수 있기 때문에 사전에 해당 위험정도를 알 수 있다. 본 연구에서는 운항사고 예측 시스템 개발의 초보단계로서, 과거 사건기록을 수량화 데이터로 변환하기 위한 절차와 결과를 기술하였다.

한국 해양오염방제시스템 분석

  • 이번 유조선 Hebei Spirit호 오염사고의 발생단계에서 해상 및 해안방제활동이 진행되는 동안 여전히 현행 오염방제시스템과 방계능력에 여러 가지 허점과 결함이 있음이 드러났고, 또 선진국의 해양오염사고 사례 및 방계시스템과 비교해 보면 몇 가지 오염사고 방지, 대비 및 대응에 근원적인 문제점이 노출되었다. 이와 관련하여 본 연구에서는 Hebei Spirit호 오염사고를 중심으로 오염방제 전 과정에서 노출 또는 지적된 문제점(단, 본 연구에 피해배상관련 사망은 제외함)을 알아봄과 동시에, 그 문제점에 대한 타당성을 평가하고 그 원인을 분석하였다. 이에 추가하여 선진국과 우리나라의 해양오염방제시스템을 상호 비교하여 방제시스템의 선진화를 위한 개선방안을 마련함으로써, 추후 본 연구 결과가 국가해양오염방제시스템 정비 및 개선작업 시 참고자료로 활용되기를 기대한다.

Analysis of Main Factors in aids to Navigation Accidents using a Bayesian Network (베이지안 네트워크를 이용한 항로표지사고 주요 요인 분석)

  • Aids to navigation, which provide information about a ship's position, direction, and the location of obstacles, are crucial for uninterrupted maritime services. This study aimed to analyze accidents involving aids to navigation that resulted in service disruptions and identify the key factors associated with these accidents. Aids to navigation accident data from 2000 to 2022 were utilized to achieve this. We categorized accidents by accident type, cause, region, season, and type of navigation aid and established a network through correlation analysis. Bayesian networks based on aids to navigation accidents were assigned prior probabilities, and the factors that increased the probability of accidents for different types of aids to navigation were identified. The findings can be used to infer the causes of unreported aids to navigation accidents and serve as foundational data for the prevention of such accidents.

  • Barges that are towed by tugs do not have navigation capabilities and are usually connected to tugs. These kinds of combined navigation schemes have generated almost ten percent of all maritime accidents in the last five years. The study aims to reduce maritime accidents with barges towed by tugs by analyzing navigation characteristics and the current status of such combined navigation schemes. The analysis consists of the lesson learned from each verdict. The result of the study emphasizes that human factors continue to be the primary cause of maritime accidents with barges and tugs. Additionally, the research proposes that effective advertising for improving maritime safety by reducing towing barge maritime accidents should be created through associations of tugs and barges. Furthermore, relevant re-training must be conducted by maritime training institutions. The results of the study are expected to apply to the improvement of maritime safety through the advertisements to seafarers.

  • 연안 수역에서의 해상교통 환경변화에 부응하고 나아가 대형 해양사고 방지와 인명사고 예방을 위해 필요한 해양기상신호표지 시스템 구축을 위하여 해양기상 관측 및 항로표지 정보제공 시스템을 도입, 통항선박에게 안전항해에 필요한 정보를 제공함으로서 해양교통 안전을 확보하고자 한다. 인천 연안의 팔미도를 포함한 15개 항로표지시설에 기상(온습도, 풍향/풍속, 기압) 및 해양(유향/유속, 수온, 파고/파향) 관측시스템을 설치하고 항로표지용 AIS (AtoN AIS) 통신시스템을 이용하여 육상 정보수집 처리서버 및 항행 선박에게 해양기상관측자료를 실시간 전송하는 시스템을 구축하였다.

  • Smart AtoN(Aids to Navigation) that meet the future environment will generate variety of information and be provided in variety. In order to provide a customized service to marine users, the managers of AtoN should be able to check the any time and data in the desired format. In addition, in order to properly manage the AtoN in the future, it is necessary to identify the cause of the AtoN accidents and make efforts to prevent accident. In this study, 7 types of causes and 11 types of accidents were presented for AtoN accidents.

Overview of Major Oil Spill at Sea and Details of Various Response Actions 2. Analysis of Marine Oil Pollution Incidents in Korea (대형 기름유출사고와 방제조치에 관한 연구 2. 국내 해양 기름오염사고 분석)

  • In order to seize quantitative materials as part of studies on measures for oil pollution prevention and control, the statistics of oil pollution incidents in Korean coastal waters for 10 years from 2003 to 2012 were analyzed with relation to the number of oil spills and the volume of oil spilt according to causes, sources and sea areas of spills. Total number and total volume of oil spills for 10 years were found to be 2,833 cases and 17,877 kL, respectively. 50.4 %(1,429 cases) of total number of oil spills were caused by negligence, although oil spillage due to negligence was 294 kL(1.7 %). While oil spillage caused by marine accidents was 17,400 kL(97.3 %), marine accidents accounted for 27.9 %(790 cases) of total number of oil spills. While negligence had a great influence on the number of oil spills, marine accidents had a huge impact on the amount of oil spilt. Fishing boats accounted for 42.7 %(1,210 cases) of the number of oil spills, and although oil tankers accounted for 9.2 %(261 cases) of the number of oil spills, oil spillage from oil tankers was 15,488kL(86.7 %). It means that oil tankers such as VLCC or ULCC may be the main sources of major oil spills and a few very large spills are responsible for a high percentage of the amount of oil spilt. While the number of oil spill incidents was closely related to the accidents of fishing boats, the volume of oil spilt was greatly affected by the major oil spill incidents of oil tankers such as M/T Hebei Spirit. The number and volume of oil spills were shown to be 1,613 cases(56.9 %) and 3,804 kL(21.3 %) in South Sea, 700 cases(24.7 %) and 13,501 kL(75.5 %) in West Sea, and 520 cases(18.2 %) and 572 kL(3.2 %) in East Sea of Korea, respectively. The highest number of oil spills was found in South Sea and the most volume of oil spilt was shown in West Sea of Korea for 10 years.
