육/해상 풍력실증연구단지조성 기획 연구

  • 풍력발전시스템은 제품에 대한 실증이 반드시 현장에서 이루어져야 하는 특성을 가지고 있으며 향후 국내실정에 적합한 풍력발전시스템의 개발과 보급을 위해서도 실증연구는 선행조건으로 볼 수 있다. 따라서 국제 규격에 합당한 풍력발전 성능평가와 현장 실증연구를 수행할 수 있는 실증단지를 국내에 조성하는 것이 매우 시급한 실정으로, 기초적인 자원분석과 주변환경평가 등을 거치면서 기본적인 실증단지 후보지들을 비교하여 최종 후보지로 선정된 전북 새만금지역, 병곡 영해 평야지구, 제주 동부해안지역 월정지구, 서부 해안지역 월령지구에 대하여 부지의 IEC 규격 적합성 검토, 인프라구축에 대한 적정성 검토, 주변 발전단지 조성가능성 및 발전사업에 대한 연계성 검토, 육해상 실증단지 구축 동일지 역 가능성 검토, 교육과 홍보에 대한 접근성 및 공사에 대한 접근성 검토, 부지 확장 및 향후 실증단지 운영과 관련하여 지자체와의 연계성 검토를 하였다.

Fauna of Fish Collected by Otter Trawl at Coast off the Southeast Area of Geoje Island (저인망에 채집된 거제도 남동지역 해약의 어류상)

  • 거제도 남동 해안지역의 한려해상국립공원 보호구역에서 해상자원의 보존을 위한 기초자료를 확보하고자 거제도 일운면 예구리, 남부면 다대리 및 남부면 저구리 해얀지역에서 1999년 6월부터 2000년 3월까지 어류상 조사를 실시하였다. 조사를 통하여 확인된 어류는 총 16목 47목 69속 85 종 2, 789개체가 채집되었으며, 45종이 출현한 농어목(Perciformes), 10종씩 출현한 가자미목 (Pleuronectiformes) 및 횟대목(Scorpaseniformes)의대부분 저서생활을 하는 어류가 주로 채집되었다. 전체 조사기간 동안 가장 만하은 개체가수가 채집된 어류를 줄비늘치(Coelorhyncus multispinulosus) 458개체(16.4%)로 확인되었고 칠서대(Cynoglossus interruptus) 384개채(13.8%), 노랑촉수(Upeneus bensasi) 285개체(10.2%) 등의 순 이었다. 조사시간 6월에 가장 다양하고 풍부한 어류가 채집되었다.

  • 국민관광객과 방한 외래관광객의 증가(문체부, 2012)로 도서와 해안지역에 대한 관광수요가 확산됨에 따라 중앙정부와 지방정부는 등대(예 : 영도등대, 간절곶등대, 울기등대, 거문도등대)를 중심으로 국민생활속의 해양관광공간, 해양레저스포츠공간, 어촌체험공간, 유통관광중심의 어항개발 및 크루즈관광활성화를 위하여 노력하고 있다. 새로움을 추구하는 관광객의 욕구가 증가하면서 틈새관광(niche tourism)의한 형태로 도서 관광(small island tourism)이 주목되고 있다(김영준, 2011). 내륙 중심의 관광에서 해양 관광으로 관심이 변화 확산되면서 친수공간시설에 대한 관광수요의 증가가 예상된다(이한석, 심미숙, 2009). 이와 같은 현실에서 도서에 위치하고 있는 등대자원을 활용하여 관광객의 욕구를 충족시킬 수 있는 등대관광활성화가 기대된다. 등대가 전통적인 기능과 역할에 충실한 항로표지로서 뿐만 아니라 공공서비스장소로서 해양문화를 향유할 수 있는 체험의 장을 제공하고 건축문화유산으로서의 역사성과 등대 고유의 기능에 대한 관광객의 흥미와 욕구를 잘 접목시켜 해양관광자원으로서의 가치를 극대화할 수 있을 것이다.

A Basic Study on the Estimating the Value of Sand Beach using amenities (어메니티요소를 활용한 백사장 가치평가의 기초적 연구)

  • The sandy beach along the east coast of Korea offers beautiful scenery with high-quality sand for leisure, and is also famous for the white-sand and pine-tree which is an important scenic resource. Furthermore, the sandy beach helps to maintain natural environment of the costal area and functionates as a disaster prevention system against high waves. There are two major value evaluation methods, Travel Cost Method and Contingent Valuation Method, to assess the value of coastal sandy beach. Contingent Valuation Method is considered to be more appropriate for simultaneous evaluation on the usefulness and the uselessness of the beach. But in order to apply Contingent Valuation Method to coastal sandy beach evaluation, close examination and investigation on the potential bias, such as on questionnaires, surveys and replies, are required. In this study, the characteristic of primary amenity of sandy beach users is investigated, in prior to evaluating the usefulness and the uselessness of the beach measured by contingent valuation method. The characteristic of amenity on major sandy beaches on the east coast of Korea is studied and compared by diverse value evaluation methods.

Mapping 3D Shorelines Using KOMPSAT-2 Imagery and Airborne LiDAR Data (KOMPSAT-2 영상과 항공 LiDAR 자료를 이용한 3차원 해안선 매핑)

  • A shoreline mapping is essential for describing coastal areas, estimating coastal erosions and managing coastal properties. This study has planned to map the 3D shorelines with the airborne LiDAR(Light Detection and Ranging) data and the KOMPSAT-2 imagery, acquired in Uljin, Korea. Following to the study, the DSM(Digital Surface Model) is generated firstly with the given LiDAR data, while the NDWI(Normalized Difference Water Index) imagery is generated by the given KOMPSAT-2 imagery. The classification method is employed to generate water and land clusters from the NDWI imagery, as the 2D shorelines are selected from the boundaries between the two clusters. Lastly, the 3D shorelines are constructed by adding the elevation information obtained from the DSM into the generated 2D shorelines. As a result, the constructed 3D shorelines have had 0.90m horizontal accuracy and 0.10m vertical accuracy. This statistical results could be concluded in that the generated 3D shorelines shows the relatively high accuracy on classified water and land surfaces, but relatively low accuracies on unclassified water and land surfaces.

