Study on Improving Maritime English Proficiency Through the Use of a Maritime English Platform (해사영어 플랫폼을 활용한 표준해사영어 실력 향상에 관한 연구)

  • Maritime English is a specialized language system designed for ship operations, maritime safety, and external and internal communication onboard. According to the International Maritime Organization's (IMO) International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), it is imperative that navigational officers engaged in international voyages have a thorough understanding of Maritime English including the use of Standard Marine Communication Phrases (SMCP). This study measured students' proficiency in Maritime English using a learning and testing platform that includes voice recognition, translation, and word entry tasks to evaluate the resulting improvement in Maritime English exam scores. Furthermore, the study aimed to investigate the level of platform use needed for cadets to qualify as junior navigators. The experiment began by examining the correlation between students' overall English skills and their proficiency in SMCP through an initial test, followed by the evaluation of improvements in their scores and changes in exam duration during the mid-term and final exams. The initial test revealed a significant dif erence in Maritime English test scores among groups based on individual factors, such as TOEIC scores and self-assessment of English ability, and both the mid-term and final tests confirmed substantial score improvements for the group using the platform. This study confirmed the efficacy of a learning platform that could be extensively applied in maritime education and potentially expanded beyond the scope of Maritime English education in the future.

  • Lifeboats of vessels are necessary for protection of seafarer's safety. However, many accidents have been happened during free-fall type lifeboat drills on board a ship. The aim of this study describes IMO's efforts and some solutions against constructional problem of lifeboats regulated by the provisions of the SOLAS Convention for prevention of accidents with lifeboats and provides information for revising national laws in accordance with the revision of the International Conventions such as SOLAS and STCW.

Effect of Virtual Reality Training for the Enclosed Space Entry (밀폐공간진입을 위한 가상현실(VR) 훈련의 효과)

  • According to the MAIIF report, from 1998 to 2009, 101 incidents involving entering enclosed spaces aboard ships resulted in 93 deaths and 96 casualties. IMO has therefore amended the Recommendations for entering Enclosed Spaces Entry and SOLAS 1974 Convention Chapter 3 Regulation 19, which mandates enclosed spaces entry and rescue drill on a regular basis. The training of entering such enclosed spaces should be practical, recognizing all possible risks of entering enclosed spaces aboard ships, while also considering the safety of trainees during the training. Recently, educational contents utilizing virtual reality (VR) have been applied in various fields to improve education and training effects, and these methods have proven to have advantages in actual and repetitive learning without being limited to physical space. In this study, the effectiveness, characteristics and differentiation of training of entering enclosed spaces aboard ships using VR were compared with traditional class room lectures through quantitative evaluation and questionnaires of training participants. Through the evaluation and questionnaire, it was found that participants using VR understood and learned the required training elements better than the control group, all of whom were trained through the normal class room lecture. Moreover, participants reported to display preference for training with the help of VR. As a result of the study, it was confirmed that the learning effects of VR onboard training can be used as an effective training method, especially by using video and other types of simulators.

  • This study is focused on concepts and types of drilling investigating the scope of activity and problems the application of marine environment and safety acts related to deep-sea drilling for the development of the continental shelf in Korea. For the systemic development of subsea mineral resources, this study suggest a legislative proposal for the establishment of a separate law based on the UK Offshore Installation (Safety Case) regulation and improvement of the marine environment management act, maritime safety act and oil & mining safety regulation. Specially, this study emphasized on the necessity of establishing education, training and evaluation system according to the international certification training for the domestic work force based on accident cases related to overseas offshore plants.

  • 최근 대규모 선박 및 해양플랜트 사고 발생을 계기로 각국의 정부와 관련 업계에서는 안전사고 예방을 위한 규제를 강화하고 기업차원의 안전관리도 철저히 점검하고 있다. 선박사고의 경우에는 1989년 "엑슨발데스호" 사고를 계기로 국제해사기구(IMO) 주도하에 유조선의 "2중 선체 의무화"를 추진했으며, 2012년에는 전 세계적으로 공식 시행되고 있다. 해양플랜트 사고의 경우에는 1988년 북해(North Sea)에서 발생한 Piper Alpha 폭발사고를 계기로 인적요인에 대한 관심이 높아졌으며, 2010년 멕시코만에서 발생한 "딥워터호라이즌호" 사고 이후 시추작업에 대한 안전점검과 인적오류 예방 및 관리를 위한 훈련을 강화하고 있다(배영일, 2012). 일반적으로 해양플랜트 사고의 원인은 구조물 자체의 오류가 20%이하이며, 예기치 못한 작업자의 행동으로 발생된 사고가 80% 이상을 차지하고 있다. 즉, 대부분의 사고는 operation 또는 maintenance 동안 발생하는 것으로 나타나고 있다. 본 발표에서는 해양플랜트 산업에서의 사고와 관련된 최근 연구현황 및 향후 연구 방향을 소개하고자 한다.

