본 연구는 해사커뮤니케이션의 정의를 시도하고 그 특징과 방해요인을 파악하여 바람직한 해사영어교육 방향 모색을 위한 토대를 마련하고자 한다. 이러한 해사커뮤니케이션에 대한 고찰을 바탕으로 해상업무에서 영어의 간소화와 표준화를 통해 명확하고 효과적인 의사소통을 꾀하기 위해 만들어진 SMCP 교육을 중심으로 한 해사영어교육의 현황과 문제점을 고찰해보고자 한다. 그리고 해기전문인력이 갖추어야할 해사커뮤니케이션 역량을 정의하고, 국내 해기전문교육에 필요한 해사영어교육의 변화방향을 모색해보고자 한다.

This paper presents the results of research on developing marine unified communications to provide VoIP service based on marine satellites. With the recent popularity of smart-phones and other mobile devices, the demand for Internet-based wired and wireless unified technology has been growing in marine environments, and increasing interest is being directed to VoIP products and service models with high price competitiveness and the ability to deliver a variety of services. In this regard, this research designed three instruments, developed their unit modules, and verified their performances. These three instruments included the following: (1) a marine VoIP module equipped with an analogue gateway that can be linked to the existing devices used in vessels, which is more than 80% smaller than that of a land system; (2) a text/voice/video engine for marine satellite communications that runs on technology that minimizes communication data usage, which is a core technology for a marine VoIP service; and (3) a unified communication service that can support multilateral cloud-based message conversations, telephone number-based call functions, and voice/video calling between a private space in a ship and shore.

In Communications are intended elicit respondses through a conversation or communication styles between speaker and audience. VTSO and the ship operator's intent to communicate well with each other thus leading to the conclusion that must be accomplished It should be completed with MRC which is a poor means to understand and persuasive manner, and conclusions expressed are easily able to derive strategic communication skills. Forever, but these expression and technic can not force where the operator deciding factor in the law frame should not spiral out of the border. VTSO communication skills should be taken into such factors would be high level technic. Now here's I'd like to study that occured in the maritime communications field to be studied deeper issues and a category of expression technic, expression for the VTSO.

세계 해운시장에서 영어를 모국어로 사용하지 않는 해기사의 수가 증가하는 실정이며, 문화 및 언어적 차이를 가진 관제사와 항해사가 영어를 공통 의사소통의 도구로 사용함으로써, 주어진 상황을 가장 정확하고 간결하게 전달하고 이를 상호 이해하는 능력의 필요성이 점차 중요해 지고 있다. IALA에서는 이러한 시대적 흐름에 부응하여, 영어를 모국어로 사용하는 원어민과 영어를 외국어로 사용하는 비원어민이 효과적인 방식으로 의사소통하여, 상호 명확한 이해를 목표로 하는 해상 교신이 이루어 질 수 있도록, 다양한 핵심 관제 커뮤니케이션 전략을 수립하고, 이를 VTS 관제 커뮤니케이션 가이드라인으로 제정하는 것을 논의 중에 있다. 현재 VTS 기술위원회를 중심으로 이루어지는 본 가이드라인의 주요 내용을 중간 전파하고, 이에 대한 아국 관제사들의 향후 대응을 공동 논의하고자 한다.

비영어권 아시아 해기사들에게 체계적으로 해사관련 영어교육을 제공하기 위해서는 해사영어를 교육하는 강의자의 자질 향상과 이를 위한 훈련이 필요하다는 것을 전제로 하여, 해사 실무 교육과 영어교육이 통합된 해사영어강사훈련 프로그램의 구성과 향후 발전방향에 대하여 제시하고자 한다.

This study examined the communication and conflict between ship prganization and ship management team. Those are measured and analyzed about both groups, and then the relationships would be investigated objectively and synthetically. Especially, this relationships are enlightened by measuring the level and gap of the communication and group conflict between ship organization and ship management team. The effect of that conflict is analyzed on the organization commitment and job satisfaction of ship organizations. As a result, this study demonstrates the communications have a negative influence on group conflict with statistic significance, also the conflicts effect negatively on the organization commitment and job satisfaction. In the analysis of gaps about the communication and conflict between groups, the level of group conflict is lowest in the group whose gap of communication is small and both communications are activated, and the organization commitment and job satisfaction are highest in the group whose gap of group conflicts is small and both level of the conflicts are low. To conclude, the ship organization and ship management teams in the shipping company have to lessen their conflict each other and heighten the organization commitment and job satisfaction through their smooth communication.

사람들의 대화에 사용되는 단어는 사전적으로 정의되어 있으나 개인마다 단어의 의미를 다르게 받아들이기도 한다. 단어에는 단순히 사전의 정의만 담겨 있는 것이 아니라 개인의 감정과 삶의 시간 또한 담겨 있기 때문이다. 각기 다른 의미로 단어를 사용함에 따라 야기되는 소통 장애를 해소하기 위하여 본 연구에서는 단어의 일반적 정의뿐 아니라 개개인 각자의 의미를 담을 수 있는 오픈사전 앱을 개발하였다. 일반사전에서는 공공 API를 통해 국립국어원의 우리말샘 사전을 사용하며, 오픈사전에서는 웹서버를 연동하여 MySQL에 사용자가 정의한 단어를 등록한다. 또한 본 앱에서는 해상도별 이미지를 구현하여 다양한 화면에 대응하였다.

최근 해상교통관제사의 자격제도 및 평가제 제도의 도입이 활발하게 논의되고 있다. 전 세계의 상선대가 비영어상용국 출신의 다국적 선원으로 채워진 현실에서 관제사의 영어 구술능력 배양은 시급한 과제이다. 본 연구에서는 실제 현장에서의 선박항해자와 관제사간의 영어구사 현황을 중점적으로 살펴보고, SMCP에 규정된 표준관제영어와의 괴리를 지적하였다. 관제영어 학습 커리큘럼을 현장의 상황위주로 재구성할 것을 제안하였으며 항공분야에서 실시하고 있는 항공영어구술능력 평가 제도를 참고하여 해상교통관제 영어구술능력 평가 제도를 모색하여 보았다.

최근 잇따르고 있는 대형 선박사고에 대응하기 위하여 해양수산부는 2014년 4월 1일자로 항만VTS의 관제구역을 레이더 탐지가 가능한 12마일까지 확대하였다. 본고에서는 확대관제구역 운영에 따른 문제점을 모니터 등 시설 측면과 VHF 교신을 통한 커뮤니케이션 측면에서 검토하였다. 개선방안으로 초고해상도 모니터의 도입 등의 시설개량과 관제섹터 분리운영을 제안하였고 이에 수반되는 보완점을 함께 검토하였다.

네이티브 어플리케이션의 한계를 극복하기 위해 웹 서비스를 이용한 Hybrid Application이 개발되었다. Hybrid Application은 단말기의 센서, 카메라 등 기기의 기능을 Application이 지원하고 내부 구조와 인터페이스, 데이터 전송 등에 Web기술을 이용하여 기존 네이티브 어플리케이션의 단점을 보완하고 장점을 합한 것이다. 웹 기반으로 구현 되었기 때문에 다양한 기기와 해상도에 적용이 가능하고 문제 발생 시 웹과 동일하게 실시간 업데이트가 가능하다. 본 논문에서는 HTML5과 하이브리드 어플리케이션 기반의 SNS 메신저를 설계하고 구현하였다. SNS의 게시판 기능과 메신저를 결합하여 커뮤니케이션을 강조한 어플리케이션을 구현하여, one-source-multi-platform SNS 시스템을 구축하였다.
