A Study on the Development Trend of Marine Spatial Policy Simulator Technology through Patent Analysis (특허 분석을 통한 해양공간 정책 시뮬레이터 기술개발 동향 연구)

  • In this study, 1,474 effective patents were derived for quantitative analysis of five major countries, including Korea, China, Japan, the United States and Europe, for marine space policy simulator technology used as a support for integrated marine space management means, and domestic technology competitiveness and domestic and foreign technology trends were identified through annual and national patent application trends and word cloud analysis. This diagnosed the need for active policy support for research and development of marine space policy simulator technology at the government level and preparation through linkage strategies such as patent application consideration and standardization preoccupation for surrounding technologies to prepare for China-led market monopoly and preoccupation.

  • 해양사고는 해양 환경과 인적 요소의 상호작용에서 발생하는 심각한 문제 중 하나로, 이를 예방하고 관리하기 위한 정책이 필수적이다. 하지만, 이 중 해상교통 환경에 대해서는 지금까지 항만 및 입·출항로 등 제한된 해역에 한정하여 관리되어 온 관계로 전체 연근해 해역에 대한 관리는 상대적으로 미흡하였다. 따라서 증가하는 해역 이용 수요에 대비한 선박 및 선원 중심의 안전 정책을 교통환경 관리강화를 통한 공간 중심으로 전환할 필요가 있다. 본 연구에서는 해역이용자 및 관련 전문가를 대상으로 교통환경 관리 항목 도출을 위한 설문조사를 시행하고 AHP 기법을 활용하여 이를 분석하였다.

  • 삼면이 바다인 우리나라의 국토환경에서 해양공간정보에 대한 국민들의 수요가 증가하고 다양해짐에 따라, 육상 및 해상의 지리정보는 관련기관, 민간부분 및 일반인에게 확산하여 부가가치를 창출할 수 있는 사회간접자본으로서의 역할이 요구되고 있는 실정이다. 이에 해양수산부는 제2차 국가지리정보체계 기본계획에 입각하여, 21세기 디지털 해양건설의 초석을 마련하기 위하여 해양지리정보 사업을 추진하고 있다. 본 연구에서는 해양지리정보체계(MGIS: Marine Geographic Information System)사업의 일환으로 해양기본지리정보에 관한 연구를 통하여 해양기본지리정보의 구축 시 필요한 필수항목으로 도출되었던 항목을 기준으로 데이터 모델링 및 데이터구축지침서를 작성하였다. 또한, 향후 NGIS의 통합을 고려한 국가차원의 해양기본지리정보 구성(안)을 제시하였으며 데이터의 품질기준, 유지관리를 위한 방안을 마련하였다.

A study on Maintenance Plan for Marine Design of Waterfront in the Domestic Coast (국내 연안에 있어서 워터프론트의 해양디자인 정비 방안 연구)

  • The purpose of this study is to suggest a development plan for the waterfront in the coastal ocean. The research method is conducted mainly on various materials such as marine design, waterfront, marine industry, harbor waterfront space, marine landscape related reports, papers, and articles. As a result, it was found that it is urgent to move, dismantle, and manage various sculptures or structures that are installed on the shore and cause visual pollution. The location management and maintenance of indiscriminately scattered fishing grounds are urgently needed, secure sufficient green buffer space, develop coastal marine roads across the country, create eco-tourism sites, contribute to regional revitalization and secure the production value of aquatic products by restoring the ecosystem. This study is expected to contribute to suggesting a direction for maintenance by focusing on the main management measures of the waterfront rather than the aspect of reckless development of marine design.

