Study on the Risk Assessment of Collision Accidents Between Island Bridge and Ship Using an Image Processing Method (영상처리기법을 활용한 연도교와 선박간의 충돌사고 위험성 평가에 관한 연구)

  • Tourism projects through islands in the waters of Sinan-gun became active, and as a result, a total of 13 marine bridges connecting islands were completed. However, the marine bridge constructed in the fairway is dangerous for traffic. Particularly, in the case of the marine bridge connecting two islands, the width of the fairway is extremely narrow, therefore the risk is higher. In this study, we evaluated the risk of collision between marine bridge piers and ships using the IALA Waterway Risk Assessment Program (IWRAP), a risk assessment model for port waterways, based on a maritime traffic survey on the coastal bridge in Sinan-gun. The results, indicated that No.1 Sinan bridge had the highest probability of collision and most of the transit ships were coastal passenger ships. In addition, No.1 Sinan bridge was the place where the most collision accidents occurred among the marine bridge piers in the target sea, and the cause this study was analyzed. An analysis of the satellite images of the sea environment of No.1 Sinan bridge using an image processing method, confirmed that obstacles that could not be seen in the chart existed nearby the bridge. As a result, traffic was observed to be concentrated in one direction, unlike two-way traffic, which is a method of inducing traffic of bridges to avoid obstacles. The risk cause analysis method using the image processing technique of this study is expected to be used as a basic research method for analyzing the risk factors of island bridge in the future.

  • As the increase in maritime traffic and leisure, the marine accident risk has increased in the domestic coast. In this study, the cause and the environment of domestic marine accidents from 1990 to 2009 have been investigated and analyzed by using the statistics issues of Korean Maritime Safety Tribunal. Based on the analysis of most domestic marine accidents such as engine damage, collision, capsizing of small vessels, we propose how to use mobile telecommunication terminals for preventing marine accidents and the best countermeasures.

  • This paper is what accident in sea have been produced as lost themselves life and property about 600~700times at every years. It was analyzed that the collision accident is highest rank by 37% among the marine accidents and the fishing vessel is highest by 58% in these collision accidents and also the small fishing boat under 20tons is highest by 27% on them. Over the half of thecollision accidents by 56% they couldn't find each other to just before the collision situation. Therefore this was induced to experiment on a national basis that the role of communication of ship is to move from lose themselves life and property.

  • "93년 국내 해상교통관제시스템이 도입, '06년 진도연안VTS개국 및 '12년 여수연안VTS 개국 이후 사고 위험성이 높은 연안해역에서 선박충돌 좌초 사고 발생율은 현격하게 줄어들었다. 그러나 관제를 위한 시스템은 나날이 발전하고 있으나 인적 요인 중 관제사의 관제이력정보 등 관제정보를 공유할 수 있는 시스템은 현 VTS 시스템에서는 개발 및 도입되어 있지 않은 실정이다. 이에 따라 해양경찰에서는 '23년 11개소 연안VTS 센터 확대 구축되기 전에 각 VTS 센터 간 관제정보를 공유할 수 있는 시스템을 연구하여 효과적인 관제사의 현장업무수행 능력 향상 방안으로 활용하는 방법을 제시한다.

  • The Marine Accident Investigation and Tribunal System is intended to provide a credible solution to prevent the recurrence of similar accidents. When a marine accident occurs, the Korea Maritime Safety Tribunal seeks to find its root causes through an analysis of what provoked the accident. It also contributes to the development of safety policies or practices by making a decision based on the findings. However, if the decision presented as the root cause of a marine accident is ambiguous or unclear, it may be difficult to achieve its intended goal. Hence, if we read some of the decisions of the Maritime Safety Tribunal, it is selective to directly apply the cause of an accident as a source of the measures that can prevent its recurrence. A typical example of this is the expression: "when a seafarer neglects ordinary practice of seaman." The term "ordinary practice of seaman" has been criticized for being used in some decisions like a master key where it is not easy to determine which specific rules or regulations were violated or blame the involved seafarers. Such term is present in Article 2 of the International Regulations for Preventing Collisions at Sea 1972. For the proper use of the term, this paper seeks to compare and establish the concepts of "ordinary practice of seaman" and the duty of care by providing a systematic interpretation of the original text. In addition, the duty of care was reviewed from the perspective of administrative, civil, and criminal laws. Furthermore, relevant legal precedents were reviewed and presented in the study. Accordingly, it is expected that the term "ordinary practice of seaman" would be properly used in decisions that contribute to the prevention of the recurrence of similar marine accidents.

