  • Environmental pollution caused by fossil fuel use and energy sources, the big concern is the rise of the current situation, one of the ways to overcome the interest in renewable energy is Gozo.   • The selection of a site where strong wind blows is important to increase effectively the electricity of wind power in proportion to the cube of the wind speed. It is advisable to establish the wind turbine in the coastal area with strong wind speed rather than in the inland. And the development of offshore wind energy is expected to solve the noise problem that is one of the important weaknesses in the wind turbine. In the process of the development business of wind energy, knowing forehead the wind power possibility in any area is one of the essential factors to choose the most optimum site of wind power. In this paper, the potential of wind power around JeJu coastal area is examined by using the wind data that Korea Meteorological Administration has surveyed for 10 years in 14 observation points. Wind speed data is revised to wind speed in 80 meters assuming installation height of the wind turbine, and wind power density and annual wind energy are also calculated. And annual electricity generation and percent of energy efficiency in all the observation points are estimated by using the information about 3,000 KW wind turbine.

  • A variety of decarbonized energy sources are being developed globally to realize carbon neutrality (Net Zero) by 2050 as a measure to address the global climate crisis. As the Korean government has also established a Renewable Energy 3020 policy and promoted energy development plans using solar or wind power, large-scale offshore development projects not present before in coastal waters, such as offshore wind farms, are being promoted. From ships' point of view, offshore facilities present obstacles to safe navigation, and with the installation of marine facilities, ship collisions or contact accidents between ships and marine facilities may occur in the narrowed water areas. In addition, there are concerns about environmental pollution and human casualties caused by marine accidents. Accordingly, we review overseas and domestic offshore wind farm development plans, analyze whether institutional devices are in place to ensure the safe passage of ships in wind farm areas, and study the safe operation of large-scale offshore wind farms and safe passage of ships along the Korean coast by comparing overseas legislative cases with domestic laws and presenting a proposal to illuminate the legal blind sectors.

  • Large offshore wind farms have actively been developed in order to meet the needs for wind energy since the land-based wind farms have almost been fully developed especially in Europe. The key problem for the construction of offshore wind farms may be on the high cost of energy compared to land-based ones. NREL (National Renewable Energy Laboratory) has developed a spreadsheet-based tool to estimate the cost of wind-generated electricity from both land-based and offshore wind turbines. Component formulas for various kinds and scales of wind turbines were made using available field data. Annual energy production has been estimated based on the Weibull probability distributions of wind. In this paper, this NREL estimation model is introduced and applied to the offshore wind turbines now under designing or in production in Korea, and the result is discussed.

  • This study examines the issues regarding the selection competition process of offshore wind power operators conducted in Japan in 2020. It also explores the implications of the findings on the legal system of Korea for the introduction of offshore wind power in the future. Drawing on Japan's example, Korea must reconsider the importance of the price aspect when introducing offshore wind power and adopt policies that prioritize balanced industrial development and focus on regional and domestic economic ripple effects.
