Maritime Security and Korea's National Economy (한국의 해양안보와 국가경제)

  • 대한민국은 국가경제발전의 기반을 무역에 두고 있는 대외 지향적 통상(通商)국가이다. 현재 한국의 무역은 화물량 기준 거의 100%를 해운에 의존하고 있다. 한나라의 경제 특성을 나타내는 지표로서 '무역의존도'가 있는데 2007년도 한국의 무역의존도는 75.09%로서 일본의 30.15%의 약 2.5배, 중국의 67.07%에 비해 현저하게 높은 세계최고 수준이다. 이는 한국경제 나아가 한국의 안전과 발전이 절대적으로 해양을 통한 무역에 의존하고 있다는 의미로 이해할 수 있다. 대외무역에 국가의 사활을 걸고 있는 한국에서 국가해양활동의 안전이 확고하게 지켜지지 못해 무역에 차질이 발생한다면 이는 국가 경제 나아가 국가안보에 심대한 악 영향을 미칠 수밖에 없다. 반면 최근 소말리아 근해 해적의 피해확대로 한국은 주력 전투함을 파견하여 한국선박보호와 인근해역의 해양안전유지를 위해 국제적 해양안보활동에 참여하고 있다. 이는 한국의 국가경제활동이 전 세계로 확대됨에 따라 해양에서의 안전도 다방면에서 위협을 받고 있어 군함까지 파견해야 할 정도로 위협이 확대되고 있다는 방증이기도 하다. 이에 반해 한국에서는 해양안보에 대한 국민적 관심과 체계적인 대비책개발을 위한 노력이 아직은 미흡한 실정이다. 따라서 한국은 지금부터라도 국가적 차원에서 해양안보에 대한 관심과 대비책마련을 본격적으로 서둘러야 한다. 우선 한국은 해양안보위협을 북한으로 부터의 군사적 위협과 동일한 개념의 안보문제로 간주하여 대비해야 나가야 할 것이다. 또한 현재 정부 각 부처에 분산된 해양안보 관련 기능을 유기적으로 통합하여 수행할 수 있는 중심기구의 설치를 검토하여야 할 것이며, 국제적인 해양안보노력에도 적극적으로 참여함으로써 해양의 안전을 확고하게 유지하여 한국의 지속적인 국가번영을 보장하여야 한다.

The Significance and Implications of Establishing Marine Economic Development Pilot Zones in the Viewpoint of China's Marine Industry Policy (중국 해양산업정책에서 해양경제개발 시범구 설정의 의미와 시사점)

  • In recent years, Chinese government established 4 pilot zones at Shandong, Zhejiang, Guangdong, Fujian. The national marine development pilot zones policy is formed in order to promote development of Chinese marine economy, as if Chinese government selected 4 special economic zones as the policy experiment areas for economic structural reform at the beginning stage of reform and opening-up. This article utilizes the policy-making theory of Incrementalism Model and aims at searching for the essence, historical formation process, implementation state, implications of 4 Chinese marine economic development pilot zones policy. Moreover, the prospect of their future development is analyzed. The marine pilot zone policy has the following features: new development model with advanced industries and sciences & technology, highly civil participation, plural policy goals. These research results would be able to contribute not only to getting better understanding of China's marine industry policy, but also to drawing lessons for the construction of Korea's marine economic special zone in the viewpoint of policy transfer.

A Study on Success Factors of Marine Special Economic Zone (해양경제특구의 성공 요인)

  • Recently, it has been emphasized that 'marine special economic zone' need to be designated and developed. Therefore, the purpose of this paper is to analyse on successful growth factors of 'marine special economic zone'. This study deals with the terms of three connection success factors which are a firm's subjective factors, a industrial environment factors, and a governmental policy factors. According to analysis results of the three successful growth factors, a firm's subjective factors(4.11 score) are scored at the most ones of the three successful growth factors, to be compared with a industrial environment factors(3.89 score). with a government policy factors(3.72 score). Therefore, first of all, it is important to enhance competitiveness of 'marine special economic zone' through as follows, a firm's subjective factors : (1) to procure concentrated market strategy and real market capacity, (2) to promote customer service, (3) to procure speedy satisfaction of customer needs and confidence, (4) to enhance competitiveness through standing in a trio of connection growth model. And, the next, we have to enhance competitiveness of 'marine special economic zone' through considering a industrial environment factors, that is, sustainable growth of marine industry, clustering of marine industry, expansion of infrastructure, etc., and a government policy factors, that is, leading law improvement and policy of leading 'marine special economic zone' designation and development, etc.,

Economic Feasibility Analysis of Developing Marine Environmental Risk Assessment and Management Technology (해양환경 위해성 평가 및 관리 기술개발사업의 경제성 분석)

  • A project of developing marine environmental risk assesment and management technology was proposed to improve the level of marine environmental management research. This paper attempts to measure the non-market benefits of the project. To this end, the dichotomous choice contingent valuation method is used. In particular, recently proposed one and one-half bounded model is applied. The model can reduce the potential for response bias comparing to the double bounded model while maintaining much of its efficiency. Moreover, in order to deal with zero WTP observations, a spike model is adjusted for our data. A survey of randomly selected 600 households was implemented and the respondents were asked in person-to-person interviews about how they would be willing to pay for implementing the project. Respondents overall accepted the contingent market and were willing to contribute a significant amount (2,663 won), on average, per household per year. The aggregate value of the project in the nation amounts to approximately 46.3 billion won per year. The figure 2.16 of cost-benefit ratio shows that economic validity of this technical development.