A Study on Ship Collision Avoidance Algorithm by COLREG (국제해상충돌예방규칙에 따른 충돌회피 알고리즘에 관한 연구)

  • On the basis of DCPA(Distance to Closest Point of Approach) and TCPA(Time to CPA), the conventional algorithms for collision avoidances have a drawback that the '72 CORLEGs(International Regulations for Preventing Collisions at Sea, 1972) has not taken into account to prevent collisions between ships. In this paper, the proposed algorithm decides whether the own ship is a give-way vessel or a stand-on vessel by observing the relative bearing of the encountered ship. To determine the ship position and time for collision avoidance, the proposed algorithm utilizes the ellipse model for ship safety domain. The computer simulation is done to represent the process of adversive behavior. Using the proposed method, the past maritime accident is analyzed. The proposed method can be effectively applied to collision avoidance by CORLEGs even when the target ship's navigational lights is invisible in poor weather and/or in the restricted visibility.

Risk Analysis for Collision of Multiple Vessels or Obstacles using Fuzzy Logic in Maritime (퍼지 로직을 이용한 해상에서의 다중 선박 또는 장애물 충돌 위험도 분석)

  • As the increase in maritime traffic and leisure, the marine accident risk has increased in the domestic coast. In this paper, we propose how to analysis for risk of collision between a small vessel and to close multiple vessels or obstacles using fuzzy logic in maritime. the speed of aboard vessel, the number of obstacle within radius 1km and the number of obstacle within 15 degrees left and right are considered as fuzzy sets.

Study on the Evaluation of Ship Collision Risk based on the Dempster-Shafer Theory (Dempster-Shafer 이론 기반의 선박충돌위험성 평가에 관한 연구)

  • In this study, we propose a method for evaluating the risk of collision between ships to support determination on the risk of collision in a situation in which ships encounter each other and to prevent collision accidents. Because several uncertainties are involved in the navigation of a ship, must be considered when evaluating the risk of collision. We apply the Dempster-Shafer theory to manage this uncertainty and evaluate the collision risk of each target vessel in real time. The distance at the closest point approach (DCPA), time to the closest point approach (TCPA), distance from another vessel, relative bearing, and velocity ratio are used as evaluation factors for ship collision risk. The basic probability assignments (BPAs) calculated by membership functions for each evaluation factor are fused through the combination rule of the Dempster-Shafer theory. As a result of the experiment using automatic identification system (AIS) data collected in situations where ships actually encounter each other, the suitability of evaluation was verified. By evaluating the risk of collision in real time in encounter situations between ships, collision accidents caused by human errora can be prevented. This is expected to be used for vessel traffic service systems and collision avoidance systems for autonomous ships.

  • 컴퓨팅 기술의 발전에 따라 선박의 안전항해를 지원하기 위해 Radar, GPS 등 다양한 장비들이 계량, 개발되고 있으며 그들은 선박 항해에 필요한 많은 정보를 제공하고 있다. 하지만 여전히 선박 충돌사고는 끊이지 않고 있으며, 선박 대형화에 힘입어 그 피해도 커지고 있는 실정이다. 이러한 선박 충돌사고는 앞에서 언급한 선박 항해 안전 장비의 성능제약을 받는 야간이나, 해상 환경 악화 시 두드러지게 발생하고 있으며, 특히 제한적인 상황에서 인간의 눈에만 의지해서 항해를 하고 있기 때문이기도 하다. 그래서 이러한 상황에서 Vision기술을 사용하여 카메라를 활용 상대선박을 자동으로 식별하는 시스템을 제안하고자 한다. 이는 선박들이 법적으로 야간이나 각종 장비들이 제한을 받는 상황에서 근처의 다른 선박에게 상황을 전달하기 위해서 등화(불빛)와 형상물을 사용해야한다는 점에서 착안하였다. 제안 시스템을 실제 해상 환경에서 실험하기에 제한점이 많아 프로토타입을 구현하여 실험실 환경에서 실험하고 사용자 평가를 실시하였다. 즉, LED를 가상 등화로 하여 선박에 설치된 것과 동일한 색상과 동일한 위치에 배치하고 이를 카메라를 활용하여 인식 실험을 하였으며 약 90%의 인식률을 보였다. 그리고 이러한 실험화면을 활용하여 항해업무 종사자 15명을 대상으로 사용자 평가를 실시하였으며 대부분의 사람들이 제안된 체계가 해상에서 유용하다고 답변하였다.

  • According to 2008 statistics, there is a need for sailing lookout to minimize the ships collision that caused a secondary damage such as environment pollution and it happened 25 percentage rate. The aim of this study is to construct the object targeting system for notifying the sailing and ship information as monitoring the marine with CCTV having a zoom, rotation, and tile function. In this study we expected to induce the safety sailing by offering the CCTV automatic treatment.