  • Coastal Zone is a integrated space including both coastal waters and inland. C.Z.M is a strategic practice system which can integrate and coordinate the coastal zone for preserving and making use of coastal resources. Through foreign and domestic C.Z.M Cases, this study analyzes the operating mechanism in the three aspects: role sharing among the administrative agencies, mediation and cooperation among the interested parties, and inducements of voluntary participation. And it achieves the common characteristics of C.Z.M: building the assessment system for establishing desirable policy directions, the stable support system for sustainable coastal management, the mediation system for cooperation of stakeholder, and the education system for reinforcing the management ability and inducing the voluntary participation. Finally it suggests the implications to build the coastal zone management system properly on the basis of common values in this mechanism.

  • This study collected data of college students' volunteering for maritime and fisheries and found that only few subjects participated in it. They took part in control for release of oil, services for sea village and coastal cleansing. Most were satisfied with their volunteering referring contributing to environment protection, self-fulfillment, social interaction, gaining special experiences and assimilation with nature. The subjects were not satisfied with lack of systematic and effective services, monolithic activities, insufficient publicity, deficient rewards and a shortage of self-capacity. Based upon the research findings, implications for college students' volunteering policies were suggested to promote volunteering for maritime and fisheries.

Il y a plusieurs ressources g$\acute{e}$otouristiques sur $\hat{I}$le de Geum - o: la falaise de 'Miyeokneolbang' et 'Shinseondae'; la plage de Gigpo; la falaise et la caverne marine de 'Gualbaramtong'; le tombolo et l'$\hat{I}$le reli$\acute{e}$e $\grave{a}$ la terre de Choungsan; la coul$\acute{e}$e de roches de Jangji; la plage de cailloux de Jangji; le lieu des tuf et des andesite de la c$\hat{o}$te orientale. On a g$\acute{e}$n$\acute{e}$ralement d$\acute{e}$velopp$\acute{e}$ la couche s$\acute{e}$dimentaire et les roches volcaniques li$\acute{e}$es $\grave{a}$ la derni$\grave{e}$re p$\acute{e}$riode du m$\acute{e}$sozo$\ddot{i}$que. Une route g$\acute{e}$otouristique part de l'embarcad$\grave{e}$re de Hamgoumi sur l'$\hat{I}$le de Geum-o et continue du Nord-Ouest jusqu'au Sud-Est l'autre route part de la c$\hat{o}$te Est et continue en suivant la c$\hat{o}$te orientale. A Study on the Protection and Management System of the Southwestern Coast Tidal Flat for Inscription in the World Heritage List (서남해안 갯벌의 세계유산 등재를 위한 보호 및 관리체계 연구)

  • The purpose of this study is to establish an effective protection and management system for World Heritage (WH) nomination of Southwestern Coast Tidal Flat (SCTF) by proposing a model of protection and management. SCTF has a potential to become a representative best practice to achieve a sustainable development for human society. SCTF has a potential Outstanding Universal Values (OUVs) for WH nomination, thus a harmony between human and nature for wise use of natural resources needs to be pursued. It is required to present the system of SCTF's protection and management and to analyze present status of the regions in the Tentative List by comparing the case which were already inscribed as WH. For better protection of nominated areas, SCTF should expand an area for protection with additional designation. For the management system, two separate management systems such as the Department of Culture & Tourism and the Department of Oceans & Fisheries need to be reconciled. Because of this overlapping management structure, the management of the nominated sites has been inefficient and long-term management plan is lacking. Therefore, it is necessary to integrate conflicting management system of each local government and make a long-term, integrated management plan. To make an efficient and sustainable protection and management, it is essential to set up a collaboration system by integrating various stakeholders such as central and local governments, academic organizations, local residents, and NGOs. As in the case of Wadden Sea, the combined community system of the stakeholders mentioned above should be established. Because it is essential for local residents to understand a basic concepts for protection and management, it is necessary to establish capacity-building of local people. The protection and management structure should be set up by bottom-up processes, that is the proper structure shoud be based on thorough research on local society as well as thorough communication with local residents to make relevant laws and policies. This study also propose the proper plan for better conservation and management of SCTF.

광양만에 분포하는 농조개, Raphia undulata의 자원생태학적 특성에 관한 연구

  • 농조개(Raphia undulata)는 일본 인도양, 태평양 및 우리나라 남서해안에 분포하며, 수심 1m 근방의 진흙에 서식한다. 패각은 가늘고 길며 성장맥이 있지만 매우 약하다. 각장은 40∼60mm, 각고 35mm 이며, 패각전면에 보라색을 띤 산 무늬가 있고, 바탕은 열은 황색이다(유, 1976; 권 등, 1993). 본 종은 일본, 대만, 홍콩, 태국 및 필리핀 등에서는 많은 연구가 이루어져 있으며, 특히 동남아시아에서는 Perna viridis, 피조개 다음으로 식용조개로서 상업적으로 중요한 위치에 있으므로, 본 종에 대한 생태, 분류학적 위치 및 종묘생산 등 많은 연구가 이루어져 있는 실정이다.