The Relationship between Economic Growth of Sea Port City and Ocean Industries: Focused on Busan Metropolitan City (해항도시의 경제성장과 해양산업 간의 관계 - 부산시를 중심으로 -)

  • This study examines the issue of causality between ocean industries and urban economic growth in the sea port city. To maximize economic advantage of Busan as a sea port city, we first need to analyze the effects of ocean industries on urban economic growth. This study focuses on the examination of the role of ocean industries and its related variations in economic growth at the urban level. Using data from Busan. Metropolitan City in Korea during 1985-2011, we find that the causality link between ocean industries and urban economic growth rates runs in both directions. Especially, industries of shipping/port, marine tourism, and shipbuilding were the most important variables in Busan economy. With this information, the empirical results show that ocean industries and its related variations have significant effects on urban economic growth. Based on these significant research findings, theoretical and practical implications were discussed.

Empirical Analysis on Economic Factors of Infringement on Ocean Sovereignty from Chinese fishing boats (중국어선 해양주권 침해의 경제적 요인에 관한 실증적 연구)

  • Areas of marine activity have expanded into exclusive economic zones and the continental shelf since the United Nations Convention on the Law of the Sea(UNCLOS) in 1994, The signatory countries have been enforcing their maritime rights and competition in the international community has become intensified. Marine-related issues, including maritime sovereignty, has become an increasingly important issue with many national security and related studies following this trend. However, while there are many policy-related studies there remain few empirical studies. This paper conducted a study of illegal cases of Chinese fishing boats which are quite frequently for an empirical study on maritime sovereignty. This study conducted empirical analysis regarding factors relating to ocean sovereignty infringement by using correlation and multiple regression analysis. The result of observed increases in illegal Chinese fishing boats decreased the production of aquatic products, whish resulted in economic fishery losses to Korea households and inflation in the Korean economy.

A Study on the Economic Feasibility of Constructing the Maritime and Ocean Digital Library (해양 전문 디지털도서관 건립의 경제적 타당성에 관한 기초연구)

  • As a part of the feasibility study of constructing the Maritime and Ocean Digital Library, we focused to examine the basic economic feasibility of the library in this study. In order to achieve the purpose, we analyzed related governmental policies, investigated the demand of the digital library, and tested the economic feasibility. As the tools of economic test, we calculated the size of benefit by Contingent Valuation Method, and estimated the Benefit/Cost Ratio, Net Present Value and Internal Rate of Return. As the result, we could get an assessment of positive economic feasibility mainly from the quite high level of WTP for the Maritime and Ocean Digital Library.

The Developmental Plan of Marine & Fisheries in Gyeongsangnam-do Province (경상남도 해양수산 발전계획)

  • 21세기 해양시대를 맞이하여 선진 해양수산 경남으로의 발전 도약을 위하여 2002년부터 2006 년까지 5개년에 걸쳐 지역특성을 살린 자율적이고 미래지향적인 해양수산업 및 삶의 질이 향상되는 해양수산종합발전계획을 수립하였다. 해양수산업의 현 실태는 대외적으로는 신 해양질서의 재편, 대내적으로는 해양환경오염 등으로 어업여건이 악화되고 있으며, 또한 체계적인 어업관리 미비로 인하여 잡는어업 관리의 문제점이 노출되었다. 양식어장 관리부실 및 수산물 수입 급증으로 양식기반이 위축되고, 소득기반 및 정주환경 열악으로 탈어촌ㆍ노령화 현상이 가속화되고 있는 실정이다. 이와 같은 문제점을 극복하기 위해 연근해 어업의 구조조정 및 어업자원 관리를 통해 연근해어업의 경쟁력을 강화시키고, 기르는 어업의 육성과 연안어장 목장화 및 쾌적하고 생명력 넘치는 해양환경 조성으로 수산물 생산량을 향상시키는 수산업에 대한 종합발전계획을 수립하였다. 또한, 수산물 수출촉진과 유통혁신 및 가공산업 현대화를 통해 수산물 가공업의 영세성을 탈피하여 풍요롭고 활력이 넘치는 어촌개발, 해양레져타운 건설 및 선진 어업인을 육성하기 위한 해양산업발전계획도 수립하였다.