The Study on the trend of international standards and the domestic plan to cope with e-navigation (e-navigation 국제 표준화 현황 및 국내 대응방안 고찰)

  • Development of e-navigation strategy which was proposed by seven member states coordinated by United Kingdom in MSC committee of IMO has been conducted for user needs definition, gap analysis cooperating with NAV, COMSAR and STW sub-committee. After prominent progress of development was done in Correspondence group, MSC 85 has approved the result of the group and conducted the development of e-navigation implementation plan to be finished in 2012. It is necessary to prepare the strategy and plan of our country identifying and perceiving the core objects and basic concept of e-navigation developed in the international community. This paper presents the progress of e-navigation development work until this stage and gives some recommendations for the domestic plan to cope with e-navigation.

  • In West Africa and Southeast Asia including Somalia, piracy attacks still take place that threaten safety of ships and the lifes of seafarers. In order to protect Korean flag ships and the seafarers on board from piracy attacks, the government of the Republic of Korea established the Act to Prevent Piracy Attacks on International Ships on Dec. 27, 2016. This act legally provides for the establishment of Maritime Security Operatives (MSO) on board ships navigating high risk areas to ensure security. Furthermore, mandated training for MSOs is required to prepare them to carry out their duties effectively. In this paper, a new training course for MSOs according to domestic law is suggested through analysis of IMO documents and the MSO training provided by foreign nations.

A Study on the Improvement of the Education and Training System for Response to Marine Chemical Incidents in Korea - Based on the Comparison of Systems between Korea and Foreign Countries - (해상화학사고 대응을 위한 국내 교육훈련체계 개선에 관한 연구 - 국내 체계와 외국 체계의 비교를 기반으로 -)

  • The present situations of the education and training systems for the response to marine HNS spill incidents in domestic and foreign countries were reviewed and the plans to improve domestic system were suggested on the basis of the comparison between domestic and foreign education systems. There were almost no private education and training institutions in Korea, and they have not been activated, compared with those of foreign countries such as USA, Canada, Australia and UK. The domestic marine HNS-related education has been implemented uniformly under Korean government initiative. In addition, there were differences in the targets and duration of the education offered by Korea Coast Guard Academy (KCGA) and Marine Environment Research & Training Institute (MERTI) in Korea. Domestic HNS-related curriculum was relatively simple, compared with the curricula of foreign countries, and has not accepted two levels (operational level and manager level) required in HNS model courses of International Maritime Organization (IMO). The domestic education and training period was short relatively to those of foreign countries. The following suggestions were made to improve the education and training system for the response to domestic marine chemical incidents. In the short term, an HNS education and training management consultation body (tentative name) should be established, with both KCGA and MERTI participating jointly while maintaining the current system of the two institutions (KCGA and MERTI) simultaneously. In the more distant and long term, the HNS-related departments of KCGA and MERTI should be incorporated into a National Marine HNS Response Academy (tentative name) as unified system to enable international competitiveness.

  • Arctic Ocean has rapidly melted due to global warming, by this, commercial ship has been operating through the area. Reason to develop the Northern Sea Route(NSR) even in extreme conditions, the distance than the existing route is shortened, which bring economic benefits. For these reason, the International Maritime Organization(IMO) established safety standards of the Arctic navigation(Polar Code) in order to ensure safe operation in the Northern Sea Route. In this study, it has been described ice types and safety standards of Artic vessel what officer needs to know for safe navigation on the Arctic Ocean. And It was verified by simulation the theoretical knowledge for the safe operation of the Arctic vessel. As a result, it was found that ship needs to reduce speed and analyze ice for safe operation before enter into the ice, it is necessary to enter at right angle to break ice safety and efficiently. Also according to the result of the simulation of navigation entering in ice channel(Lead), it was difficult to change course, it is believed that require emergency training for passing Vessel. In the future, It shall be analyzed precisely under various conditions of scenario.

S-Mode 가이드라인 개발에 관한 연구

  • 전자항법시대의 도래로, 항해사의 의사결정시 항해설비 의존도는 점차 증가하고 있으며, 국제협약에 의해 ECDIS(전자해도 정보시스템)의 강제화로 전자항해설비 사용을 위한 친숙화는 필수적이다. 국제사회에서도 항해사 및 도선사들이 항해설비의 친숙한 사용을 도모하기 위한 표준이 필요함을 인식하고, 2015년 6월 IMO MSC 95차에서 항해설비에 표준모드 적용을 위한 S-Mode 가이드라인 개발이 2019년까지의 e-Navigation 주요개발 과제로 승인되었다. S-Mode는 주요 사용자인 항해사, 선장 및 도선사에게 표준화된 화면, 기능 제공을 통해 친숙한 업무환경을 통해 상황인식에 기여함으로써 항해안전성을 향상시키고, 교육 훈련 측면에서의 선원의 부담을 경감시키기 위한 목적으로 개발 예정이다. S-Mode 가이드라인 개발을 위해서, HCD(인간중심적 설계)에 기반 하여, 항해설비에 대한 인적측면에서의 개선이 이루어질 것으로 예상된다. 본 연구에서는 ECDIS를 활용하여 S-Mode 가이드라인 개발을 위한 주요 방안 및 항해화면의 개선방안을 연구하였다.