  • Currently, the conflict between use and conservation of the ocean is intensifying in the ocean, so it is essential to introduce an effective method to define and manage it in advance for each core value of ocean. Accordingly, although the ocean is divided into nine marine use zone and managed through marine spatial planning, the analysis of the sea areas where mutually exclusive activities overlap in the ocean is insufficient. In this study, an automated model was developed to derive a sea areas where the core values of the ocean conflict. In order to analyze marine activities, available data on marine activity were collected, and data necessity for the analysis of mutually exclusive marine activities were derived. After classifying the derived data into legal and characteristic data, a conflict matrix was prepared through pairwise comparison between data to designate priorities when overlapping occurs. Based on the designated priorities, an automation model was developed, and sea areas where marine activities conflicted were derived, visualized, and area calculated. Using this, it is judged that the efficiency of decision-making can be improved by clearly deriving the sea areas where major issues occur in establishing the marine spatial planning.

  • It's important to develop Metadata standard to manage a large of marine geospatial data such as observation, ocean survey, satellite image more effectively. If we use metadata in Marine GIS we can make sense marine geospatial data, make the most of marine dataset. International standard organization's work and NGIS's standard are a good example to illustrate metadata standard's importance.   • The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

  • There has been increasing concerns regarding marine mineral resources as the land energy resources has been depleting from worldwide energy crisis. Also, all the coastal countries around the world are getting into the high competition as EEZ implemented to widen each country's marine autonomy. Especially, the adoption of EEZ in UN's marine regulation agreement at the January of 1996 has aggravated conflicts among coastal countries and eventually resulted in critical agenda to determine the boundaries of EEZ among such countries. It is imperative for us to have negotiation with neighboring countries to determine the boundaries of EEZ. For the preparation of such negotiation, it is essential to have data such as mineral distribution, deep-sea geology, related agreement and marine laws, etc. Therefore, this study mainly concentrates on analyzing existing data of resources exploration and establishing standards for each type of data and manipulating data based on such standards, thereby building a database for more efficient management of EEZ data from marine resources survey. MRIS has also been developed to diversely analyze and visualize graphic and attribute data considering data usage and inter-relationship in the database. This system can provide various spatial analysis and spatial searching techniques to enable easier comparison of cost-benefit analysis and data provision of any area in EEZ thereby facilitating major policy making. In addition, the system can support sustainable management of marine resources of EEZ regions and data supply for systematic management of national marine resources. Furthermore, this will be very useful for negotiating with neighboring countries to determine EEZ boundaries to lead more favorable results.

해양기본지리정보구축에 관한 기본연구

  • 해양기본지리정보란 해양의 여러 정보 중 기초적인 주요지리정보로서 연안 및 해양의 지형 및 경계등의 위치 및 속성에 관한 정보를 말하며, 이러한 정보는 국가기본지리정보 체계와 다양한 해양정보시스템의 기본데이터 항목으로 사용된다. 해양기본지리정보구축을 위해서는 먼저 해양기본지리정보의 항목이 선정되어야 할 것이다. 또한 해양의 측량, 관측분야에서도 급격한 기술의 발달에 따라 선정된 항목의 기존 획득자료의 활용성 여부에 대한 분석이 필요하다. 이러한 자료검증과정을 통해 기본 지리정보 자료획득에 대한 계획을 수립할 수 있을 것이며, 수립된 계획을 바탕으로 정확도 높은 자료의 획득을 위해 노력해야 한다. 다양한 방법에 의해 획득 및 구축되어진 해양기본지리정보는 해양수산관련 정보화시스템과 인터넷 등을 통해 여러 분야에서 활용 및 제공되어질 것이다. 해양기본지리정보와 나아가 해양지리정보체계의 보다 나은 구축을 위해 기존의 해양관련지리정보 및 외국사례의 분석을 통해 현재 추진중인 해양기본지리정보 구축의 방향 및 구축자료의 활용방안에 대해 간략히 언급해 보았다. 해양을 보존 관리하기 위해서는 다양한 정보를 유기적으로 구축, 관리 및 공급할 수 있는 지리정보시스템(Geographic Information System, GIS)의 중요성은 앞으로도 계속 커질 것이다.
