A Study on the Application of TRS Communication System for the Small Fishing ship (소형어선과의 통신을 위한 TRS통신방식의 도입에 관한 연구)

  • The SSB(Single Side Band) communication in the 27MHz band has mainly been using between fishiery station and small fishing ship less than 10tons, but the most of small fishing ship are depend on cellular system. When accident for small ship at sea happens, It's very important to communicate continuously for preventing the collision and taking action. At present it is hard to control small fishing ship and provide information properly by using 27MHz SSB channel. Therefore in this paper We present TRS communication system applied for small fishing ship to protect the safy and life at sea and to prepare for emmergency, and also validate it's application.

  • 국민의 생명과 재산을 보호하기 위해 아무리 강조해서 지나치지 않는 안전을 중요시 하는 우리나라는 각종 재난 사고가 많이 발생한다. 이는 안전의식이 결여되었기에 발생하는 사고들이다. 특히 안전사고와 관련해 다사다난한 일들이 많이 있는데 책임감을 비롯한 본인과 타인의 안전의식 결여로 일어난 문제들이다. 우리나라는 재난에 좀 더 현명하고 안전하게 대처하기 위해서 사전의 적극적인 예방과 사고 후의 빠른 조치, 건전한 안전의식 함양이 필요하다. 2014년 4월 16일 세월호 침몰 사고로 수백 명의 사상자를 낸 대형 참사를 계기로 국민들의 해난(해양사고) 안전에 대한 관심이 높아졌다. 위기상황 속에서 당황하지 않고 올바르고 안전한 판단으로 신속히 대피 할 수 있도록 미리 체험하는 안전체험교육시설을 통해 체계적인 대비로 인명피해를 줄이기 위한 대책이 필요하다. 본 연구는 해난(해양사고)로 인한 인명피해 위험도의 관리기법을 수립하고 재난 관리 체계 중 대비(Preparedness)에 중점을 두고 체험교육을 통해 어떤 효과가 있는지 설문조사를 실시하여 연령대별 체험자들의 반응을 토대로 가상적인 방법을 적용한 인명피해 위험도 저감효과를 분석한다. 국내 여수 해양경비안전교육원에서 올해부터 한국해양소년단연맹과 협업하여 '바다로 캠프' (해양안전 체험 프로그램)를 운영하여 위기 대응 훈련을 실시 할 계획이다. 따라서 본 연구에서는 교육원 대상자를 대상으로 설문조사를 실시하고자 한다.

  • The engine room of ship is a synthetic system being composed of many machineries. Therefore, the reliability and safety of the all system of machinery is as important as each machine. In this paper, in order to reudce engine troubles while operation and to contribute in developing a high reliable marine engine the author analysed the factors of marine engine troubles by principal com-ponent analysis method. Analysed data are marine engine troubles of sea casualties from 1980 to 1985. It is found that the major part of marine engine troubles resulted from personal mistake, and also the troubles of shaft, propeller and cylinder occupied considerable proportion.

  • This paper is what accident in sea have been produced as lost themselves life and property about 600~700times at every years. It was analyzed that the collision accident is highest rank by 37% among the marine accidents and the fishing vessel is highest by 58% in these collision accidents and also the small fishing boat under 20tons is highest by 27% on them. Over the half of thecollision accidents by 56% they couldn't find each other to just before the collision situation. Therefore this was induced to experiment on a national basis that the role of communication of ship is to move from lose themselves life and property.

  • The basis of all approaches to improve reliability of marine engines exists in analyzing the field data of troubles and failures in marine engines. In this paper, we analyzed the engine accidents of Korean fishing vessels for five years from 1995 to 1999, firstly according to engine systems, type of fishing vessels, engine makers, cylinder number, engine power and tonnage, secondly by using of principal component analysis method, one of multi-variate data analysis method. Finally, we proposed the measures to reduce engine accidents of fishing vessels for improvement of an environment in fishing industry.

  • The most likely influenced by the oil pollution at the sea is the fisheries industry, because if the destruction if the marine ecological system The rate if compensation for damage from IOPC Fund due to the incident if oil pollution is more or less $20\%$, which is remarkably lower than those cf our adjacent nations or European nations. The reason such a low rate cf compensation is that it is not easy to take evidences if changed caused by oil pollution requested by IOPC Fund due to the environments if our fisheries. Therefore unless the environments if our fisheries is changed completely, it is very difficult to get actual compensation for damages under the existing system, considering the results if the oil pollution damage compensation claim cases up to now. In this study tried to identify the actual benefits of 03FC convention that raises the upper limit if the compensation while keeping the criterion for compensation And proposed to supplement the compensation system of damage caused by oil pollution with analyzing the actual status if compensation from. IOPC Fund for the our oil pollution incidents and the judgment if Supreme Court on the case if oil. pollution acident in Keumdong No.5.
