자율운항선박 시대를 대비한 원격선박검사 방안 기초연구

  • IMO는 자율운항선박을 MASS라 명명하고, 이에 대한 운항안전을 위한 논의를 진행하고 있으며, 우리나라도 산·학·연·관 협의회를 통해 자율운상선박 기술개발사업을 진행하고 있다. 그 중 자율운항선박 운용과 연계된 기술기준 및 제도·인프로 구축과 관련한 세부과제로 원격검사 제도의 확대 및 기준마련이 요구되고 있다. 본 연구에서는 원격검사를 위한 선체·기관의 연구사례를 수집 및 현황을 분석하였으며, 기초단계에서의 자율운항선박의 상태감시 데이터가 원격검사의 하나의 방법이 될 수 있음을 고찰하였으며, 선박의 비상기기에 대한 원격검사방법 개발이 필요한 것으로 고려되었다.

항로표지 정보서비스 시나리오 설계 및 검증방안

  • 국제수로기구는 해양정보 교환을 위한 제품표준 개발 지원을 위해 S-100 개발하고 현재 그 버전으로 5판으로 개정 하였다. 항로표지 정보는 항행경보와 항로표지 상태정보로 제공되는데, 국제수로기구는 해사안전정보(MSI)의 디지털 데이터 제작 및 교환 위해 S-124 개발되었고, 국제항로표협회는 S-201 항로표지 정보표준 개발을 완료하고, S-125 항로표지 상태정보 표준개발 진행 중이다. IALA/IHO는 S-100/S-200 개발 공동워크숍을 개최하고, S-125 항로표지 정보서비스에 대한 시연 및 워크숍 필요성 강조하였다. 본 연구는 항로표지 정보 서비스를 싱가포르 MPA와 협력하여 시험 시나리오 및 검증 계획을 수립하였다. S-124, S-125 기반의 정보 제공 서비스 및 선박 내비게이션을 통한 검증을 진행할 계획이며, 검증 결과는 IALA, IHO 회의로 보고할 계획이다. 항로표지 정보서비스 시험 결과는 관련 국제표준 개발에 기여하고, 항해환경에 해당 서비스 정착하는데 도움이 될 것으로 판단된다.

IALA/IHO 간 항로표지 정보표준 개발 협력방안 연구

  • 국제수로기구는 전자해도 표준을 개정하기 위해 S-100 기반 범용수로데이터 모델을 개발하였고, 국제항로표지협회는 항로표지, PNT, VTS, AIS 도메인의 정보교환을 위해 S-200 시리즈 정보교환 표준개발을 결정하였다. 항로표지 정보는 전자해도, 등대표, 항행통보를 구성하는 중요 정보로서, 항로표지의 현황과 상태 정보는 항해사의 해사안전정보 준비에 있어서 필수라고 할 수 있다. 국제항로표지협회와 국제수로기구는 각 도메인의 해양정보 교환표준 개발 현황을 공유하고 특히 항로표지 정보교환 표준개발 협력을 위해 공동 워크숍을 개최였다. 공동 워크숍에서는 S-201, S-125, S-124 등의 표준개발 사항을 논의하고, 항로표지 정보 제작 및 서비스에 대한 공감대를 형성하였다. 본 연구에서는 항로표지 관련 정보표준 개발 현황을 기술하고, IALA/IHO 공동 워크숍 주요 결과를 정리 하였다. 또한 공동 워크숍 후속 조치의 일환으로 항로표지 정보 제작 및 서비스에 관한 실해역 데모 방안을 소개 한다.

Stability evaluation technology in real-time for autonomous ships (소형선박(어선) 실시간 복원성 감시 시스템 실험적 검증)

  • 소형선박인 어선·낚시어선의 전복 사고로 인한 인명 사고가 지속적으로 발생 되어지고 있다. 소형선박인 어선·낚시어선의 운항 시 선박의 운항자가 선박의 실시간 복원성 상태 인지 없이 어업 또는 낚시 활동하는 동안 해양 환경 상태 또는 적화 상태 변화와 추가적인 외력에 의해서 선박의 전복 사고가 발생 되어진다. 본 연구에서는 소형선박 어선·낚시어선의 실시간 복원성 감시를 위한 안전키트의 실험적 검증을 실시했다. 안전키트의 자이로센서를 활용하여 실시간 횡요각 데이터 측정 및 주파수 분석하여 횡요주기를 도출하고 횡메타센터(GM)을 도출한다. 또한, 실사간 도출된 GM에 따라 국제해사기구(IMO, International Maritime Organization) 비손상 복원성 평가 기준 값을 추정한다. 실험적 검증을 통하여 개발된 소형선박 어선·낚시어선용 안전키트의 정확도 확인 및 개선점을 발견하였으며, 향후 연구 계획에 대해서 제시했다.

