커뮤니케이션은 화자와 청자간의 대화 또는 의사전달 방식을 통해 특정의 반응을 이끌어내는 것을 목적으로 한다. 해상에서 선박의 안전통항을 위한 해상교통관제사와 선박 운항자의 커뮤니케이션 역시 이와 같이 상호간 의도하고자 하는 결론을 이끌어 내는 목적을 달성하여야 한다. 이는 해상무선통신이라는 열악한 수단을 통해 간략한 표현방식과 이해하기 쉬운 설득적 표현, 결론을 쉽게 유도해 낼 수 있는 전략적 대화 기술 등으로 완성시킬 수 있다. 그러나 어디까지나 이런 표현과 기술 등은 운항자의 결정요소를 강제할 수 없으며 현행법에서의 테두리를 벗어나선 안 된다. 해상교통관제사들의 커뮤니케이션 기술은 이런 요인들을 감안한 고도의 테크닉이어야 하는 것이다. 여기에서 지금 현장에서 벌어지는 해상통신 방식의 문제점과 보다 심층적으로 연구되어야 할 표현의 범주, 학습되어야 할 표현의 기술에 대해 논하고자 한다.
