  • Is with the development which economic growth is quick to do, the transportation amount of material of the sea increases suddenly and with from the sea to be big the sea disaster which is small occurs it is like that nothing it analyzes the Communication network civil official system and that facility present condition of the sea which is more important with to research the advanced anger plan and the efficient civil official system of the domestic sea Communication network, it does to sleep.

  • Damage of rivers construction is serious to natural disaster by concentration rainfall in summer. Specially, increase of soil erosion breeds flood calamity of river bed accumulation and pondage decline etc., and erosion increase in upper stream shows in rivers flood of earth and sand, farm land and form of urban district burying. Flood damage investigation through on-the-spot probe until present need effective and scientific modelling techniques because is not efficient. This research wished to examine practical use of monitoring data of high resolution satellite image through satellite image analysis of various space resolution. Research analyzed abstraction possibility of soil disaster information using high resolution satellite image. Also, studied soil disaster damage present condition interpretation practical use possibility through various resolution satellite image analysis, and studied practical use of KOMPSAT image for interpretation of river topography change analysis.

  • 현재 국내 어항은 순수한 수산업 생산지로서의 한계에 도달했고, 국가어항 프로젝트를 통해 새로운 가능성을 모색하고 있다. 어항과 고유자원을 활용해 관광을 위한 개발로 방향을 잡고 있으며, 이에 부응하는 다기능 플로팅데크의 출현도 기대가 가능한 상황이다. 구체적으로 (1) 어항의 원기능을 담는 생활공간으로서의 작업용 데크, (2) 관광수요에 대응하여 휴식공간을 제공하는 레저용 데크, (3) 해상재해 시 안전공간으로서 이용되는 구조용 데크 등 세 가지 기능으로의 전환되는 플로팅 데크의 설계를 위해 기본 개념 정의와 조사를 진행하고자 한다.

A Comparative Study on Seafarers' Industrial Accident Compensation System - Focusing on the German Legislation - (선원재해보상에 관한 비교법적 연구 - 독일의 법제를 중심으로 -)

  • Seafarers are exposed to various unpredictable maritime risks due to the spatial specificity of the working environment of the sea; thus, sufficient compensation for injured crewmembers is needed. However, Korea does not provide such compensation. Therefore, this study attempted to examine the Maritime Labor Act and the Industrial Accident Insurance Act of Germany, an advanced European social insurance country, and derive implications compared to Korea. First, we investigated how compensations are managed by a public institution in Germany and by shipowners in Korea. Second, regarding the contents of accident compensation, Germany does not only provide continuous treatment and care through various support systems, but also operates various programs to enable a return to ship work. In contrast, Korea has a temporary compensation system that allows shipowners to avoid liability for accident compensation, which is disadvantageous to shipwrecked seafarers. Finally, in Germany, workers' compensation insurance is public, judged considering the origin of work, whereas in Korea, it is determined by shipowners or insurance companies. Therefore, it is necessary to establish a public institution in charge of crew accident compensation to ensure proper compensation for crewmembers in Korea and to improve the Seafarers Act or system to provide compensation for additional medical care, disability pension, and rehabilitation benefits.

  • Recently, in the whole fields of industry including shipping business, the conception and importance of Human Factor is very highly and frequently emphasized. But the domestic crew disaster including injury and illness in our shipping business shows higher accident rate than other shipping countries. Therefore the developing of measures to prevent/reduce the accident is highly required as the marine accident including crew disaster causes enormous loss of property and human life in size and scale. But, because the domestic data regarding the crew accident are relatively insufficient and rule, the developing of those measures has many difficulties. Therefore, this study is to make the concerning data for the useful reference by showing the trend and current situation of crew accidents, assorted by the crew's rank, type of the accident, injured part of the body, cause of the accident, type of ships and type of the works when the accident occurred, by using the each ocean-going shipping company's recent 5 years('95∼'99) data in korea.

  • 폭풍해일이나 파랑에 대한 보다 정확한 예측을 위해서는 해상에서의 바람장에 대한 정확한 추산이 선행되어야 하며, 특히 해상ㆍ연안재해를 유발시키는 최대풍이 주로 태풍상황에서 발생되기 때문에 이에 대한 정확한 예측이 매우 중요하다. 태풍은 일반적인 온대성 저기압이나 고기압과는 달리 그 중심부근에서 기압과 바람의 시공간적 변화가 크고 태풍의 중심이 빠른 속도로 이동되기 때문에 일반적인 기상자료 분석에 의해 산출된 바람장은 해양모델에서 요구되는 상세한 변화를 나타내지 못하고, 특히 실제 관측된 기상자료가 전무한 해상으로 태풍이 이동했을 경우에는 일기도 격자점 상의 기압으로 해상풍을 구하는 것은 큰 오차를 유발한다(해양수산부, 2001).   • This paper is what accident in sea have been produced as lost themselves life and property about 600~700times at every years. It was analyzed that the collision accident is highest rank by 37% among the marine accidents and the fishing vessel is highest by 58% in these collision accidents and also the small fishing boat under 20tons is highest by 27% on them. Over the half of thecollision accidents by 56% they couldn't find each other to just before the collision situation. Therefore this was induced to experiment on a national basis that the role of communication of ship is to move from lose themselves life and property.