  • Numerous maritime safety technologies and systems are being developed to support safe navigation at Sea. e-Navigation is a representative system for maritime safety. It is being developed to maximize the ships safety by applying most maritime safety technologies. The e-Navigation system is being developed by the International Maritime Organization (IMO) with the aim of introducing it by 2019. South Korea has already recognized the importance of maritime safety support technology and is actively introducing e-Navigation. Korean e-Navigation is being designed to provide diverse functions for maritime safety, such as providing an optimal safe route, risk analysis, and weather information. Service modules that provide e-Navigation's each function use different types of data that are difficult to configure as a single database. In this paper, we analyze the data needed for Korean e-Navigation, the data service system structure and types that can effectively support it.

  • Recently, one of the major issues of shipbuilding and marine is the reduction of air and marine pollution emission to ships. In response, the International Maritime Organization (IMO) has concluded an international convention (MARPOL) to prevent pollution from ships. A Annex Six of The Convention restricts and regulates air and marine pollution of ship from exhausting gases. To this end, it is required to apply EEDI (Energy Efficiency Design Indicators) to the construction of new ships, and to minimize the emission of environmental pollutants by recommending the application of EEOI (Energy Efficiency Operation Indicators) to operational ships. Therefore, in this study, we propose to calculate the grade of operating efficiency (EG) of ships based on actual operational data for transport ships and to provide energy-efficient optimal path search information through analysis of marine environment data.

Development of unified communication for marine VoIP service (해상 VoIP 서비스를 위한 통합 커뮤니케이션 기술 개발)

  • This paper presents the results of research on developing marine unified communications to provide VoIP service based on marine satellites. With the recent popularity of smart-phones and other mobile devices, the demand for Internet-based wired and wireless unified technology has been growing in marine environments, and increasing interest is being directed to VoIP products and service models with high price competitiveness and the ability to deliver a variety of services. In this regard, this research designed three instruments, developed their unit modules, and verified their performances. These three instruments included the following: (1) a marine VoIP module equipped with an analogue gateway that can be linked to the existing devices used in vessels, which is more than 80% smaller than that of a land system; (2) a text/voice/video engine for marine satellite communications that runs on technology that minimizes communication data usage, which is a core technology for a marine VoIP service; and (3) a unified communication service that can support multilateral cloud-based message conversations, telephone number-based call functions, and voice/video calling between a private space in a ship and shore.

Suitability Evaluation Method for Both Control Data and Operator Regarding Remote Control of Maritime Autonomous Surface Ships (자율운항선박 원격제어 관련 제어 데이터와 운용자의 적합성 평가 방법)

  • Remote control is used for operating maritime autonomous surface ships. The operator controls the ship using control data generated by the remote control system. To ensure successful remote control, three principles must be followed: safety, reliability, and availability. To achieve this, the suitability of both the control data and operators for remote control must be established. Currently, there are no international regulations in place for evaluating remote control suitability through experiments on actual ships. Conducting such experiments is dangerous, costly, and time-consuming. The goal of this study is to develop a suitability evaluation method using the output values of control devices used in actual ship operation. The proposed method involves evaluating the suitability of data by analyzing the output values and evaluating the suitability of operators by examining their tracking of these output values. The experiment was conducted using a shore-based remote control system to operate the training ship 'Hannara' of Korea National Maritime and Ocean University. The experiment involved an iterative process of obtaining the operator's tracking value for the output value of the ship's control devices and transmitting and receiving tracking data between the ship and the shore. The evaluation results showed that the transmission and reception performance of control data was suitable for remote operation. However, the operator's tracking performance revealed a need for further education and training. Therefore, the proposed evaluation method can be applied to assess the suitability and analyze both the control data and the operator's compliance with the three principles of remote control.

  • For the purpose of technological analysis in the marine accidents and their prevention, IMO have made it obligatory to load VDR which is similar to the black box in aircraft. However, in case of body sinkage, capsizing, stranding and plunging which are almost 10% of marine accidents, it is difficult to take out the necessary data from the VDR in order to analyze the cause of them. Therefore, this paper apply the navigation dangerousness evaluation technology to the VDR to improve its performance. And we suggest that the vertical acceleration which is one of the factors for evaluating seakeeping performance of a ship is to be added in the existing VDR record data recommended by IMQ.

Development of Vessel Communication System for Integrated Management and Inter-exchange of Maritime Data (해상 데이터 통합 관리 및 상호교환을 위한 선박 통신 시스템 개발)

  • In this study, for integrated management and inter-exchange of operational data generated by ships and land-side information on safe and business, a vessel communication system with modular functions was designed that applied high efficiency compression, least-cost algorithms and Inmarsat FBB connection automation system. Performance test at the KTsat Kumsan satellite earth station; system was found to delivered an average transfer speed of 7 kB/S, which was significant improvement from the existing commercial product's average speed of 5 kB/S. It also delivered twice the efficiency of the existing product in terms of compression rate and transfer of the most widely used office files in maritime businesses.
